Calendar in July 2011

On July 1, the national videoconference on the verification and accounting of the reduced total amount of pollutants in the first six months of the year was held in Beijing. MEP Vice Minister Zhang Lijun spoke at the meeting, encouraging and making arrangements for the verification and accounting work. Leading officials from relevant MEP departments, regional offices, and affiliated institutions, as well as persons in charge from State Grid and the five major power suppliers attended the meeting. Leading officials and persons in charge from regional environmental supervision centers, and EPBs of provinces, autonomous regions, municipalities directly under the Central Government, and Xinjiang Production and Construction Corps watched the live broadcast of the meeting.

On the same day, MEP announced the list of the third batch of the key companies that have conducted the cleaner production audit and passed the evaluation.

On the same day, MEP announced the list of second batch of entities in 2011 qualified for operation of environmental pollution treatment facilities.

On the same day, MEP designated 27 county-level cities (districts, counties) including Yixing City of Jiangsu Province as National Eco-cities (eco-districts, eco-counties).

On July 4, the first session of the leading group for drafting the national plan for soil environmental protection was held in Beijing. Vice Minister Li Ganjie hosted the meeting and delivered a speech. The National Plan for Soil Environmental Protection (2011-2015) was jointly drafted by MEP, NDRC, and Ministry of Land Resources.

On July 6, Vice Minister Li Ganjie met in Beijing with Japanese Vice Minister for the Environment Shoichi Kondo. Both sides exchanged views on environmental issues of common concern.

On July 7, Minister Zhou Shengxian met in Pretoria with Ms. Edna Molewa, Minister of Water and Environmental Affairs of South Africa. Both sides exchanged views on the environmental protection situations of both countries and the in-depth bilateral cooperation on the environment.

On the same day, the 2011 symposium of the discipline inspection chiefs in the national environmental protection system was held in Changchun City, Jilin Province in northeast China. Fu Wenjuan, head of the MEP-based Discipline Inspection Group from CPC Central Commission for Discipline Inspection, addressed the symposium. Member of the Standing Committee of CPC Jilin provincial Committee and Deputy Governor Ma Junqing also spoke at the symposium.

From July 7 to 8, Vice Minister Zhang Lijun headed a team to inspect on the environmental quality assurance work of the Shenzhen Municipality for the World University Games, and conducted investigations on the review of Shenzhen as a national environmental protection model city.

On July 8, MEP printed and distributed the Measures for Evaluation of the Environmental Quality Statements (on trial).

On July 11, as invited by UNEP Executive Director Achim Steiner, Minister Zhou Shengxian led a delegation to visit the UNEP headquarters in Kenya. He had talks with Mr. Steiner and signed on the minutes. Zhou also attended the thematic report meeting organized by UNEP for this visit, made a presentation around the theme of "strengthening international environmental cooperation and advancing the development of green economy" to over 100 senior officials and ambassadors of UN organizations in Kenya as well as permanent representatives, experts and scholars of UNEP, and had interactive communications with them after the presentation.

On the same day, MEP printed and distributed the Guidelines for Supervision on the Ecological Environment of Nature Reserves.

From July 11 to 13, MEP Vice Minister and NNSA Administrator Li Ganjie led a team for comprehensive inspection on the safety of civil nuclear facilities to Yangjiang Nuclear Power Plant and Taishan Nuclear Power Plant for inspection.

From July 11 to 15, Vice Minister Wu Xiaoqing went to Gansu Province for investigations on the environmental monitoring capacity building and the environmental impact assessment at the community level.

On July 12, MEP printed and distributed the Guidelines for the Environmental Compliance by Livestock and Poultry Breeding Farms (Plots).

On July 15, MEP organized in Guiyang City, Guizhou Province in Southwest China the first national meeting for exchange of the experience in the pilot efforts in developing conservation culture. Vice Minister Li Ganjie addressed the meeting. Deputy Governor of Guizhou Province Xin Weiguang and Deputy Governor of Jiangsu Province Xu Ming briefed the meeting on the experience in developing conservation culture.

From July 16 to 17, the 2011 Guiyang Meeting on Conservation Culture, which was co-organized by CPPCC Committee of Population, Resources and Environment, Ministry of Science and Technology, MEP, Ministry of Housing and Urban-Rural Development, Peking University, and the People's Government of Guizhou, was held in Guiyang, Guizhou Province. Jia Qinglin, member of the Standing Committee of the Political Bureau of the CPC Central Committee and Chairman of the National Committee of CPPCC Jia Qinglin made important written instructions on it. UN Secretary General Ban Ki-moon sent a letter of congratulation. On behalf of the National Committee of the CPPCC, Vice Chairman Zheng Wantong sent warm congratulations on its opening. Deputy Chairmen of the National Committee of CPPCC Dong Jianhua and Xu Kuangdi, and former Irish Premier Bertie Ahern addressed the meeting. Former British Prime Minister Tony Blair sent a video speech to the meeting. Zhang Weiqing, Director of the CPPCC Committee of Population, Resources and Environment, presided over the opening ceremony. Deputy Secretary of CPPCC Guizhou provincial Committee and Governor Zhao Kezhi, Deputy Chairman of NDRC Xie Zhenhua, and MEP Vice Minister Li Ganjie spoke at the meeting, the theme of which was "Green Reform towards the Conservation Culture-Opportunities and Challenges". The meeting announced the 2011 Guiyang Consensus. The exhibition on the achievements in developing conservation culture nationwide and China Guiyang Exhibition for Energy-efficient and Environment-friendly Products and Technologies were held on the sidelines of the meeting.

