On October 8, MEP printed and distributed the Guidelines for the On-the-spot Environmental Supervision on Lead-acid battery Industries (on trial), for the purpose of setting standards for the on-the-spot environmental supervision on the lead-acid battery producers and installers.
On the same day, MEP distributed and printed the Circular on Strengthening the Application of Supervision-oriented Pollution Source Monitoring Data to Environmental Enforcement.
On the same day, MEP announced the matters concerning the qualification certification of the 6th batch of organizations applying for environmental impact assessment for construction projects.
On October 11, MEP notified the media on the results of verifying and accounting the total amount of major pollutants reduced by the provinces, autonomous regions, and municipalities directly under the Central Government in the first six months of the year.
On October 13, the 2011 Shijiazhuang Forum for EPDs Chiefs & the Publicity Working Meeting of China Environment News was held in Shijiazhuang Municipality, Hebei Province in North China. MEP Vice Minister Pan Yue spoke at the meeting.
On the same day, MEP and Ministry of Public Security co-organized in Shuozhou City, Shanxi Province in North China an exchange meeting for developing the joint emergency response mechanism between environmental protection and fire control department. Vice Minister Zhang Lijun spoke at the meeting, Deputy Mayor of Shanxi Province Zhang Jianxin and leading officials from the fire control bureau of the Ministry of Public Security attended the meeting.
On the same day, Vice Minister Li Ganjie met in Beijing with a delegation led by GEF CEO and President Monique Barbut. The two sides exchanged views on environmental issues of common concern.
On the same day, MEP dubbed 532 townships and towns including Haidian Township in Haidian District, Beijing as the national environment-beautiful township and 131 villages including Bajiayu Village, Tangshan City, Hebei Province as the national eco-village.
On October 17, the State Council printed and distributed Opinions of the State Council on Strengthening Major Tasks for Environmental Protection (SC 35).
From October 17 to 21, the COP 10 of Basel Convention on the Control of Transboundary Movement of Hazardous Wastes was held in Cartagena, Columbia. Zhang Lijun, head of the Chinese delegation and Vice Minister of MEP, gave a keynote speech on invitation at the opening ceremony on China’s solid waste management and waste-to-resource work. Zhang also exchanged views on issues of common concern with the Executive Secretary of the Basel Convention, the Environment Minister of Columbia, and head of the EU delegation.
On October 18, MEP printed and distributed the Circular on the Intensive Inspection on Offshore Oil Spill Risks in Coastal Regions.
On October 19, the tenth Environment Ministers Meeting among ASEAN, China, Japan and South Korea was held in Phnom Penh, Cambodia. The Special Representative of Minister Zhou Shengxian and Chief of the Permanent Discipline Inspection Group from CPC Central Commission for Discipline Inspection Fu Wenjuan led a Chinese delegation to the meeting. At invitation, Fu also attended the ministerial roundtable meeting among ASEAN countries under the UN Conference on Sustainable Development, co-organized by UNEP and the Cambodian Ministry of Environment.
On the same day, Vice Minister Li Ganjie met in Beijing with a delegation led by Michel Herbillon, head of the Sino-French Friendship Group of the French National Assembly and the French Co-chairperson of Sino-French Parliamentary Cooperation Committee. The two sides exchanged views on environmental issues of common concern.
On October 20, MEP printed and distributed the Circular on the Thematic Campaign on Inspection of X-ray Devices for Security Purposes.
On October 21, the second training seminar for corporate responsibility, which was organized by MEP, was held in Shenyang Municipality, Liaoning Province in northeast China. Yang Chaofei, MEP Chief Engineer for Nuclear Safety, spoke at the forum.
On the same day, MEP Vice Minister Zhang Lijun paid a visit to the Ministry of Environment and Ministry of Foreign Affairs of Brazil and met with Executive Vice Minister of Brazilian Ministry of Environment. The two sides exchanged views on environmental issues of common concern.
On October 22, the eighth ASEAN-China Environmental Cooperation Forum 2011"Innovation for Green Development" was held in Nanning Municipality, Guangxi Autonomous Region in South China. On behalf of MEP Minister Zhou Shengxian, Vice Minister Li Ganjie delivered a keynote speech. On the sidelines of the forum, Li and representatives from ASEAN countries and relevant institutions inaugurated the China-ASEAN Green Envoy Program.
On the same day, MEP Vice Minister Li Ganjie met in Nanning Municipality, Guangxi with H.E. Dato’ Misran Karmain, Deputy Secretary General of the ASEAN Secretariat. The two sides exchanged views on environmental issues of common concern.
On the same day, the 2011 national symposium among DG-and DDG-level officials in charge of environmental monitoring in local EPDs and the inauguration meeting of the National Technical Committee for Environmental Monitoring (NTCEM) were held in Chongqing Municipality in Southwest China. MEP Vice Minister Wu Xiaoqing spoke at the event.
On October 24, MEP Vice Minister Wu Xiaoqing met in Beijing with a delegation led by Malcolm D. Jackson, U.S. EPA Assistant Administrator. Both sides exchanged views on environmental issues of common concern.
On the same day, MEP Vice Minister and NNSA Administrator Li Ganjie met in Shenzhen Municipality with a delegation led by Director General of the International Atomic Energy Agency (IAEA) Yukiya Amano. The two sides exchanged views on issues of common concern such as the Fukushima nuclear incident and bilateral nuclear cooperation.
On the same day, MEP adopted two national environmental protection standards, Technical specifications for wastewater treatment by biological contact oxidation process and Technical specification for wastewater treatment by membrane biological process, which would take effect as of January 1, 2012.
On October 25, as entrusted by the State Council, MEP Minister Zhou Shengxian delivered a work report on environmental protection at the 23rd session of the Standing Committee of the 11th National People’s Congress.
On October 26, MEP Vice Minister Li Ganjie met in Beijing with a delegation led by Hannele Pokka, Permanent Secretary of Ministry of the Environment, Finland. The two sides exchanged views on issues of common concern in the environment field.
On the same day, the campaign to select the 2010-2011 Green China Person of the Year was officially inaugurated in Beijing. It was co-organized by the Publicity Department of the CPC Central Committee, NPC Environment Protection and Resources Conservation Committee, CPPCC Committee of Population, Resources, and Environment, MEP, Ministry of Culture, State Administration of Radio, Film and Television, the Central Committee of the Communist Youth League, and the PLA Afforestation Committee.
On October 27, MEP held a symposium on implementation of the Opinions of the State Council on Strengthening Major Tasks for Environmental Protection. MEP Minister Zhou Shengxian chaired the symposium and made a speech. A member of the CPC MEP Committee and Director General of the General Office Hu Baolin attended the symposium. Leading officials from MEP departments and Beijing-based regional offices and affiliated institutions observed the symposium.
On the same day, MEP adopted a national environmental protection standard, Guideline for air quality assessment of passenger car, which would take effect as of March 1, 2012.
On the same day, MEP dubbed 138 regions including Shunyi District in Beijing and Xinwen Mining Area in Shandong Province in East China as the national eco-model zone.
On October 28, a meeting was held in Beijing among the newly appointed DG-and DDG-level officials for clean government. Fu Wenjuan, Chief of the Permanent Discipline Inspection Group from CPC Central Commission for Discipline Inspection, had group talks with 12 new DG-and DDG-level officials.
