Latest Results of the Examination of Integrated Urban Environmental Control Issued by MEP

Relevant leader of MEP issued "2007 Annual Report on Urban Environmental Management and Integrated Control" today, which makes public the results of the quantitative examination of integrated urban environmental control (hereinafter referred to as "the quantitative examination") across China in 2007.

The leader said, a total of 617 cities took part in the quantitative examination in 2007, up by 22 compared with that of 2006 with wider coverage at over 90% of the total. Based on the development of the working mechanism of the quantitative examination based on "under the leadership of city government, each department having its responsibility, unified supervision & management by environmental protection department with active public participation", many cities take the quantitative examination of integrated urban environmental control as a key basis for the examination of environmental performance of local government and increased input in the prevention and control of pollution and development of environmental protection infrastructure. As a result, there has been a big improvement in overall environmental management and comprehensive control in cities and urban environment quality across China has enjoyed some improvement in environmental quality.

"2007 Annual Report on Urban Environmental Management and Integrated Control" shows higher investment in urban environmental protection infrastructure with evident achievements in 2007. There has increase of 9.40 percentage points in urban sewage treatment rate, 8.10 percentage points rise in environment-friendly disposal of garbage and 4.31 percentage points rise of collected treatment rate of medical waste in the cities that take part in the quantitative examination the compared with that of 2006.

The Annual Report shows that among the 617 cities, the examination scores of most key cities on environmental protection and national model cities on environmental protection top the rank in the province or autonomous region where they are located. In 2007, the collected treatment rate of urban sewage, environment-friendly treatment rate of domestic garbage and collected treatment rate of medical waste of key environmental protection cities was 64.44, 82.09% and 84.06% respectively, up by 3.75, 0.9 and 1.83 percentage points compared with that of 2006.

The leader said the integrated environmental control work of some cities needs further improvement. Among the cities at prefecture level or above across China, the air quality of such cities as Bayannur City and Ulanqab City in Inner Mongolia; Baiyin City in Gansu Province; Urumqi City in Xinjiang Autonomous Region and Huanggang City in Hubei Province was poor. The up-to-the-standard rate of water environment function areas (urban examination sections) of such cities as Hengshui City and Cangzhou City in Hebei Province; Linfen City in Shanxi Province, Fuyang City in Anhui Province, Tongchuan City in Shaanxi Province and Wuwei City of Gansu Province was low.

In 2007, the investigation results on public satisfaction rate about urban environmental protection were included for the first time in the Annual Report. The findings of investigation on "Public satisfaction rate on urban environmental protection" of cities across China by each investigation brigade of National Statistics Administration show close relations between public satisfaction rate and the improvement of urban environmental quality as well as the efforts of municipal governments in environmental management. Among the investigated cities at prefecture level or above, more than 90% urban population of 6 cities including Linyi City, Dongying City, Rizhao City and Yantai City of Shandong Province and Daqing City and Heihe City of Heilongjiang Province are satisfied. While public satisfaction rate on urban environment in Datong City of Shanxi Province and Hezhou City of Guangxi Zhuang Autonomous Region etc was quite low. In addition, 32 cities at prefecture level or above in China have not carried out this investigation according to the requirements (See the following annex).

This leader stressed that "the quantitative examination" is a quantitative indicator system that comprehensively assesses the development of integrated urban environmental control of municipal government in a certain period. Targeting the municipal government with the scope of urban area under examination, "the quantitative examination" involves the following four areas: urban environmental quality, urban pollution prevention & control, the development of urban infrastructure and urban environmental management. "The quantitative examination" work has been under steady improvement and promotion since 1990 and becomes an effective tool to facilitate the prevention and control of pollution and strong measure to achieve urban environmental protection objectives. In the future, each province, autonomous region and municipality directly under the central government should make more efforts in "The quantitative examination" work and take it as an effective approach for promoting municipal government putting more environmental investment, speeding up the development of urban environmental infrastructure and improving urban environment quality and important components in the implementation of energy reduction task, and facilitating the target accountability system for environmental performance. We will speed up the pace of constructing urban sewage treatment facilities, strengthen & improve the construction of supporting network for sewage treatment and raise urban sewage treatment rate and reuse rate. We should accelerate the construction of collected urban garbage and hazardous waste disposal facilities, strengthen the treatment of the sludge from urban sewage treatment plants and leachate from landfill facilities and raise comprehensive utilization rate and safe disposal rate of hazardous waste. At the same time, we should seriously address urban environmental problems closely related to everyday life of urban residents or collectively concerned by them such as air quality, water environment quality, noise, garbage collection & disposal in order to raise public satisfaction about urban environmental protection in an all round way.
