National Environmental Protection Standards

Emission standard of air pollutants for thermal power plants (GB 13223£­2011)

The current standard is developed for the purpose of implementing laws and regulations such as Environmental Protection Law of the People¡¯s Republic of China, Law of the People¡¯s Republic of China on Prevention and Control of Atmospheric Pollution and the Decision of the State Council on Implementing the Outlook on Scientific Development and Strengthening Environmental Protection, protecting the environment, improving environmental quality, preventing and controlling the pollution caused by emissions of air pollutants from thermal power plants, and facilitating technical progress and sustainable development of thermal power industry.

The current standard specifies the concentration limits and monitoring requirements for emission of air pollutants from thermal power plants as well as relevant provisions for the implementation and supervision concerning the standard.

The current standard is applicable to management of air pollutant emissions of existing thermal power plants; environmental impact assessment of construction projects of thermal power plant, design of environmental protection project, environmental protection check & acceptance of completed construction projects as well as post-operation management of emissions of air pollutants.

The current standard is not applicable to the thermal power plants with various capacity that employ garbage and hazardous waste as fuels.

The current standard is applicable to pollutant discharge permitted by law. The site election of new pollution sources and management of existing pollution sources in especially protected areas shall comply with relevant requirements of laws, regulations and rules such as the Law of the People¡¯s Republic of China on Prevention and Control of Atmospheric Pollution, Law of the People¡¯s Republic of China on Prevention and Control of Water Pollution, Law of the People¡¯s Republic of China on Marine Environment Protection, Law of the People¡¯s Republic of China on Prevention and Control of Environmental Pollution by Solid Waste and Law of the People¡¯s Republic of China on Environmental Impact Assessment.

The current standard is issued for the first time in 1991 with the first amendment in 1996 and second amendment in 2003.

The water pollutants, odor and noise from thermal power plants shall comply with relevant national pollution discharge standards. The identification, treatment and disposal of generated solid waste shall comply with national standard for the control of solid waste pollution.

The emissions of air pollutants from thermal power plants shall comply with the requirements of the current standard and not comply with the provisions of Emission standard of air pollutants for thermal power plants (GB 13223-2003) as of the date when the current standard goes into effect.

Effluent standads of water pollutants for ammunition loading industry (GB 14470.3£­2011)

The current standard is amended for the purpose of implementing laws and regulations such as Environmental Protection Law of the People¡¯s Republic of China, Law of the People¡¯s Republic of China on Prevention and Control of Water Pollution, Law of the People¡¯s Republic of China on Marine Environment Protection, the Decision of the State Council on Implementing the Outlook on Scientific Development and Strengthening Environmental Protection as well as the Suggestions of the State Council on Development of National Plan Main Function Areas, protecting the environment, preventing and controlling pollution and facilitating the progress of production process and pollution control technology of ammunition loading industry.

The current standard specifies the discharge limit, monitoring and control requirements for water pollutants of ammunition loading enterprises as well as relevant requirements for implementation and monitoring of the standard.

The current standard is applicable to the management of water pollutants from various kinds of existing ammunition loading enterprises.

The current standard is applicable to environmental impact assessment of construction projects of various kinds of ammunition loading enterprises, design of environmental protection facilities, environmental protection check & acceptance of completed construction projects as well as post-operation management of discharge of water pollutants.

The current standard is applicable to the discharge of pollutants permitted by law. The site selection of new pollution sources and management of existing pollution sources in especially protected areas shall comply with relevant requirements of laws and regulations such as the Law of the People¡¯s Republic of China on Prevention and Control of Atmospheric Pollution, Law of the People¡¯s Republic of China on Prevention and Control of Water Pollution, Law of the People¡¯s Republic of China on Marine Environment Protection, Law of the People¡¯s Republic of China on Prevention and Control of Environmental Pollution by Solid Waste and Law of the People¡¯s Republic of China on Environmental Impact Assessment.

