Minister of Ecology and Environment Li Ganjie met with Madame Kristalina Georgieva, Chief Executive Officer of the World Bank, in Beijing on Monday. The two sides exchanged views on the reforms on China’s ecological and environmental areas and the enhanced ecological and environmental cooperation between the two sides.
Li began the meeting by extending warm welcome to Madame Georgieva. The World Bank as an instrumental international financial institution has played an important role in supporting China’s ecological and environmental protection, he said. He hoped that the two sides would build on the previous cooperation, continue to deepen cooperation, and take the global environmental governance up to new levels.
The 19th National Congress of the CPC and the first session of the 13th NPC sketch a blueprint for the future ecological and environmental protection: by 2020, we will have put up a tough fight against pollution; by 2035, the ecological and environmental conditions will have been fundamentally improved, and the objective of building a beautiful China will have been met. For now and for a period of time to come, China will resolutely win the defense battle for blue skies, strenuously defend the clean waters, make solid progress in defending the clean soils, treating the rural ecology and environment in all respects, and work to develop green growth models and lifestyles.
This round of institutional reforms carried out by China is of great importance to the ecological and environmental protection, in that Ministry of Ecology and Environment has been established, by integrating the pollution control and ecological conservation functions scattered across the State departments, and integrating the functions of the former Ministry of Environmental Protection with certain functions of six other State departments. The functions of the new ministry are fourfold: a. formulate ecological and environmental policies, programs and plans, and standards; b. monitor and evaluate the changes in the ecological and environmental conditions; c. oversee and conduct compliance inspection over enterprises and other entities; d. inspect and pursue liabilities of local governments and relevant departments. The expansion of regulatory areas and strengthened regulatory functions mean greater responsibilities of the new ministry.
Madame Georgieva congratulated Li on his new capacity as Minister of Ecology and Environment, and said she is ready to continue to support China’s ecological and environmental protection endeavors based on previous cooperation.
The two sides signed the Memorandum of Understanding on Conducting Cooperation on Environmental Management after the meeting.
