The goverment should protect and rationally develop land resources according to law, improve the system of paid use and pricing of natural resources and gradually establish systems for economic compensation for the renewal of natural resources. Management of land shall be strengthened. A program for defining farmland protection areas has been developed. 2100 counties and county-level units carried out the program and 70% of cultivated land was effectively under protection. Soil erosion was brought under control on 69.32 million hectares of land, which is 38% of the total area suffering from soil erosion area. 5.5 million hectares of salinized farmland was treated, accounting for 71.4% of total area suffering from salinization. And 3.76 million hectares of desertified land was treated.

The area under control of grassland rats and pests was 4.54 million hectares, with the area under rat control coming up to 3.336 million hectares and that under pest control to 1.206 million hectares, with the total area under control increased by 0.53 million hectares, 13.2% above that of the previous year. It was estimated that a loss of 1.07 billion kilograms of grass for grazing, which was worth 184 million yuan, was avoided through rat and pest control .In this case, the ratio of input to output was 1:5.5.