The requirements of the current standard for control of water pollutant discharge are applicable to any enterprise that directly or indirectly discharges water pollutants into areas outside its legal boundary.

The air pollutants and noise from ammunition loading enterprises shall comply with relevant national pollution discharge standards. The identification, treatment and disposal of generated solid waste shall comply with national standard for the control of solid waste pollution.

The current standard was issued for the first time in 1993 with the first amendment in 2002. This is the second amendment.

The Discharge Standard for Water Pollutants from Ordance Industry¡ªAmmunition Loading(GB14470.3£­2002) shall automatically be nullified as of the date when the current standard goes into effect.

Discharge standard of water pollutants for motor vehicle maintenance and repair (GB 26877£­2011)

The current standard is amended for the purpose of implementing laws and regulations such as Environmental Protection Law of the People¡¯s Republic of China, Law of the People¡¯s Republic of China on Prevention and Control of Water Pollution, the Decision of the State Council on Implementing the Outlook on Scientific Development and Strengthening Environmental Protection as well as the Suggestions of the State Council on Development of National Plan for Main Function Areas, protecting the environment, preventing and controlling pollution and strengthening the control and management of water pollutant discharge from motor vehicle maintenance and repair industry.

The current standard specifies the discharge limit, monitoring and control requirements for water pollutants of motor vehicle maintenance and repair enterprises as well as relevant requirements for implementation and monitoring of the standard.

The current standard is applicable to the management of discharge of water pollutants from existing Grade I ~II motor vehicle maintenance and repair enterprises.

The current standard is applicable to environmental impact assessment of construction projects of Grade I ~II motor vehicle maintenance and repair enterprises, design of environmental protection facilities, environmental protection check & acceptance of completed construction projects as well as post-operation management of discharge of water pollutants.

The current standard is applicable to the discharge of pollutants permitted by law. The current standard is amended for the purpose of implementing laws and regulations such as Environmental Protection Law of the People¡¯s Republic of China, Law of the People¡¯s Republic of China on Prevention and Control of Water Pollution, Law of the People¡¯s Republic of China on Marine Environment Protection, the Decision of the State Council on Implementing the Outlook on Scientific Development and Strengthening Environmental Protection as well as the Suggestions of the State Council on Development of National Plan for Main Function Areas, protecting the environment, preventing and controlling pollution and strengthening and facilitating the progress of production process and pollution control technology of fermentation alcohol and distilled spirits industry.

The current standard specifies the discharge limit, monitoring and control requirements for water pollutants of fermentation alcohol and distilled spirits industry or production facilities as well as relevant requirements for implementation and monitoring of the standard.

The current standard is developed for the purpose of implementing laws and regulations such as Environmental Protection Law of the People¡¯s Republic of China, Law of the People¡¯s Republic of China on Prevention and Control of Water Pollution, Law of the People¡¯s Republic of China on Prevention and Control of Atmospheric Pollution, Law of the People¡¯s Republic of China on Marine Environment Protection, the Decision of the State Council on Implementing the Outlook on Scientific Development and Strengthening Environmental Protection as well as the Suggestions of the State Council on Development of National Plan for Main Function Areas, protecting the environment, preventing and controlling pollution and facilitating the progress of production process and pollution control technology of rubber product industry.

The current standard specifies the discharge limit, monitoring and control requirements for water and air pollutants of rubber product industry or production facilities as well as relevant requirements for implementation and monitoring of the standard.

The control requirements for water pollutants specified in the current standard are applicable to any enterprise that directly or indirectly discharges water pollutants outside its legal boundary.

The current standard is applicable to management of water and air pollutant discharge of existing rubber product enterprises or production facilities, environmental impact assessment of construction projects of rubber product industry, design of environmental protection facilities, environmental protection check & acceptance of completed construction projects as well as post-operation management of discharge of water and air pollutants.

The odor pollutants and noise from rubber products industry shall comply with relevant national pollution emission standards. The identification, treatment and disposal of generated solid waste shall comply with applicable national standard for the control of solid waste pollution.

