On Jan. 6, Legal Affairs Office of the State Council, MEP and Ministry of Agriculture jointly held a teleconference on studying and enforcing the Regulations on Prevention and Control of Pollution by Scaled Livestock and Poultry Breeding Industry. Deputy Director of Legal Affairs Office of the State Council Gan Zangchun, MEP Vice Minister Li Ganjie and Vice Minister for Agriculture Yu Kangzhen attended the meeting and made remarks.
On Jan. 7, the first meeting of air pollution prevention and control coordination mechanism in the Yangtze River Delta opened in Shanghai. Han Zheng, Member of the CPC Political Bureau and Party Secretary of Shanghai Municipality chaired the meeting. MEP Minister Zhou Shengxian, Mayor of Shanghai Yang Xiong, Provincial Governors of Jiangsu, Li Xueyong, Zhejiang Li Qiang, Anhui Wang Xuejun and Deputy Secretary General of the State Council Ding Xiangyang as well as officials from NDRC, Ministry of Industry and Information Technology, Ministry of Finance, Ministry of Housing and Urban-Rural Development, Ministry of Transport, China Meteorological Administration, National Energy Administration and officials from the three provinces and municipality of the region attended the meeting.
On the same day, MEP Minister Zhou Shengxian went to Shanghai to investigate the work on air pollution prevention and control. He visited Shanghai Environmental Monitoring Center and Shanghai Academy of Environmental Sciences and greeted grassroots staff, expressing New Year's wishes to all staff of the national environmental system through them. MEP Vice Minister Zhai Qing and Vice Mayor of Shanghai Jiang Zhuoqing also joined the investigation.
MEP held the 2013 annual wrap-up meeting on nuclear and radiation safety regulation in Beijing between January 7 and 8. MEP Vice Minister and NNSA Administrator Li Ganjie attended the meeting and made remarks. MEP Chief Engineer on Nuclear Safety Liu Hua attended the meeting.
On Jan. 8, MEP Minister Zhou Shengxian met with Takehiko Nakao, President of the Asian Development Bank (ADB) on Jan. 8 and signed a MOU between Ministry of Environmental Protection of the People's Republic of China and the Asian Development Bank.
On Jan. 9, the 2014 National Work Conference on Environmental Protection opened in Beijing. The main tasks of the conference included studying and implementing the gist of the 18th National Congress of the CPC, the third plenum of the 18th CPC and the Central Economic Work Conference and a series of important speeches made by General Secretary Xi Jinping and Premier Li Keqiang, reviewing the work of 2013 and making arrangements for 2014. MEP Minister Zhou Shengxian attended the meeting and made remarks. The meeting was chaired by MEP Vice Minister Pan Yue. Ministerial leaders attending the meeting included MEP Vice Ministers Wu Xiaoqing, Li Ganjie and Zhai Qing, Zhou Ying, head of Discipline Inspection Group, He Jie, member of the ministerial leading party members' group, Chief Engineer Wan Bentai and Chief Engineer on Nuclear Safety Liu Hua. Leaders recently retired also joined the meeting. Other officials at the meeting included heads of related departments from the Central Committee and State Council, colleagues form the 30th central supervision team, EPB leaders from all provinces, autonomous regions and municipalities, sub-provincial cities, the PLA and Xinjiang Production & Construction Corps., heads from MEP departments and affiliates.
On Jan. 10, the 2014 National Work Conference on Environmental Protection closed in Beijing. MEP Minister Zhou Shengxian stressed that we will deepening reform in the field of ecological protection, highlight priority areas and improve work style in a bid to complete all tasks set in the meeting. Officials from seven provincial (autonomous region and municipality) EPBs presented their experience including those from Beijing, Shanghai, Zhejiang, Hubei, Guangdong, Guangxi and Gansu. MEP Vice Ministers Pan Yue, Wu Xiaoqing and Zhai Qing, head of the Discipline Inspection Group in MEP Zhou Ying, Member of Leading Party Members' Group of MEP He Jie，MEP Chief Engineer Wan Bentai and Chief Engineer on Nuclear Safety Liu Hua attended the meeting.
On Jan. 13, MEP Minister Zhou Shengxian met with Hans G?ran Persson, former Prime Minister of Sweden in Beijing and they exchanged views on bilateral cooperation in the field of environmental protection.
On the same day, MEP approved four standards as national standards for environmental protection including Technical requirement for environmental labeling products Light-duty vehicles, which will be put into effect as of March 1, 2014. The ministry also approved five standards as national standards for environmental protection such as ambient air-Determination of aldehyde and ketone compounds-High performance liquid chromatography, which will be put into effect as April 1, 2014.
On Jan. 16, MEP approved Limits and measurement methods for exhaust pollutants from diesel engines of urban vehicles（WHTC）as national standards for environmental protection, which will take effect upon when it is promulgated.
On Jan. 17, MEP issued Indicators for National Demonstration Villages for Ecological Civilization Building (on trial) to promote the building of ecological civilization in rural areas and upgrade the campaign of building national eco villages.
On Jan. 21, MEP Minister Zhou Shengxian signed MEP Decree No. 26 on Measures for Management of Ozone-depleting Substances for Import and Export, which will be put into effect as of March 1, 2014.
On Jan. 22, MEP Vice Minister Wu Xiaoqing today visited Liu Hongliang, Wang Wenxing, Ren Zhenhai and Meng Wei, four representatives of environmental system in Beijing and went to China National Environmental Monitoring Center (CNEMC) to visit the staff there, expressing greetings and best wishes to them for a happy new year on behalf of Minister Zhou Shengxian. MEP Chief Engineer Wan Bentai accompanied the Vice Minister to CNEMC.
On the same day, MEP announced winners for 2013 Environmental Science and Technology Award.
On Jan. 23, MEP held Spring Festival Celebration 2014 for Beijing-resident retirees. Secretary of CPC MEP Committee and Minister Zhou Shengxian sent Spring Festival regards and blessings on behalf of CPC MEP Committee to the retirees of MEP internal departments and affiliates present at the event, as well as retires of the national environmental protection system. MEP Vice Minister Zhou Jian anchored the celebrations. He Jie, a member of the MEP CPC Committee, and leading officials from relevant MEP departments presented at the celebrations.
On the same day, MEP issued Circular on Strengthening Environmental Quality Monitoring and Early Warning during the Spring Festival.
On Jan. 26, MEP held 2014 Spring Festival Celebration and Recognition Ceremony. MEP Minister Zhou Shengxian attended the meeting and gave a New Year address. The meeting recognized advanced organizations and staff of MEP affiliates for 2013. MEP Vice Minister Pan Yue chaired the meeting. He Jie, Member of Leading Party Members' Group of MEP and Director General of Department of Human Resources Management and Institutional Arrangement, read out the recognition announcement. MEP Vice Ministers Wu Xiaoqing, Li Ganjie and Zhai Qing, head of the Discipline Inspection Group in MEP Zhou Ying, MEP Chief Engineer Wan Bentai and Chief Engineer on Nuclear Safety Liu Hua as well as retired officials attended the meeting.
