Between Oct. 31 and Nov. 2, Minister Chen Jining accompanied Premier Li Keqiang in his official visit to the Republic of Korea and attended the sixth Trilateral Summit Meeting among China, Japan and the Republic of Korea.

On Oct. 31, Premier Li Keqiang and ROK President Park Geun-hye witnessed Chen Jining and ROK Environment Minister Yoon Seong-kyu signing the “Agreement between Ministry of Environmental Protection of the People’s Republic of China and Ministry of the Environment of the Republic of Korea on Sharing Ambient Air Quality and Sand & Dust Storm Monitoring Data”.

On Nov. 1, at the end of the summit meeting, the three countries announced the “Joint Statement on Environmental Cooperation among China, Japan and Republic of Korea” and other important documents.

Between Nov. 1 and 5, the 27th COP of the Montreal Protocol on Substances that Deplete the Ozone Layer was held in Dubai, the UAE. Vice Minister Zhai Qing headed a Chinese Government delegation to the conference and delivered remarks. On the sidelines of the event, Zhai met with U.S. EPA Administrator Ms. Gina McCarthy on invitation, and exchanged views on major topics. Zhai also paid a courtesy call to Ms. Tina Birmpili, Executive Secretary of Ozone Secretariat.

On Nov. 3, Secretary of the Leading Party Group and Minister Chen Jining chaired an enlarged meeting of the central team of the Leading Party Group, to learn and implement the Code of the Communist Party of China on Honesty and Self-discipline, Regulations of the Communist Party of China on Disciplinary Punishments, as well as the guidelines of the remarks of Comrade Wang Qishan. Vice Secretary of the Leading Party Group and Vice Minister Pan Yue, Leader of the Permanent Discipline Inspection Team Zhou Ying, Chief Engineer Wan Bentai, and Chief Engineer for Nuclear Safety Liu Hua attended the meeting. Leading officials of the Ministry’s internal departments, and Beijing-based regional offices and affiliated institutions also participated.

On Nov. 9, Minister Chen Jining met in Beijing with Mdm. Kristina Persson, Minister for Strategic Development and Nordic Cooperation of the Prime Minister’s Office of Sweden. The two sides exchanged views on cooperation in the environment field.

Between Nov. 9 and 11, the 2015 Annual General Meeting of China Council for International Cooperation on Environment and Development (CCICED) was held in Beijing. Zhang Gaoli, a standing member of the Politburo, Vice Premier of the State Council, and Chairperson of CCICED delivered opening remarks. MEP Minister and Chinese Executive Vice Chairperson of CCICED Chen Jining chaired the opening ceremony and delivered a special speech. MEP Vice Minister and Secretary General of CCICED Li Ganjie gave a work report of the Council in 2015 and shared the 2016 work plan. Achim Steiner, UN Deputy Secretary General, UNEP Executive Director, and Acting International Executive Vice Chairperson of CCICED; and Barbara Hendricks, German Federal Minister for the Environment, Nature Conservation and Nuclear Safety, and Vice Chairperson of CCICED, delivered remarks.

On Nov. 10, CCICED held a plenary session to discuss a series of policy study reports and policy recommendations. Achim Steiner, UN Deputy Secretary General, UNEP Executive Director, and Acting International Executive Vice Chairperson of CCICED, chaired the meeting. MEP Vice Minister and Secretary General of CCICED Li Ganjie attended the session. Chinese and international Council members, experts, and task force members also participated.

On the same day, Vice Minister Li Ganjie met with Stephen P. Groff, ADB Vice President, in Beijing. The two sides exchanged views on issues including cooperation between Asian Development Bank and China in the environment field.

On Nov. 11, the 2015 Annual General Meeting of CCICED concluded with a complete success in Beijing. Chen Jining, MEP Minister and Chinese Executive Vice Chairperson of CCICED, delivered a wrap-up speech at the closing ceremony, which was chaired by Li Ganjie, MEP Vice Minister and CCICED Secretary General. Achim Steiner, Un Deputy Secretary General, Acting International Executive Vice Chairperson of CCICED and UNEP Executive Director, spoke at the ceremony. UNIDO Director General Li Yong, Director General of Global Green Growth Institute Yvo de Boer, and President of World Resources Institute Andrew Steer made presentations. On the sidelines of the meeting, MEP Vice Minister and CCICED Secretary General Li Ganjie also met with Council members and delegates of partner organizations including international organizations and donor partners.