The current standard is issued for the first time in China.

The control of discharge of water and air pollutants of rubber product industry shall comply with the requirements of the current standard since the date when the current standard goes into effect and no longer comply with relevant requirements of Integrated Wastewater Discharge Standard (GB 8978-1996) and Integrated Emission Standard of Air Pollutants (GB 16297-1996).

 Technical Guidelines for Environmental Impact Assessment ¡ª General Programme (HJ 2.1-2011)

The current standard is developed for the purpose of implementing laws and regulations such as Environmental Protection Law of the People¡¯s Republic of China, Law of the People¡¯s Republic of China on Environmental Impact Assessment and Regulations on Environmental Protection of Construction Projects, protecting the environment and guiding environmental impact assessment of construction projects.

The current standard specifies the general principle, contents, work procedures, methods and requirements for environmental impact assessment of construction projects.

The current standard is applicable to any construction project within the territory of the People¡¯s Republic of China and other marine areas subject to jurisdiction of the People¡¯s Republic of China that may impose adverse impacts on the environment.

The current standard is the amendment of the Technical Guidelines for Environmental Impact Assessment ¡ª General Programme (HJ/T 2.1-93), which was issued for the first time in China in 1993. This is the first amendment.

The Technical Guidelines for Environmental Impact Assessment ¡ª General Programme (HJ/T 2.1-93) shall be nullified since the date when the current standard goes into effect.

Technical guidelines for environmental impact assessment ¡ª Constructional project of coal development (HJ 619-2011)

The current standard is developed for the purpose of implementing Environmental Protection Law of the People¡¯s Republic of China, Law of the People¡¯s Republic of China on Environmental Impact Assessment and Regulations on Environmental Protection of Construction Projects and standardizing environmental impacts of coal mining and mineral processing projects.

The current standard specifies the general principle, contents, methods and technical requirements for environmental impact assessment of coal mining and mineral processing projects.

The current standard is applicable to environmental impact assessment of construction projects of coal development within the territory of the People¡¯s Republic of China.

The follow-up environment impact assessment of coal mining and mineral processing projects as well as environment impact assessment of exploration of coal resources may comply with the current standard.

The current standard is issued for the first time in China.

Standard for the assessment of regional biodiversity (HJ 623-2011)

The current standard is developed for the purpose of implementing Environmental Protection Law of the People¡¯s Republic of China, standardizing biodiversity assessment indicators and methods, understanding current status, spatial dist and change trend of biodiversity in the whole country and each province, autonomous region and municipality, identifying the priorities for protection of biodiversity at national and local levels and raising the capacity of our country in management and protection of biodiversity.

The current standard specifies the contents such as indicators and their weight for assessment of biodiversity, data collection and treatment, calculation method and grade classification.

The current standard is applicable to assessment regional biodiversity with county-level administrative area as the basic unit.

Technical guideline for assessment on environmental risk of alien species (HJ 624-2011)

The current standard is developed for the purpose of implementing Environmental Protection Law of the People¡¯s Republic of China and Law of the People¡¯s Republic of China on Environmental Impact Assessment, standardizing assessment of environmental risk of alien species, protecting eco environment and ensuring normal economic and social activities.

The current standard specifies the principle, contents, work procedures, methods and requirement for assessing environmental risks of alien species.

The current standard is applicable to the assessment of potential ecological threats by alien species due to plan or construction projects.

The current standard is issued for the first time in China.

Guideline for eco-environmental biosafety assessment of insect-resistant transgenic plants (Trial) (HJ 625-2011)

The current standard is developed for the purpose of implementing Environmental Protection Law of the People¡¯s Republic of China, implementing the Cartagena Protocol on Biosafety, assessing and controlling possible environmental risks due to insect-resistant transgenic plants and protecting eco environment and biodiversity.

