The 19th COP of the Montreal Protocol and the commemorating activities of the 20th anniversary of the Protocol were held in Montreal, Canada on September 17, 2007 Beijing Time. SEPA and General Administration of Customs won the Implementers Award and Beijing Organizing Committee for the Games of XXIX Olympiad won the Public Awareness Award. The Chinese delegation, headed by Vice Minister Zhang Lijun of SEPA with members from government departments like the Ministry of Foreign Affairs, Ministry of Agriculture and institutes including Inspection New Technology & Equipment Institute of Chinese Academy of Inspection and Quarantine, Chinese Academy of Agriculture Science and Peking University, attended the meeting and commemoration activities. Chinese representatives from industrial association, institutes and enterprises attended the meeting, too.
After taking the Award, Vice Minister Zhang said, the achievements of China in protecting ozone layer and implementing the Montreal Protocol depend upon the strong support of the Multi-Fund Executive Committee, all implementation institutions of the Protocol and international or bilateral institutions as well as the high attention of the Chinese Government, widespread participation and close cooperation of all relevant ministries, commissions, associations, institutes, enterprises and the public. The Implementers Award both affirms the achievements of the Chinese Government in the implementation of the Montreal Protocol and encourages the continuous activities of the Chinese Government in the protection of ozone layer. Although there are many difficulties and challenges ahead to meet all targets of the Montreal Protocol, the Chinese Government is willing to assume its responsibilities and obligations as it did before, cooperate with each party and continue the cause of protecting the ozone layer.
To protect the ozone layer, 24 countries signed the Montreal Protocol on the Substances That Deplete the Ozone Layer on September 16, 1987. At present, 191 countries in the world have signed the Protocol. 95% ODS has been successfully reduced due to the joint efforts of each party during the past 20 years, which greatly facilitated the protection and restoration of the ozone layer and is widely regarded as one of the most successful international conventions up to now. As the biggest consumer and producer of ODS in the world, China has established the National Leading Group on the Protection of Ozone Layer headed by SEPA with 18 ministries and commissions as group members since accession to the Protocol in 1991. With continuous enhancement of international cooperation, institutional development, inter-department coordination, project implementation, development of policies and regulations, publicity & training as well as supervision and law enforcement, China has phased out the production of more than 110,000t ODP and the consumption of over 100,000t ODP, accounting for about 50% of the total amount of all developing countries. On July 1, 2007, China finished the phasing out of the two most important ODS--CFC and halon 2.5 years ahead of the schedule required by the Protocol, marking substantial and important progress in implementing the Protocol.
Seven big awards including Visionaries Award, Outstanding Contributors Award and Implementers Award were set up by UNEP this year to commend the institutions and individuals who have made outstanding contributions to the implementation of the Protocol and protection of the ozone layer. The election results of each award were disclosed at the of the COP High Profile Meeting on September 17. SEPA and General Administration of Customs of China won the Implementers Award of the Montreal Protocol, which aims to commend those government departments who have made excellent performance and outstanding contributions to the implementation of the Protocol. At the same time, to commend the publicity of Beijing Organization Committee for the 29th Olympic Games about the conservation of ozone layers, UNEP granted Beijing Organization Committee for the Games of XXIX Olympiad with the Public Awareness Award.
