On Feb. 23, Minister Li Ganjie presided over a ministerial executive meeting in Beijing, which considered and adopted in principle the “Programme of Action for the ‘Green Shield 2018’ Inspection on National Nature Reserves”, the “Programme of Action for the Environmental Protection of Nationwide Centralized Drinking Water Sources”, and the “2018 Programme of Action for the Treatment of Black and Odorous Waters and the Development of Municipal and Industrial Park Wastewater Treatment Facilities”.
The meeting held that to continue the inspection on national nature reserves based on the experience last year is part of our efforts to implement the circular of the general offices of the CPC Central Committee and the State Council on handling the ecological problems of Qilian Mountain National Nature Reserve, further strengthen the management over nature reserves, and work harder at ecological conservation. It is imperative for us to work with relevant State departments to continue this inspection, keep a close eye on the old problems and seek to address emerging ones, and strive to straighten out the long-lasting problems in the development and management of nature reserves. A deadline should be set for correcting each category of the problems on the list. We should review the correction effects and have admonitory talks with the local governments to urge them to assume the responsibility for overseeing the nature reserves. Also, we should stress information sharing and public communications.
Moreover, the meeting pointed it out that in spite of encouraging progress in the protection of source water, there are still some environmental hazards posing as a safety threat to the drinking water sources in certain areas. Therefore, we should be keenly aware of the significance to canvassing and rectifying the environmental problems in the drinking water sources, and urge local governments to protect the source water.
The meeting emphasized that this year’s actions targeting the black and odorous waters and developing the municipal and industrial park wastewater treatment facilities aim at enforcing the water pollution control law, water pollution action plan, solving the problems of the living environment, and increasing the people’s sense of fulfilment for a beautiful life. It is of great significance to improving the water environment quality and achieving the win-win results for the water environmental protection and urban development. We should be strict and honest in the inspection, classify and rectify the revealed problems, make clear the standards for evaluating the rectification effects, and urge the local governments to strengthen the weak points in the environmental infrastructure development in the urban areas and industrial parks, so as to solve the black and odorous waters once and for all.
