From Oct. 6-17, the 12th COP of Convention on Biological Diversity was held in Pyeongchang, Korea. The delegation of Chinese government headed by MEP Vice Minister Wu Xiaoqing attended the meeting. Wu attended the high-level meeting and made remarks. During the meeting, Wu also met with Danish Minister for Environment, Vice Minister for Environment of Japan and official in charge of international projects of the Nature Conservancy. They exchanged views on topics of the negotiation and bilateral environmental cooperation.
On Oct. 8, MEP Vice Minister Zhai Qing met with Eric S. Musser, Global Executive Vice President of Corning Incorporated in Beijing and exchanged views with him on bilateral cooperation in the field of environmental protection.
On Oct. 9, MEP Minister Zhou Shengxian met with Barbara Hendricks, German Minister for the Environment, Nature Conservation, Building and Nuclear Safety. Both sides had in-depth discussion on bilateral environmental cooperation.
The national teleconference on upgrading and transforming the coal-fired power sector to save energy and reduce emission was held in Beijing today. Wu Xinxiong, Vice Chairman of NDRC and Administrator of National Energy Administration and MEP Vice Minister Zhai Qing spoke at the meeting.
On Oct. 10, Premier Li Keqiang and Angela Dorothea Merkel, Chancellor of Germany, co-chaired the 3rd China-Germany Intergovernmental Consultation in Berlin, Germany. MEP Minister Zhou Shengxian attended the meeting and made remarks.
On the same day, MEP Vice Minister Li Ganjie met with Francesco La Camera, Director General of Department for Sustainable Development, Climate Change and Energy, Italian Ministry for the Environment, Land and Sea and exchanged views with him on environmental issues of common concern.
MEP Secretary of the ministerial leading Party members' group, Minister Zhou Shengxian chaired a meeting for the leading Party members' group today, studying and conveying important instructions of central leaders and the essence of the speech by General Secretary Xi Jinping at the review meeting on the educational activity of the Party's mass line, discussing measures to further implement the leaders' important instructions and listening to Report on Revision of the Working Rules of MEP. MEP Vice Ministers Pan Yue, Li Ganjie and Zhai Qing, head of the Discipline Inspection Group in MEP Zhou Ying and Member of Leading Party Members' Group of MEP He Jie attended the meeting. On Oct. 16, the seventh meeting of Interministerial Joint Framework for Protection of Biological Resources & preparatory meeting of Chinese National Committee for Biodiversity Conservation were held in Beijing. The meeting convener, MEP Minister Zhou Shengxian chaired the meetings, and Deputy Secretary General of the State Council Ding Xiangyang spoke at the events. Delegates from 17 member organizations of the interministerial joint framework including NDRC, Ministry of Education, and Ministry of Science and Technology, and delegates from 12 special guest departments including State Council General Office, State Council Legislative Affairs Office, and Publicity Department of CCCPC attended the events.
On the same day, MEP Vice Minister Li Ganjie met with Singaporean ambassador to China Stanley Loh Ka Leung in Beijing and exchanged view with him on issues of common concern.
On Oct. 17, MEP held a meeting in Beijing on implementing the responsibility for building a clean government and exercising supervision power by MEP affiliates. Secretary of the party leading group, Minister Zhou Shengxian attended the meeting and made remarks. MEP Vice Minister Pan Yue and Chief Engineer on Nuclear Safety Liu Hua attended the meeting. Heads of other departments and secretary of party branches, secretaries and deputy secretaries of party groups of MEP branches and affiliates in Beijing and secretaries for discipline inspection attended the meeting.
On the same day, MEP issued 49 national environmental standard samples including standard samples of the mixture of 10 VOCs in methanol.
On Oct. 20, MEP Vice Minister Li Ganjie met with Mr. Alain Noudehou, UN Resident Coordinator & UNDP Resident Representative in China in Beijing. Both sides exchanged views on further strengthening and deepening cooperation between MEP, CCICED and UN organizations in China.

On the same day, MEP issued two national environmental standards including Technical guidelines for environmental impact assessment of electric power transmission and distribution project and Technical regulations for environmental protection in electric power transmission and distribution project for check and accept of completed project, which will take effect as of Jan. 1, 2015.
From Oct. 19 to Oct. 23, Zhou Ying, member of MEP party leading group and head of the Discipline Inspection Group in MEP went to Nuclear and Radiation Safety Supervision Station in Northwest China and Southwest China to make an investigation and guide the work on improving party conduct and building a clean government and implementing “two responsibilities” to implement the requirements of MEP's Meeting to Promote Two “Responsibilities” and Collective Interview Meeting on Improving Party Conduct and Building a Clean Government. She also visited the supervision site and the supervisors working at the forefront.
