MEP Minister Zhou Shengxian chaired a MEP executive meeting on February 1. The meeting reviewed and adopted in principle the "12th Five-Year National Plan for Prevention and Control of Pollution by POPs in Major Industries, comments and suggestions on development of national model city on environmental protection in Jurong City of Jiangsu Province as well as comments and suggestions on EIS of some construction projects and environmental review comments on some companies applying for going public or refinancing.
The meeting took the view that during the "11th Five-Year Plan" period, our country has made active progress in prevention and control of the pollution by POPs under high attention of CCCPC and the State Council as well as concerted efforts of all regions and relevant departments. National Coordination Group on the Implementation of Environmental Conventions has been established with MEP as the head organization with 14 relevant ministries and commissions as members. It organized the national investigations on POPs, started the implementation of relevant administrative policies on prevention and control of POP pollution in major industries, amended the emission standards and technical guidelines, issued several relevant environmental protection standards, conducted a group of demonstration projects, carried out wide publicity and training on technical skills. However, we must understand that our country has large amount of dioxin emission with many and wide sources, preeminent environment and health risks caused by POPs and onerous task in prevention and control of their pollution. To effectively carry out prevention and control of POP pollution and practically address preeminent environmental problems threatening public health, it is necessary to develop the "12th Five-Year National Plan for Prevention and Control of Pollution by POPs in Major Industries based on summarizing practical experience. According to national plan for economic and social development, environmental protection plan and the National Plan of the People's Republic of China on Implementation of the Stockholm Convention on Persistent Organic Pollutants and based on national investigations on pollution of POPs, study on the strategy for dioxin reduction in key industries, Priority Action Plan for Remedy of POPs Contaminated Sites and relevant information on national investigation on polychlorinated biphenyl (PCB), the Plan takes the outlook on scientific development as the guide, addressing preeminent environmental problems threatening public health as the focus, prioritizing the control of the pollution of key regions, industries and enterprises with high environment risks as the main line. It strives for controlling POPs emissions such as dioxin from key industries and regions and addressing the problems of POP wastes with high risks and contaminated sites, eliminating environmental risks by POPs and ensuring public health and environment safety. With six components, the Plan presents the basic principle, objectives and indicators for prevention and control of POPs pollution; identifies the focuses and priority areas, key projects, fund demands and sources and puts forward relevant guarantee measures for the "12th Five-Year Plan" period. The meeting decided that the Plan will be released for implementation after further amendment.
After serious discussions, the meeting adopted in principle the comments & suggestions on development of national model city on environmental protection in Jurong City of Jiangsu Province. The meeting adopted in principle the review comments on EISF of three construction projects including the Aba Hongyuan Airport in Sichuan Province. It adopted in principle the environmental protection review comments on 7 companies including Shandong Haili Chemicals Limited Company that apply for listed company or refinancing.
