Calendar in July 2012

On July 2, MEP announced the changes to the certificates of holders certified for environmental impact assessment of construction projects (4th batch in 2012).

On July 3, the premiere of the documentary Liang Congjie was held in Tsinghua University. MEP Vice Minister Pan Yue attended the premiere.

On the same day, MEP organized a teleconference on verification and accounting of the total load of major pollutants reduced in the first six months of the year. MEP Vice Minister Zhang Lijun spoke at the conference.

On the same day, MEP adopted six national environmental standards including the Technical requirement for environmental labeling products-Ship anti-fouling paints, which shall take effect as of October 1, 2012.

On the same day, MEP printed and distributed the Circular on Further Strengthening the Environmental Impact Assessment Management and Guarding against Environmental Risks.

On July 4, MEP Minister Zhou Shengxian chaired the ministerial executive meeting, which adopted in principle the review results of the environmental impact statements of some construction projects. Vice Ministers Pan Yue, Zhang Lijun, Wu Xiaoqing, and Li Ganjie, Chief of the Permanent Discipline Inspection Group sent by Central CPC Central Discipline Inspection Commission to MEP Fu Wenjuan, a member of the leading group of CPC MEP Committee and Director General of the General Office Hu Baolin, a member of the leading group of CPC MEP Committee and Director General of Department of Human Resources Management and Institutional Affairs He Jie, Chief Engineer Wan Bentai, and Chief Engineer for Nuclear Safety Xu Qinghua attended the meeting. Leading officials from MEP departments observed the meeting.

On the same day, Minister Zhou Shengxian chaired the ministerial internal meeting, which circulated the guidelines of the United Nations Conference on Sustainable Development, assigned major tasks in the near term, and considered and adopted in principle Measures on Environmental Supervision and Inspection (draft) and Registration Measures for the Environmental Management of Hazardous Chemicals (on trial) (draft). Vice Minister Li Ganjie briefed the meeting on the United Nations Conference on Sustainable Development. Vice Ministers Pan Yue, Zhang Lijun, and Wu Xiaoqing, Chief of the Permanent Discipline Inspection Group sent by CPC Central Discipline Inspection Commission to MEP Fu Wenjuan, a member of the leading group of CPC MEP Committee and Director General of the General Office Hu Baolin, a member of the leading group of CPC MEP Committee and Director General of Department of Human Resources Management and Institutional Affairs He Jie, Chief Engineer Wan Bentai, and Chief Engineer for Nuclear Safety Xu Qinghua attended the meeting. On July 5, MEP announced the 2012 List of National Advanced Model Technologies for Pollution Prevention and Control and 2012 List of Environmental Technologies Encouraged by the State.

On July 10, Minister Zhou Shengxian met in Beijing with a delegation led by Johann N. Schneider-Ammann, Swiss Federal Councilor and Minister of Federal Department of Economic Affairs (FDEA). The two sides exchanged views on environmental issues of common concern.

On July 11, Premier Wen Jiabao chaired the State Council Executive Meeting, which discussed and adopted the Twelfth Five-Year Plan for Energy Conservation and Emissions Reduction.

Between July 11 and 13, Vice Minister Zhang Lijun went to Chongqing Municipality for investigations on its environmental protection effort.

On July 12, the summer symposium of National Environment Advisory Committee & MEP Science and Technology Committee was held in Beijing. MEP Vice Minister and Chairperson of Science and Technology Committee Wu Xiaoqing spoke at the symposium. Vice Minister Li Ganjie briefed the committee members on the United Nations Conference on Sustainable Development.

On July 13, Vice Minister Wu Xiaoqing met in Beijing with Kecha Saksomboon, Chairperson of the Senate Standing Committee on Transportation of Thailand. The two sides exchanged views on environmental issues of common concern.

On the same day, MEP organized a briefing on the guidelines of the 2012 United Nations Conference on Sustainable Development-Rio+20 Summit. Vice Minister Li Ganjie delivered a theme report. Officials from MEP departments, Beijing-based regional offices, and affiliated institutions attended the briefing.

On July 16, MEP and the People's Government of Shanxi Province signed the Agreement of Cooperation on the Development of the National Pilot Area on the Matching Reforms for the Transition of Resource-based Economy in Shanxi Province. Minister Zhou Shengxian and Governor of Shanxi Province Wang Jun signed the agreement. Secretary of CPC Shanxi provincial committee Yuan Chunqing attended the signing ceremony, which was anchored by Deputy Governor Niu Renliang. Secretary General of the provincial government Chen Yongqi was also present.

On the same day, the workshop on future economy guided by China-Africa green cooperation was held in Beijing. MEP Vice Minister and Secretary General of China Council for International Cooperation on Environment and Development Li Ganjie attended the workshop and delivered a speech.

