National Environmental Protection Standards
Limits and Measurement Method for Exhaust Pollutants from Gasoline Engines of Heavy-duty Vehicles (III, IV) (GB 14762-2008)	This standard is formulated for the purpose of implementing Environmental Protection Law of the People's Republic of China and Law of the People's Republic of China on the Prevention and Control of Atmospheric Pollution, protecting the environment, and preventing and controlling pollution.
	This standard provides the limits and measurement method for exhaust pollutants from gasoline engines of heavy-duty vehicles, and the technological specifications and testing methods of On-Board Diagnostics (OBD).
	This standard shall apply to the verification of the models of gasoline engines installed in categories M2, M3, N2 and N3 motor vehicles with designed speeds more than 25km/h as well as category M1 motor vehicles with total mass over 3,500 kg, their production consistency inspection and in-use car/engine compliance inspection. Should the category M2 motor vehicle installed with gasoline engines have gone through the model verification according to GB18352.3-2005, then the model of such engines may not be verified according to this standard.
	Limits and Measurement Methods for Exhaust Pollutants from Positive Ignition (P.I) Engines of Vehicles and Vehicles Equipped with P.I. Engines (GB 14762-2002) shall be abolished as of the day this standard goes to effect.
	According to relevant laws and regulations, this standard has compulsory execution effect.
Technical Guidelines for Planning Environmental Impact Assessment -Coal Industry Mining Area Plan (HJ 463-2009)	This standard is formulated for the purpose of implementing Environmental Protection Law of the People's Republic of China and Environmental Impact Assessment Law of the People's Republic of China, standardizing and guiding the environmental impact assessment for coal industry mining area plan, and promoting the sustainable development of coal industry.
	This standard provides the general principle, contents, methods and specifications for the environmental impact assessment of coal industry mining area plan.
	This standard shall apply to the environmental impact assessment of coal industry mining area plans developed by relevant departments under the State Council, people’s governments at or above city (with subordinate county-level districts) level and their relevant departments. The environmental impact assessment of coal industry mining area plans on the coal-power integration and coal-power-chemical industry integration may refer to this standard.

Technical Guidelines for Environmental Protection in Water Conservancy and Hydropower Projects for Check and Accept ance of Completed Project (HJ 464-2009)	This technical guideline is formulated for the purpose of implementing Environmental Impact Assessment Law of the People's Republic of China and Regulations on the Administration of Construction Project Environmental Protection, protecting the environment, and standardizing the environmental protection check and acceptance of water conservancy and hydropower projects upon their completion.
	This technical guideline provides the procedures and technical specifications for environmental protection check and acceptance of water conservancy and hydropower projects upon their completion.
	This technical guideline shall apply to the environmental protection check and acceptance of such large-scale water conservancy and hydropower projects as flood control, hydropower, irrigation, and water supply projects upon their completion. The environmental protection check and acceptance of small-scale water conservancy and hydropower projects as well as navigation and hydropower projects upon their completion may refer to this standard.
Environmental Protection Guide for Developing Circular Economy in Iron and Steel Industry (HJ 465-2009)	This guide is formulated for the purpose of implementing Environmental Protection Law of the People's Republic of China, Decision of the State Council on Implementing the Scientific Outlook on Development and Strengthening Environmental Protection (issued by State Council, No.39, 2005), and Some Opinions of the State Council on Accelerating the Development of Circular Economy (issued by State Council, No.22, 2005), protecting the environment, promoting the development of circular economy in iron and steel industry, making the best use of resources and energy and preventing and controlling the environmental pollution in the development process of iron and steel industry.
	This guide provides the requirements for pollution prevention and control and environmental protection in the planning, construction, and operation period of projects while the iron and steel industry develops circular economy. Relevant businesses and administrative departments may refer to this guide.
	This guide shall apply to the pollution prevention and control and environmental regulation of environmental protection departments at all levels in the planning, construction, and operation period of projects while the iron and steel industry develops circular economy. It shall also apply to guiding iron and steel businesses to enhance pollution control while developing circular economy.

