On Jan. 7, MEP Minister Zhou Shengxian chaired the ministerial meeting, which deliberated and adopted Measures on Management of Fixed Assets of MEP, Tentative Regulation on Managing the Outcomes of MEP Budgetary Projects, Discharge standard of water pollutants for ammonia industry, The discharge standard of pollutants for citric acid industry and Emission standard of air pollutants for CRT glass industry. Officials attending the meeting included MEP Vice Ministers Wu Xiaoqing, Zhou Jian, Li Ganjie, head of discipline inspection group of Central Commission for Discipline Inspection in MEP Zhou Ying, Chief Engineer Wan Bentai and Chief Engineer on Nuclear Safety Xu Qinghua. Heads from related departments were also present at the meeting.

On Jan. 8, MEP Minister Zhou Shengxian chaired the ministerial executive meeting, which deliberated and adopted the 12th Five-year Plan on Controlling Environmental Risks of Chemicals, list of designated companies for processing and using imported waste hardware, electric appliances, waste cables and wires and used electric engines. The meeting also gave nod to applications for exporting hazardous waste. Officials attending the meeting included MEP Vice Ministers Wu Xiaoqing, Zhou Jian, Li Ganjie, head of discipline inspection group of Central Commission for Discipline Inspection in MEP Zhou Ying, Chief Engineer Wan Bentai and Chief Engineer on Nuclear Safety Xu Qinghua. Heads from related departments were also present at the meeting.

On Jan. 11, MEP issued Circular on Project Application for 2013 Environmental Science and Technology Award.

On Jan. 14, MEP issued Circular on Strengthening Air Quality Monitoring and Early Warning under Heavy Pollution Meteorological Conditions and Circular on Calculation of Pollution Reduction and Monitoring Methods for the 12th Five-Year Plan Period.

On Jan. 15, MEP granted the title of National Eco City (County and District) to 17 cities (counties and districts) including Sujiatun Dist. of Shenyang City.

On Jan. 18, MEP issued Regulation on Environmental Management of Imported Waste Plastics.

On Jan. 21, National Expert Committee on Environmental Information Technology was founded in Beijing. MEP Vice Minister Zhou Jian attended the meeting and presented appointment certificates to about 20 experts including Academician Sun Jiulin, Chairman of the expert committee.

On the same day, MEP issued Gist of Environmental Work for Protecting Ecosystem and Rural Environment in 2013.

On the same day, MEP approved two standards as national standard on environmental protection including Soil and sediment-Determination of volatile organic compounds-Headspace-gas chromatography/mass method. The standards will be put into effect as of July 1, 2013.

On Jan. 24, the 2013 National Conference on Environmental Protection was held in Beijing. MEP Minister Zhou Shengxian attended the meeting and made remarks. Major tasks for the year were identified as follows: the environmental protection system will seriously implement the essence of the 18th National Congress of the CPC and the Central Economic Work Meeting. Led by the thought of building ecological civilization and oriented toward building a beautiful country, we will focus on prominent environmental problems harming scientific development and people’s health, review our performance in 2012 and make arrangement for 2013. Advanced organizations and individuals on pollution reduction for the 11th Five-Year Plan period were commended at the meeting. The meeting was chaired by MEP Vice Minister Pan Yue. Ministerial officials attending the meeting included Vice Ministers Zhang Lijun, Wu Xiaoqing, Zhou Jian, Li Ganjie, head of discipline inspection group Zhou Ying, Member of the leading Party members’ group He Jie, Chief Engineer Wan Bentai, Chief Engineer on Nuclear Safety Xu Qinghua and some retired leaders. Other officials at the meeting included heads of related departments from the Central Committee and State Council, EPB leaders from all provinces, autonomous regions and municipalities, sub-provincial cities, the PLA and Xinjiang Production & Construction Corps., heads from MEP departments and affiliates.

On Jan. 25, the 2013 National Conference on Environmental Protection closed in Beijing on Jan. 25. MEP Minister Zhou Shengxian addressed the meeting. Head of discipline inspection group Zhou Ying conveyed the essence of the 2nd plenary meeting of the 18th Central Commission for Discipline Inspection, studied the important speech made by General Secretary Xi Jinping and explained the implementing rules of MEP on the Eight Requirements on Improving Work Style and Keeping Close Ties with the Masses. Officials of local EPBs from Beijing, Zhejiang, Ningxia, Jiangsu, Liaoning and Hunan shared their experience at the meeting. Ministerial leaders attending the meeting included Vice Ministers Pan Yue, Zhang Lijun and Wu Xiaoqing, Member of the leading Party members’ group He Jie, Chief Engineer Wan Bentai and Chief Engineer on Nuclear Safety Xu Qinghua.

On the same day, the 4th China-Germany Environmental Forum was held in Berlin, Germany. MEP Vice Minister Zhou Jian attended the forum and gave a speech titled Strengthening China-Germany Environmental Industry Cooperation and Promoting Growth of Green Economy. Before the opening ceremony, Zhou met with Parliamentary State Secretary Katherina Reiche and exchanged views with her on bilateral environmental cooperation.

On the same day, MEP issued the 12th Five-Year Plan on Ecological Protection.

On Jan. 28, MEP issued Gist of Environmental Communications and Education in 2013.