On the same day, MEP printed and distributed the Guidelines on Evaluation of Files on Environmental Administrative Penalties.

Between July 16 and 18, the 2012 APEC Meeting of Ministers Responsible for Environment was held in Khabarovsk, Russia. MEP Chief Engineer Wan Bentai led a delegation to attend the meeting. On the sidelines of the meeting, Wan met with Sergei Donskoi, Minister of Natural Resources and Environment of the Russian Federation. The two sides exchanged views on environmental issues of common concern.

On July 17, CPC Shanxi provincial committee organized a thematic report meeting and Secretary of CPC MEP Committee and MEP Minister Zhou Shengxian delivered a report on environmental situations on invitation. Yuan Chunqing, Secretary of CPC Shanxi provincial committee and Chairperson of the standing committee of the provincial people's congress, presided over the meeting.

On July 19, Vice Minister Li Ganjie met with a delegation led by UNEP Deputy Executive Director Amina Mohamed in Beijing. The two sides exchanged views on environmental issues of common concern.

On the same day, the 2012 symposium among the chief discipline inspectors in the nationwide environmental protection departments was held in Lanzhou Municipality, Gansu Province in Northwest China. Fu Wenjuan, Chief of the Permanent Discipline Inspection Group sent by Central CPC Central Discipline Inspection Commission to MEP, spoke at the symposium.

On July 20, MEP shared the information on valid local environmental quality standards and emission standards compliant with the file-recording requirements.

On July 24, Vice Minister Zhou Jian led a team to supervise and inspect the performances in implementation of the guidelines of national teleconference on maintaining social stability and the seventh national conference on public complaints. He also chaired MEP symposium on social stability, public security, and public complaints.

On July 25, Minister Zhou Shengxian endorsed No.21 Order of MEP, announced Measures on Environmental Supervision and Inspection, which shall take effect as of September 1, 2012.

On the same day, MEP printed and distributed the Circular on Verification of the Designated Processors of Imported Waste Hardware, Scrap Electric Wires and Cables and Waste Electric Motors.

On the same day, MEP made an announcement on relevant matters about the implementation of the Phase IV vehicle emission limit in accordance with the Emission Limit and Measurement Method for Heavy-duty Gasoline-powered Engines and Vehicles (national III, IV stages) (GB14762-2008).

On July 26, Ministry of Environmental Protection and the People's Government of Guizhou Province signed the Agreement of Cooperation on Further Facilitating Environmental Protection Effort in Guizhou Province in Guiyang Municipality, Guizhou Province in Southwest China. MEP Minister Zhou Shengxian and Zhao Kezhi, Secretary of the CPC Guizhou provincial committee and the Governor of Guizhou Province, inked the agreement. A member of the Standing Committee of the CPC Guizhou Provincial committee and Secretary of CPC Guiyang municipal committee Li Jun, a member of the Standing Committee of the CPC Guizhou Provincial committee and Secretary General of the Provincial Committee Liao Guoxun, Deputy Governor of the provincial government Mu Degui, and Secretary General of the provincial government Tang Dezhi attended the signing ceremony.

On the same day, MEP Vice Minister and NNSA Administrator Li Ganjie met in Beijing with a delegation led by Daniel B. Poneman, Deputy Secretary of US Department of Energy. The two sides exchanged views on issues of common concern.

On July 27, the 2012 Eco-Forum Global, Guiyang opened in Guiyang Municipality, Guizhou Province in Southwest China. A member of the Standing Committee of the Political Bureau of the CPC Central Committee, Chairman of CPPCC Jia Qinglin made important instructions. Vice Chairman of CPPCC Li Jinhua addressed the opening ceremony, which was anchored by Zhang Weiqing, a member of the Standing Committee of CPPCC and Chairman of the Committee of Population, Resources and Environment. MEP Minister Zhou Shengxian delivered a keynote speech entitled Development of Ecological Civilization and Sustainable Development. Former Chancellor of Germany Gerhard Schroeder, Minister of Health Chen Zhu, Secretary of Guizhou Provincial Party Committee and Provincial Governor Zhao Kezhi also addressed the opening ceremony.

On the same day, Minister Zhou Shengxian inspected the environmental S&T park accompanied by Mu Degui, Deputy Governor of Guizhou Province.

On the same day, MEP printed and distributed eight standards including Standards for the Classification and Rating of Entities Certified for Operation of Environmental Pollution Treatment Facilities, which shall take effect as of November 1, 2012.

On July 31, MEP adopted nine national environmental standards including the Guideline of specifications for environmental protection product, which shall take effect as of November 1, 2012.
