On August 1, MEP Vice Minister and NNSA Administrator Li Ganjie went to China Institute of Atomic Energy (CIAE) to inspect the nuclear safety work there, for the purpose of implementing the decisions of the executive meeting of the State Council on taking firm measures on stepping up the work safety and further strengthening nuclear safety.
On August 2, Vice Minister Li Ganjie met in Beijing with a delegation led by Kenji Kitahashi, mayor of Kitakyushu, Japan. The two sides exchanged views on cooperation matters in a wider scope.
On the same day, Vice Minister Li Ganjie met in Beijing with a delegation led by Paul Anastas, Assistant Administrator of U.S. EPA. The two sides exchanged views on issues of common concern, including the China-U.S. environmental cooperation.
On the same day, the national working meeting of the editors and contributing editors of 2011 China Environment Yearbook was held in Hulun Buir, Inner Mongolia. MEP Vice Minister and Deputy Director of the Editorial Board of the yearbook Zhou Jian wrote a letter to the meeting, requesting a good job in compilation of the 2011 yearbook.
On August 3, the 2011 summer symposium of State Environment Advisory Committee and MEP Science and Technology Committee was held in Chengjiang County, Yuxi City, Yunnan Province in Southwest China. MEP Vice Minister and Chairman of the Science and Technology Committee Wu Xiaoqing spoke at the symposium. Luo Zhengfu, a member of the standing committee of CPC Yunnan provincial committee and First Deputy Governor of the provincial government, also spoke at the symposium. Members of the State Environment Advisory Committee including eight members with the Chinese Academy of Sciences and Chinese Academy of Engineering, 11 members with the Science and Technology Committee, MEP Chief Engineer Wan Bentai, Chief Engineer for Nuclear Safety Yang Chaofei, and leading officials from MEP departments and relevant affiliated institutions attended the symposium.
On the same day, MEP printed and distributed the Sixth Five-Year Plan of Ministry of Environmental Protection on the Publicity and Education of Environmental Legislations.
On August 5, the CPC Hunan provincial committee and provincial government organized an inauguration ceremony in Qingshuitang, Zhuzhou City, Hunan Province in Central China on the integrated treatment of heavy metal pollution in Xiangjiang River Basins.
On August 15, MEP printed and distributed the Guidelines on the Environmental Check on Rare Earths Companies.
On August 16, MEP organized the 2011 nationwide environmental emergency monitoring drills, which were conducted by the environmental protection departments of provinces (autonomous regions and municipalities directly under the Central Government). MEP Vice Minister Wu Xiaoqing and Zhou Jian, Chief of the Permanent Discipline Inspection Group Fu Wenjuan, a member of CPC MEP committee and Director General of the General Office Hu Baolin, and Chief Engineer Wan Bentai led a team to go separately to Sichuan, Heilongjiang, Henan, Xinjiang, and Qinghai to observe the drills on the scene.
From August 18 to 19, the 2011 academic annual meeting of Chinese Society for Environmental Sciences, with the theme of “accelerating the change of economic development mode-environmental challenges and opportunities”, was held in Urumqi, Xinjiang. Abdul'ahat Abdulrixit, Vice Chairman of the National Committee of CPPCC and Honorary President of the Society, sent a congratulation letter to the meeting. Deputy Director of CPPCC Committee of Population, Resources and Environment and President of the Society Wang Yuqing, and a member of CPC MEP Committee and Director General of the General Office Hu Baolin spoke at the opening ceremony.
On August 23, Minister Zhou Shengxian chaired MEP executive meeting, which debriefed on the amendments to the Ambient Air Quality Standards, considered and adopted in principle National Standards for Standardization of Environmental Supervision (amendments) and Measures on the Administration of the Acceptance Check on the Standardization Efforts of Environmental Supervision (amendments), and the environmental check suggestions of some companies going for public or refinancing. Vice Ministers Zhang Lijun, Wu Xiaoqing, Zhou Jian, and Li Ganjie, Chief of the Permanent Discipline Inspection Group Fu Wenjuan, a member of the CPC MEP committee and Director General Hu Baolin, a member of the CPC MEP Committee and Director General of the Department of Human Resources Management and Institutional Affairs He Jie, and Chief Engineer Wan Bentai attended the meeting. Leading officials from relevant MEP departments observed the meeting.
On the same day, MEP announced the 68th batch of vehicle and engine producers, products, and pollution control devices in compliance with Light-type Vehicle Emission Limit and Measurement Method (national III, IV stages) (GB18352.3-2005), Compression-ignition Engine, Sparkle-ignition Engine and Vehicle Emission Limit and Measurement Method (national III, IV, and V phases) (GB17691-2005) and Motor Vehicle Emission Limit and Measurement Method (mode test cycle, national phase III) (GB14622-2007), the 44th batch of vehicle and engine producers, products, and pollution control devices in compliance with the national IV phase emission limit, and the third batch of those in compliance with the national V phase emission limit.
On the same day, MEP rechecked and approved the fourth list in 2011 of organizations qualified for the environmental impact assessment of construction projects and approved the fifth list of such organizations.
On August 24, Premier Wen Jiabao chaired the executive meeting of the State Council, discussed and adopted the National Plan for Prevention and Control of Pollution to Underground Waters (2011-2020).
On August 26, the symposium of the appraisal committee of national nature reserves was held in Beijing. MEP Vice Minister and Director of the appraisal committee Li Ganjian spoke at the symposium.
On August 29, MEP informed the media that MEP, together with NDRC, National Bureau of Statistics, and Ministry of Supervision, completed the assessment of the performances of provinces, autonomous regions, municipalities directly under the Central Government, and the five major power groups in reduction of total amount of major pollutants during the 11th Five-Year Plan period (2006-2010).
On the same day, MEP Vice Minister Li Ganjie met in Dalian Municipality, Liaoning Province in Northeast China with a delegation led by Yoshihiro Nakagome, Acting President of Japan Nuclear Energy Safety Organization. The two sides exchanged views on matters such as strengthening the bilateral cooperation on nuclear safety.
On the same day, MEP printed and distributed Measures on the Administration of the Monitored Positions and Sites for Environmental Quality, for the purpose of stepping up the environmental monitoring efforts and set standards for environmental monitoring acts.
On August 30, MEP held in Beijing the inauguration meeting for the pilot projects on the identification and evaluation of damages caused by environmental pollution. MEP Vice Minister Pan Yue presented a speech in writing.
On the same day, MEP printed and distributed the Plan of Implementation for the Pilot Projects on the Performance Evaluation of the Implementation of Pollution Reduction Policies.
On August 31, MEP printed and distributed the Circular on Halting the Review of Environmental Impact Assessment Statements of Industrial Construction Projects in Qujing City of Yunnan Province.