On the same day, Minister Chen Jining met with John J. DeGioia, President of U.S. Georgetown University, in Beijing. The two sides exchanged views on cooperation in the environment sector.

Between Nov. 12 and 13, a member with the Central Propaganda Group and MEP Minister Chen Jining went to Hubei Province to give a public lecture on the guidelines of the fifth plenary session of the 18th CPC Central Committee and make investigations. Li Hongzhong, Secretary of CPC Hubei provincial committee and Director of the Standing Committee of the provincial people’s congress, chaired the public lecture. Participants to the event included leading officials with the standing committee of the provincial people’s congress, provincial government, and provincial political committee; leading officials with the provincial higher court, provincial procuratorate, and Hubei corps of the Armed Police. After the lecture, Chen went on an inspection tour to Wuhan and Shiyan to investigate local efforts in promoting ecological civilization and environmental protection, and interpreted the guidelines of the said plenary session to community-level officials. In this stay in Hubei, Chen also met with Secretary of CPC Hubei provincial committee Li Hongzhong, and Deputy Secretary of CPC Hubei provincial committee and Governor Wang Guosheng.

On Nov. 12, Vice Minister Li Ganjie met with Bill Gates, President of Terra Power, in Beijing. The two sides exchanged views on nuclear safety, nuclear power development, and other issues of common concern.

On the same day, Vice Minister Li Ganjie met in Beijing with Bismark Tyobeka, Chief Executive Officer of the National Nuclear Regulator of South Africa. The two sides exchanged views on China-South Africa cooperation on nuclear safety and other issues of common concern, and signed a memorandum of understanding on nuclear safety cooperation.

Between Nov. 12 and 13, the symposium on disciplinary supervision and inspection on national environmental branches was held in Nanning Municipality, capital of Guangxi Autonomous Region in South China. A Leading Party member and Leader of the Permanent Discipline Inspection Team Zhou Ying delivered remarks at the symposium.

On Nov. 13, Vice Minister Li Ganjie met in Beijing with Ibrahim Thiaw, UN Assistant Secretary General and UNEP Deputy Executive Director. The two sides exchanged views on issues of common concern.

On Nov. 16, the fifth meeting of regional cooperative team on air pollution control in Beijing-Tianjin-Hebei region and surrounding area was held in Beijing. A member of the Politburo and Secretary of the CPC Beijing municipal committee Guo Jinlong, MEP Minister Chen Jining, Vice Secretary of the CPC Beijing municipal committee and Mayor Wang Anshun, and Vice Secretary of the CPC Hebei provincial committee and Governor Zhang Qingwei attended the meeting.

On Nov. 17, MEP organized an intensive training program. Yang Weimin, Deputy Director of the Office for the Central Leading Group on Financial and Economic Affairs, and a member and liaison of the Sub-team for Institutional Reform on Economy and Ecological Civilization under the Central Leading Group for Comprehensively Deepening Reforms, was invited to give a thematic report on learning the guidelines of the fifth plenary session of the 18th CPC Central Committee and the Master Plan for Institutional Reform on Ecological Civilization. Vice Minister Pan Yue chaired the report session, before which Minister Chen Jining met with the delegation headed by Yang Weimin. Leader of the Permanent Discipline Inspection Team Zhou Ying, Vice Ministers Li Ganjie and Zhai Qing, Chief Engineer Wan Bentai, and Chief Engineer for Nuclear Safety Liu Hua attended the session. Officials at or above the Deputy Director level in the Ministry’s internal departments, and the leadership members of Beijing-based regional offices and affiliated institutions also participated.

On Nov. 18, MEP printed and distributed the Guidelines for Canvassing the VOCs Pollution Sources in Petrochemical Industry and the Guidelines for Detecting and Repairing the Leakage in Petrochemical Enterprises.

On Nov. 19, Minister Chen Jining and U.S. EPA Administrator Gina McCarthy attended the fifth session of the China-U.S. Joint Committee on Environmental Cooperation in Washington, signed the Joint Statement of the Fifth Session of the China-U.S. Joint Committee on Environmental Cooperation, and renewed the Memorandum of Understanding between the Ministry of Environmental Protection of the People’s Republic of China and the Environmental Protection Agency of the United States of America on Environmental Cooperation.

