II. Purpose of the Forum
Guidance: Promoting achievements, exchanging experience and enhancing cooperation
Form of organization: SEPA will hold the forum in the form of side event of the host country while the Second Intergovernmental Review Meeting on the Implementation of the Global Programme of Action for the Protection of the Marine Environment from Land-based Activities is open. Representatives from 9 national departments will inform the participants of the achievements of the Chinese government in protecting the marine environment from land-based activities. They will also seek opportunities of international cooperation and support. Officials from UNEP and maritime organizations in some regions as well as from countries where GAP is successfully implemented will be invited to introduce their experience in the protection of marine environment and in regional cooperation. Meanwhile representatives from coastal cities of Chinawill also be invited to exchange their practical experience. The forum will serve as a platform for international and domestic participants who care about and are committed to the protection of marine environment to exchange views and ideas, jointly promoting the activities of marine environment protection.

IV. Participants
The forum is open to all representatives of IGR-2. Experts, scholars and environmentalists of NGOs committed to research and development, technical development, engineering and administration in the field of development of coastal resources, protection of marine environment, prevention and control of water pollution in river basins and coastal environmental management are particularly welcome.
V. Notes
1. Venue of the forum will be in BeijingInternationalConvention Center;
2. All participants will be provided with lunch (fast food at the venue);
3. Simultaneous interpretation in both English and Chinese is provided;
4. Related hard copy documents will be provided at the forum.