Environmental Protection Guide for Developing Circular Economy in Aluminum Industry (HJ 466-2009)	This guide is formulated for the purpose of implementing Environmental Protection Law of the People's Republic of China, Decision of the State Council on Implementing the Scientific Outlook on Development and Strengthening Environmental Protection (issued by State Council, No.39, 2005), Some Opinions of the State Council on Accelerating the Development of Circular Economy (issued by State Council, No.22, 2005), and Circular of the State Council on Doing well in Recent Key Tasks for Building a Resource-saving Society (issued by State Council, No.21, 2005), facilitating the aluminum industry to develop circular economy, making the best use of resources and energy and preventing and controlling the environmental pollution in the development process of aluminum industry.
	This guide provides the requirements for pollution prevention and control and environmental protection in the planning, construction, and operation period of projects while the aluminum industry develops circular economy. Relevant businesses and administrative departments may refer to this guide.
	This guide shall apply to the pollution prevention and control and environmental regulation of environmental protection departments at all levels in the planning, construction, and operation period of projects while the aluminum industry develops circular economy. It shall also apply to guiding aluminum businesses to enhance pollution control while developing circular economy.

Cleaner Production Standard-Cement Industry (HJ 467-2009)	This standard is formulated for the purpose of implementing the Environmental Protection Law of the People's Republic of China and Law of the People's Republic of China on Promotion of Cleaner Production, protecting the environment, and providing technical supports and guidelines for the cement industry to conduct cleaner production.
	This standard provides the general requirements for cement producers to have cleaner production on the basis of meeting the national and local emission standards and in line with the existing technological, equipment and managerial levels of this industry.
	This standard includes three levels, the first level represents the international advanced level of cleaner production, the second represents domestic advanced level of cleaner production, and the third represents domestic basic level of cleaner production. This standard shall be amended at a proper timing with the technological development.
	This standard provides the general requirements for cleaner production of the cement industry. This standard classifies the indicators for cleaner production into six kinds, that is, requirements for production techniques and equipment, indicator for the use of resources and energy, product indicator, pollutant indicator (prior to the end-of-pipe treatment), indicator for waste recycling, and environmental management requirements.
	This standard shall apply to the assessment of cleaner production of common Portland cement producers, Portland steel slag producers and developers of limestone mines, the estimation of the potential and chance of cleaner production, the performance assessment of cleaner production and the performance disclosure system for cleaner production, as well as environmental management systems like environmental impact assessment and pollutant discharge permit.

Cleaner Production Standard-Waste Paper Pulping (Paper Industry)(HJ 468-2009)	This standard is formulated for the purpose of implementing the Environmental Protection Law of the People's Republic of China and Law of the People's Republic of China on Promotion of Cleaner Production, protecting the environment, and providing technical supports and guidelines for the paper making (from waste paper pulp) industry to conduct cleaner production.
	This standard provides the general requirements for paper makers (from waste paper pulps) to have cleaner production on the basis of meeting the national and local emission standards and in line with the existing technological, equipment and managerial levels of this industry.
	This standard includes three levels, the first level represents the international advanced level of cleaner production, the second represents domestic advanced level of cleaner production, and the third represents domestic basic level of cleaner production. This standard shall be amended at a proper timing with the technological development.

Cleaner Production Audit Guideline-Directive for Standardization (HJ 469-2009)	This guideline is formulated for the purpose of implementing the Environmental Protection Law of the People's Republic of China and Law of the People's Republic of China on Promotion of Cleaner Production, protecting the environment, accelerating the formulation and improvement of clean production standards, and standardizing the formulation of cleaner production assessment guidelines.
	This guideline provides the terminology and definition of the guidelines for cleaner production assessment, the formulation principles and working procedures, contents, methods and the formats.
	This guideline shall apply to the formulation and amendments to guidelines for cleaner production assessment of all industrial sectors. The formulation and amendments to guidelines for cleaner production assessment of agricultural sector and service sector may refer to this standard.
	This guideline is the first version.
The following standard shall be abolished as of the day the above standard goes to effect.