On Oct. 21, MEP Vice Minister Li Ganjie met with Ali Asghar Khaji, Iranian ambassador to China, in Beijing. They exchanged views on further strengthening and deepening bilateral cooperation in the field of environmental protection.
On Oct. 24, MEP issued two national environmental standards including Technical specifications for starch industry wastewater treatment and Technical specifications of wastewater treatment for fermentative pharmaceutical industry, which will take effect as of Jan. 1, 2015.
On Oct. 26, MEP Vice Minister Zhai Qing currently met with Ms. Grace Fu, Second Minister for the Environment and Water Resources of Singapore in Suzhou, Jiangsu Province and exchanged views with her on issues of common concern. They signed the MOU on Environmental Cooperation between Ministry of Environmental Protection of the People's Republic of China and Ministry of the Environment and Water Resources of the Republic of Singapore.
On Oct. 27, the Third Meeting on Technical and Scientific Support Organizations of IAEA was held in Beijing. MEP Vice Minister and Administrator of NNSA Li Ganjie and IAEA Deputy Director General Denis Flory attended the opening ceremony and made speeches.
On the same day, MEP Vice Minister and Administrator of NNSA Li Ganjie met with John Jenkins, CEO of Office for Nuclear Regulation, UK. They signed an Arrangement between National Nuclear Safety Administration of the People's Republic of China and the Office for Nuclear Regulation of the United Kingdom of Great Britain and Northern Ireland on Cooperation on Safety Supervision and Information Exchanges in the Field of Peaceful Use of Nuclear Energy.
On Oct. 28, Secretary of the Party Leading Group, Minister Zhou Shengxian chaired the expanded meeting and the study session of the central group of the ministry's party leading group, conveying the gist of the fourth plenum of the 18th CPC Central Committee and the important speeches of General Secretary Xi Jinping, the Decisions of the CPC Central Committee on Several Major Issues Concerning Pushing for the Rule of Law and the essence of the fourth plenary session of the 18th CPC Central Commission for Discipline Inspection. MEP Vice Ministers Wu Xiaoqing, Li Ganjie and Zhai Qing, head of the Discipline Inspection Group in MEP Zhou Ying, Member of Party Leading Group of MEP He Jie，MEP Chief Engineer Wan Bentai attended the meeting. On Oct. 29, the Symposium on 30th Anniversary of China's Nuclear and Radiation Safety Supervision opened in Beijing. MEP Minister Zhou Shengxian attended the meeting and made remarks. MEP Vice Minister and Administrator of NNSA Li Ganjie chaired the meeting and made summary remarks. MEP Chief Engineer on Nuclear Safety Liu Hua, IAEA Deputy Director General Denis Flory, Chairman of Pakistan Nuclear Regulatory Board Anwar Habib, Commissioner of French Nuclear Safety Authority Philippe Jamet and Deputy Chairman of Russian Federal Environmental, Industrial and Nuclear Supervision Service Alexey Ferapontov joined the symposium.
On the same day, MEP Vice Minister (Administrator of National Nuclear Safety Administration) Li Ganjie met with Commissioner of French Nuclear Safety Authority Philippe Jamet. Both sides had in-depth discussion on strengthening bilateral cooperation on nuclear safety and other issues and exchanged the renewed Agreement on Nuclear Safety and Radiation Protection between China and France and Cooperation Arrangement on EPR of Europe.
On Oct. 30, MEP Minister Zhou Shengxian met with Gian Luca Galletti, Italian Minister for the Environment, Land and Sea in Beijing. They signed a Joint Declaration on Environmental Partnership between Ministry of Environmental Protection of the People's Republic of China and the Ministry for the Environment, Land and Sea of Italy. Alberto Bradanini, Italian ambassador to China also attended the activity.
On the same day, MEP issued two national environmental standards including Technical Specifications for Environmental Noise Monitoring Correction for measured noise level and Technical Specifications for Environmental Noise Monitoring Structure-borne Indoor Noise From Associated Facilities, which will take effect as of Jan. 1, 2015.
On Oct. 31, the 13th ASEAN+3 Environment Ministers' Meeting and the fourth East Asia Summit Environment Ministers' Meeting were held in Vientiane, Laos. Zhai Qing, MEP Vice Minister and special representative of MEP Minister led a delegation to the two meetings and gave opening address.
