On the afternoon of December 23, 2007, the start-up ceremony of the second round of subsidize programme for the environmental public interests of university students, which was dubbed "On the Move-University Students Practicing Energy-saving and Emissions Reduction" and organized by China Environmental Protection Foundation, was unveiled in China Agricultural University. Vice Minister of SEPA Zhou Jian, Vice Chair of the Chinese Peasants' and Workers' Democratic Party and Vice President of the Foundation Wang Jirong, the member of the Party Committee with Ministry of Education and the Chief of the Discipline Inspection Group Tian Shulan, President of China Agricultural University Chen Zhangliang, and Vice Head of the School Department of the Central Committee of the Chinese Communist Youth League Liu Aiping were presented at the ceremony, and 400 or so representatives from environmental groups in the capital's higher education institutions, and student and media representatives also participated this ceremony.

The leaders at the ceremony highly commented in their remarks the subsidize programme organized by the Foundation. The activity, with the theme of "On the Move-University Students Practicing Energy-saving and Emissions Reduction", encourages and mobilizes the students to participate in the school's energy-saving and emissions reduction initiatives, reflecting that the students of the present era are closely concerned with the country's great cause, and revealing their sense of mission and sense of responsibly in assuming the cause under the sun as their own. This is of positive and great significance to building a resource-saving and environment-friendly society, and positive results will surely be achieved. The activity also calls for the environmental groups in universities and students to participate in the activity for public interests of energy saving and emissions reduction, try to become the most vigorous and animate preacher and actor of this initiative, and bring along people around them to concern energy saving and emissions reduction, integrating it into more people's way of life and making it the citizens' conscious behavior.

At the ceremony, Vice President Wang Jirong announced that the subsidize programme was officially initiated. Vice Minister Zhou Jian and President Chen Zhangliang awarded the banner of "College Vanguard of Energy Saving" to the Green Vein with China Agricultural University, one of the subsidized environmental groups, on behalf of which the Clean Development Mechanism Society of Peking University and Root and Sprout Association with China University of Mining and Technology introduced the progress made by the activity. A representative from the Green Youth Environmental Association of the China Youth University for Political Sciences read out the proposal on Action of University Students on Energy Saving and Emissions Reduction, calling for the students to take actions on energy saving, starting from the trivial things and from the school’s activity, mobilize their classmates, families, friends, and the society to take part in this initiative, try to form a sound atmosphere for energy saving and emissions reduction, and contribute to building resource-saving and environment-friendly schools, to the country's imitative to meet the emissions reduction targets specified in the 11th Five-Year Plan, as well as to the harmonious development of the society. At the ceremony, the videos showing the environmental groups vowing to commit to this imitative were also displayed.

Around the theme of "On the Move-University Students Practicing Energy-saving and Emissions Reduction", the environmental public interests activity for college students is one of the continued subsidize programmes that is organized by China Environmental Protection Foundation in a long term and targeted at the environmental groups in nationwide universities and colleges. It is also one of the actions to carry out the Notice of the State Council on Printing Out and Distributing the Integrated Working Scheme for Energy Saving and Emissions Reduction, and to actively support the National Action on Energy Saving and Emissions Reduction, which was organized by SEPA, NDRC, Ministry of Education, and the Central Committee of the China Communist Youth League. The aim of this activity is to promote the sound development of higher school environmental groups, encourage more students to participate in the school's public interest activities in this aspect, give play to their role in the environmental cause, and promote the efforts to build a resource-saving and environment-friendly society.