On the same day, MEP printed and distributed the Regulations on Environmental Management of Solid Wastes Used as Raw Materials and Restricted in Import, which shall be effective as of the date of promulgation.

On Nov. 20, Minister Chen Jining presented in Washington at the Roundtable Meeting on China-U.S. Innovative Environmental Management Practices.

On the same day, Minister Chen Jining visited the World Bank and exchanged views with Vice President for East Asia and the Pacific Axel van Trotsenburg and Vice President for Sustainable Development Laura Tuck on environmental issues of common concern and future cooperation.

On the same day, MEP adopted the Technical Specifications for Waste Gas Control of Lead Smelting (HJ 2049-2015) as national environmental protection standard, which shall be effective as of January 1, 2016.

On Nov. 23, MEP adopted the Waste Solid-Distilling of Organic Compound- Microwave Extraction (HJ 765-2015) and six more standards as national environmental protection standards, which shall be effective as of Dec. 15, 2015.

On the same day, MEP adopted the Technical Guidelines for Environmental Statistics-Pollution Sources Statistics (HJ 772-2015), Technical Guideline for Construction and Maintenance of Government Website for Environmental Protection (HJ 771-2015), Technical Specifications for Hydrolysis and Acidification Reactor in Wastewater Treatment (HJ 2047-2015), and Technical Specifications for Soft Drink Production Wastewater Treatment (HJ 2048-2015) as national environmental protection standards, which shall take effect as of January 1, 2016.

On Nov. 24, MEP organized a thematic meeting to disseminate and implement the Code of the Communist Party of China on Honesty and Self-discipline and Regulations of the Communist Party of China on Disciplinary Punishments. Secretary of the Leading Party Group and Minister Chen Jining chaired the meeting, and Secretary General of the CPC Central Commission for Discipline Inspection Yang Xiaochao gave a thematic report. Vice Secretary of the Leading Party Group and Vice Minister Pan Yue, Leader of the Permanent Discipline Inspection Team Zhou Ying, Vice Minister Li Ganjie, Chief Engineer Wan Bentai, and Chief Engineer for Nuclear Safety Liu Hua attended the meeting. All Party members in the Ministry’s internal departments, and the leadership members, Party affairs cadres and discipline inspection cadres of Beijing-based regional offices and affiliated institutions also participated.

On the same day, Vice Minister Li Ganjie met in Beijing with William D. Magwood, Director-General of OECD Nuclear Energy Agency (NEA). The two sides exchanged views on nuclear power development, nuclear safety regulation, and the bilateral cooperation between China’s NNSA and NEA.

On the same day, MEP adopted The Guidelines of Documentation for Environmental Engineering Design (HJ 2050-2015) as a national environmental protection standard, which shall be effective as of March 1, 2016.

On Nov. 26, Vice Minister Li Ganjie met in Beijing with Lee Unchul, Chairman of ROK Nuclear Safety and Security Commission. The two sides exchanged views on enhanced cooperation on bilateral nuclear safety regulation and technologies, and signed Memorandum of Understanding between National Nuclear Safety Administration of the People’s Republic of China and Nuclear Safety and Security Commission of the Republic of Korea on Cooperation in the Nuclear Safety Field, and the Concrete Agreement between National Nuclear Safety Administration of the People’s Republic of China and Nuclear Safety and Security Commission of the Republic of Korea on Radiation Environment Monitoring.

On Nov. 27, in light of the recent haze smothering Beijing-Tianjin-Hebei region and surrounding area, MEP made immediate plans for response to heavy pollution weather and sent five inspection teams to the affected area to launch on-the-spot inspection. MEP sent another five teams to the site three days later.

On Nov. 30, Minister Chen Jining went to Hanzhong Municipality of Shaanxi Province in Northwest China to instruct local emergency response to the cross-province water pollution accident, convey the guidelines of the important instructions of the central leadership, analyze existing problems, and make plans for the next move. Vice Minister Zhai Qing, Deputy Governor of Shaanxi Province Zhang Daohong, Deputy Governor of Gansu Province Li Rongcan, and leading officials concerned with Ministry of Water Resources and Sichuan provincial government attended the meeting.