On July 18, the model production line of air conditioners with hydrocarbon refrigerants under the China-German cooperation program passed the environmental check successfully in Zhuhai City, Guangdong Province. Vice Minister Li Ganjie attended the environmental check.

On July 19, Wen Jiabao, Premier of the State Council and head of the leading group of the national action on addressing climate change, saving energy and reducing emissions, chaired the meeting of the leading group. The meeting considered and adopted in principle the 12th Five-Year comprehensive working program for energy conservation and emissions reduction, as well as the plan for rationing the goals for energy conservation and emissions reduction, and the plan for control of the total amount of major pollutants.

On July 21, MEP printed and distributed the Circular on the Control and Supervision of the Emission of Pollutants not Regulated by the Emission Standard.

On July 22, Minister Zhou Shengxian chaired the executive meeting of MEP, which forwarded and studied the guidelines of the executive meeting of the State Council and the national leading group for addressing climate change, saving energy and reducing emissions, debriefed on Environmental Protection Law (proposed amendment draft), summarized the work in the first six months of 2011, made arrangements for key tasks for the last six months of year, and considered and adopted in principle the Implementation Plan for the Pilot Projects on Performance Management for Implementation of the Pollution Reduction Policies. MEP Vice Ministers Pan Yue, Zhang Lijun, Wu Xiaoqing and Zhou Jian, member of the CPC MEP Committee and Director General of the General Office Hu Baolin, and member of the CPC MEP Committee and Director General of Human Resources Management and Institutional Affairs attended the meeting. Leading officials of MEP departments, Beijing-based regional offices and affiliated institutions observed the meeting.

On the same day, MEP announced the Report on the State of Water Environment Quality of Key River Basins in the First Six Months of 2011, and the Report on the State of the Ambient Air Environment Quality in Environmental Protection Major Cities in the First Six Months of 2011.

On the same day, MEP announced the 67th batch of vehicle and engine producers, products, and pollution control devices in compliance with Light-type Vehicle Emission Limit and Measurement Method (national III, IV stages) (GB18352.3-2005), Compression-ignition Engine, Sparkle-ignition Engine and Vehicle Emission Limit and Measurement Method (national III, IV, and V phases) (GB17691-2005) and Motor Vehicle Emission Limit and Measurement Method (mode test cycle, national phase III) (GB14622-2007), the 43rd batch of vehicle and engine producers, products, and pollution control devices in compliance with the national IV phase emission limit, and the second batch of those in compliance with the national V phase emission limit.

On July 25, MEP organized in Yantai City, Shandong Province the on-the-spot meeting on development of the national environmental monitoring network. Chief Engineer Wan Bentai chaired the meeting.

On July 26, MEP Vice Minister Zhang Lijun went to Shanghai for investigations on the total amount of reduced major pollutants and the bid of local districts including Pudong New Area to develop into national environmental protection model districts.

On July 27, Minister Zhou Shengxian chaired the executive meeting of MEP, forwarded the guidelines of the executive meeting of the State Council, and made arrangements for strengthening environmental safety. MEP Vice Ministers Zhang Lijun and Zhou Jian, member of the MEP CPC Committee and Director General of the General Office Hu Baolin, and member of MEP CPC Committee and Director General of Human Resources Management and Institutional Affairs He Jie attended the meeting. Leading officials of relevant MEP departments observed the meeting.

On the same day, Vice Minister Li Ganjie went to Ningxia Hui Autonomous Region to supervise the progress in treating rural environmental across villages.

On July 28, the third Greater Mekong Sub-region Environment Ministers' Meeting was held in Phnom Penh, Cambodia. Xu Qinghua, the Special Representative of MEP Minister Zhou Shengxian and Director General of Department of International Cooperation, led a Chinese delegation to the meeting. The participating countries reached consensus in principle on the Second Phase Program Framework Document of the GMS Core Environment Program and Biodiversity Conservation Corridor Initiative (2012-2016), and adopted the Joint Declaration of the Third GMS Environment Ministers' Meeting.

On the same day, MEP printed and distributed the Circular on Strengthening the Environmental Supervision on Drinking Water Sources in Flood Season.

On July 29, MEP Vice Minister Zhang Lijun met in Beijing with a delegation headed by President of Shimadzu Corp. Akira Nakamoto. Both sides exchanged views on environmental issues of common concern.

On the same day, MEP printed and distributed the Circular on Launching the Thematic Inspection on Enforcement of Environmental Impact Assessment Institutions.
