Calendar in October 2013
On Oct. 2, Premier Li Keqiang signed the Decree of the State Council and issues Regulation on Urban Drainage and Sewage Treatment, which will take effect as of Jan. 1, 2014

On Oct. 8, Premier Li Keqiang chaired the executive meeting of the State Council, which reviewed and adopted the Draft Regulations on Prevention and Control of Pollution from Large Scale Farm Raising. 

On Oct. 9, National Work Meeting on Improving Rural Conditions was held in Hangzhou, Zhejiang Province. Vice Premier Wang Yang attended the meeting and made remarks. MEP Vice Minister Li Ganjie was present and made remarks. 

From Oct. 9-12, the UNEP held the Conference of Plenipotentiaries on the Minamata Convention on Mercury in Kumamoto City, Japan. MEP Chief Engineer Wan Bentai headed the Chinese delegation attended the conference. The meeting adopted the text of Minamata Convention on Mercury and the finalized document of the meeting. 

On Oct. 12, MEP released inspection results of 2013 special campaign on rectifying illegal polluting companies and safeguarding public health and published a list of companies in violation of environmental laws and regulations. 

On Oct. 15, MEP held a report meeting on 2013 law enforcement inspection of environmental supervision. Zhou Ying, head of discipline inspection group of Ministry of Supervision in MEP chaired the meeting. MEP Vice Minister Zhai Qing attended the meeting and made remarks.

On Oct. 21, the Ninth Environment and Development Summit and China International Ecological Environment Technology & Equipment Expo 2013 kicked off in Beijing. Zhang Rongming and Gu Xiulian, Honorary Chairpersons of the All-China Environment Federation (ACEF), and Song Jian, Chairman of the ACEF attended the opening ceremony. The ceremony was chaired by MEP Vice Minister Zhou Jian. MEP Chief Engineer Wan Bentai gave a keynote speech. 

From Oct. 21 to 25, the 25th Meeting of the Parties to the Montreal Protocol on Substances that Deplete the Ozone Layer was held in Bangkok, Thailand. MEP Vice Minster Zhai Qing led the delegation of the government of China attended the meeting. During the meeting, Zhai held a talk with Mr. Marco Gonzalez, executive director of the Ozone Secretariat and had a courtesy meeting with Mr. Pongsvas Svasti, Minister of Industry who was also present at the meeting.

On the same day, the Fifth Meeting of the 12th Standing Committee of the National People’s Congress was held. The meeting had the third review of the amendment to the Environmental Protection Law (draft). 

On Oct. 23, MEP Vice Minister Zhai Qing met with Mr. Choi Shing Kwok, Permanent Secretary of Ministry of the Environment and Water Resources in Singapore. They exchanged views on environmental topics of common concern. 
On Oct. 25, MEP Vice Minister Li Ganjie met with a delegation led by Robert Dixon Pickersgill, Minister for Water, Land, Environment and Climate Change of Jamaicain in Beijing. Both sides exchanged views on environmental issues of common concern.
   
On the same day, MEP approved seven environmental standards as national standards on environmental protection including Water quality-Determination of ammonium nitrogen by continuous flow analysis (CFA) and Salicylic acid spectrophotometry, which will be put into effect as of Jan. 1, 2014. 
On October 27, the 2013 Work Meeting on National Environmental Emergency Management and Environmental Emergency Drill Demonstration were held in Kunming, Yunnan Province. Zhai Qing, Vice Minister of MEP, attended the meeting and delivered an important speech. Liu Huiyan, Vice-Governor of Yunnan Province, attended and addressed the meeting.

On Oct. 28, MEP Minister Zhou Shengxian met with Lisa Jackson, former Administrator of US EPA and now Apple’s Environmental Chief in Beijing. They exchanged views on environmental issues of common concern. 

On the same day, the 6th Global South-South Development Expo hosted by the UNEP was held in Nairobi, Kenya. MEP Vice Minister Wu Xiaoqing led the Chinese government delegation to the Expo by invitation and gave an address at the opening ceremony.

On the same day, China Council for International Cooperation on Environment and Development (CCICED) thematic forum was held in Nairobi, Kenya. MEP Vice Minister Wu Xiaoqing and UNEP Executive Director, also Vice Chairperson of CCICED, Achim Steiner attended the meeting and made remarks

On the same day, the meeting of the national environmental protection system on providing pairing assistance to Xinjiang and Tibet was held in Beijing. MEP Vice Minister Zhou Jian attended the meeting and delivered a speech. 

On Oct. 29, the 2013 National Workshop on Environmental Publicity and Education was held in Chengdu, Sichuan Province. MEP Vice Minister Pan Yue attended the meeting and made remarks. Vice Governor of Sichuan Province Chen Wenhua also attended the meeting. 

On the same day, MEP Vice Minister Wu Xiaoqing met with Dr. Terezya Pius Luoga Huvisa, Minister of State in the Vice President's office Environment, Tanzania. They exchanged views on environmental issues of common concern. 

On the same day, MEP held a meeting to arrange inspection of government institutional reform and function transformation and supervise establishment of monitoring mechanism of power operation. Member of MEP leading party members’ group, head of discipline inspection group Zhou Ying chaired the meeting and made remarks.  
   
On Oct. 30, the 18th Work Meeting for Local Editors and Contributing Editors of China Environment Yearbook was held in Tengchong, Yunnan Province. MEP Vice Minister, Deputy Director of the editorial board Zhou Jian attended the meeting and made remarks.