The current standard specifies the requirement for testing eco-environment biosafety of insect-resistant plants; identified the procedures and contents of four tests on eco environment biosafety¡¡ such as impacts on non-target organisms, gene flow, ecological adaptation and resistance of target organisms to insect-resistant plants; and develops corresponding testing method.

The current standard is applicable to test of eco environment biosafety of insect-resistant plants having insect resistance through the expression of insect-resistant protein.

The current standard is issued for the first time in China.

Standard on classifying the categories of genetic resources (HJ 626-2011)

The current standard is developed for the purpose of implementing relevant requirements of Environmental Protection Law of the People¡¯s Republic of China, Convention on Biological Diversity and Convention on International Trade in Endangered Species of Wild Fauna and Flora, scientifically assessing current status of genetic resources of our country, understanding its trend in time, controlling the loss of genetic resources and facilitating the protection and sustainable use of genetic resources.

The current standard specifies the standard for classifyingthe categories of genetic resources in China, requirements for adjustment of classification and the documents & records that should be submitted during classifying the categories.

The current standard is applicable to the classification of genetic resources with their place of origin being within the territory of the People¡¯s Republic of China.

The current standard is issued for the first time in China.

Technical guideline for the evaluation of genetic resources (HJ 627-2011£©

The current standard is developed for the purpose of implementing Environmental Protection Law of the People¡¯s Republic of China and Convention on Biological Diversity, standardizing the sharing of benefits resulting from utilization and exchange of genetic resources, protecting the rights and interests of owner and user of genetic resources, facilitating the protection, reservation, utilization and foreign exchange of biological genetic resources in our country.

The current standard specifies the principle, procedures, methods and requirement for evaluating economic value of genetic resources.

The current standard is applicable to evaluating economic value of genetic resources within the territory of the People¡¯s Republic of China or who¡¯s origin place being within the territory of the People¡¯s Republic of China.

The current standard is issued for the first time in China.

 Regulation for the collection of genetic resources (Trial) (HJ 628-2011)

The current standard is developed for the purpose of implementing laws & regulations such as Environmental Protection Law of the People¡¯s Republic of China, Law of the People¡¯s Republic of China on Protection of Wildlife, Regulations of the People¡¯s Republic of China on Wild Plants Protection and Regulations of the People¡¯s Republic of China on Nature Reserves, standardizing collection of genetic resources in our country, strengthening protection of genetic resources and facilitating research and utilization of genetic resources.

The current standard specifies the procedures, technical specifications and notices for collection of genetic resources of wild biological resources within the territory of our country.

The current standard is applicable to the collection of genetic resources of wild biological resources (animal, plants and big fungus and so on) within the territory of the People¡¯s Republic of China.

The current standard is issued for the first time in China.

Technical specifications for wastewater treatment by biological contact oxidation process (HJ 2009-2011)

The current standard is developed for the purpose of implementing Environmental Protection Law of the People¡¯s Republic of China and Law of the People¡¯s Republic of China on Prevention and Control of Water Pollution, standardizing the construction, operation and management of waste water treatment projects using biological contact oxidation process, preventing and controlling environmental pollution and protecting the environment and human health.

The current standard specifies the technical requirements for process design, main equipment and materials, testing & process control, construction, check & acceptance, operation and maintenance of waste water treatment projects that employ biological contact oxidation process and its combined process.

The current standard is developed for the purpose of implementing Environmental Protection Law of the People¡¯s Republic of China and Law of the People¡¯s Republic of China on Prevention and Control of Water Pollution, improving environment quality and standardizing the application of membrane biological process in waste water treatment projects.

The current standard specifies technology design, main process equipment and materials, testing & control, technical requirements for construction, check & acceptance, operation and maintenance of waste water treatment by membrane biological process.

The current standard is applicable to the treatment of urban sewage projects employing membrane biological process and treatment & reuse of industrial effluent that could be treated by biological method. It can serve as technical bases for environmental impact assessment, design, construction, environmental protection check & acceptance, and operation and management of facilities.
