The Measures was formulated based on the regulations of Decisions of the State Council on Establishing Administrative License for the Administrative Examination and Approval Projects that Need to be Retained in order to improve operation and management of environmental pollution control facilities and maintain the market order for the operation of pollution control facilities.
The Measures are applicable to activities involving operation of environmental pollution control facilities within the jurisdiction of People¡¯s Republic of China.
The state government grants operation licenses for environmental pollution control facilities.
The operation license of pollution control facilities shall be managed by categories and levels.
The competent national environmental protection administrative department exercise unified supervision and management of environmental pollution control facilities and is responsible for guiding and supervising operation of pollution control facilities managed by provincial environmental departments.
Local environmental departments at or above county level are responsible for supervision and management of organizations hold operation license for pollution control facilities and their operation activities.
Management staff and operators working on the site of pollution control facilities shall participate in special training and assessment in accordance with the rules of the competent environmental protection department under the State Council. |
