Calendar in June 2011
From June 1 to 2, the sixth session of the Environmental Protection Sub-committee under the Regular Prime Ministers' Meeting between China and Russia was held in Harbin, Heilongjiang Province in northeast China. Chinese Co-chair and MEP Minister Zhou Shengxian addressed the session, and Trutnev, the Russian Co-chair and Federal Minister of the Natural Resources and Ecology, headed a delegation to it. Zhou and Trutnev signed the minutes of the meeting after it was over.
On June 2, MEP Minister Zhou Shengxian met with Trutnev, his Russian counterpart who came to attend the sixth session of the Environmental Protection Sub-committee under the Regular Prime Ministers' Meeting between China and Russia. Both sides had talks on further strengthening environmental cooperation.
On the same day, Vice Minister Zhou Jian headed a team to Jiangsu Province and Zhejiang Province to inspect on their progresses in treating rural environment across villages.
On June 3, MEP announced the 2010 Assessment Results of the Thematic Plans for Prevention and Control of Water Pollution in Key River Basins.
On June 7, Vice Premier of the State Council Li Keqiang went to China International Exhibition Center to visit the Exhibition of the Environmental Achievements of China in the 11th Five-Year Plan Period and the 12th China International Environmental Protection Exhibition and Conference (CIEPEC), which were jointly organized by MEP, NDRC, Ministry of Science and Technology, Ministry of Industry and Information Technology, Ministry of Housing and Urban-Rural Development, and Beijing municipal government.
On June 9, He Yong, member of the Secretariat of CPC Central Committee, Deputy Secretary of the Central Commission for Discipline Inspection of the CPC, and head of the leading group of the CPC Central Committee for supervision and inspection on accelerating the shift of economic development mode, went to MEP for investigation on the progress made in accelerating the shift of the development mode. MEP Minister Zhou Shengxian gave a briefing on the work. Deputy Secretary of the Central Commission for Discipline Inspection of the CPC and Minister of the Supervision Ma Wen, member of the Standing Committee of the Central Commission for Discipline Inspection of the CPC and Vice Minister of Supervision Wang Wei, and Vice Minister of Supervision Hao Mingjin accompanied He Yong in the investigation. MEP Vice Ministers Pan Yue, Zhang Lijun, Wu Xiaoqing, Zhou Jian, and Li Ganjie, head of the MEP-based Discipline Inspection Group from CPC Central Commission for Discipline Inspection Fu Wenjuan, member of CPC MEP Committee and Director General of the General Office Hu Baolin, member of the CPC MEP Committee and Director General of the Department of Human Resources Management and Institutional Affairs He Jie, Chief Engineer Wan Bentai, and Chief Engineer for Nuclear Safety Yang Chaofei attended the briefing.
On the same day, Vice Minister Li Ganjie met in Beijing with a delegation headed by Edward Yau, Secretary for the Environment of the Hong Kong Government. Both sides had thorough discussions on issues including the cooperation and development of the mainland and Hong Kong environmental industries.
On the same day, MEP printed and distributed the 12th Five-Year Plan for Environmental Science and Technology Development.
On June 10, MEP Vice Minister Li Ganjie met in Beijing with a delegation headed by Peter Lyons, Assistant Secretary for Nuclear Energy, U.S. Department of Energy. Both sides exchanged views on issues like the impact of the Fukushima nuclear incident in Japan and the enhancement of bilateral cooperation on nuclear safety.
On June 13, Vice Minister Li Ganjie met in Beijing with a delegation headed by Clarence L. Ray Jr., CEO of the U.S. Shaw Power Group. Both sides exchanged views on issues such as the current nuclear power development trends and the progress made in the China-U.S. AP 1000 nuclear power project.
On June 14, Vice Minister Li Ganjie met in Beijing with a delegation headed by Jack Allen, President of the Westinghouse Asia. Both sides exchanged views on issues such as the construction of the China-U.S. AP 1000 nuclear power project and the intensive inspection on nuclear power safety in China.
On the same day, MEP renewed the title of national environmental protection model city for Wujiang City, Jiangsu Province in East China. And Wujiang City became the first city in the country to ever have been re-designated as a national environmental protection model city.
On the same day, MEP made an announcement that as of July 1, 2011, the light-type gasoline-fueled automobiles, dual-fuel automobiles, and single gas fuel powered vehicles being manufactured, imported and sold have to conform with the Phase IV emission limits set by Light-type Vehicle Emission Limit and Measurement Method (national III, IV stages) (GB18352.3-2005).
On June 16, MEP and the People's Government of Shandong Province signed in Jinan, Shandong Province the Framework Agreement on the Strategic Cooperation on Environmental Protection. Minister Zhou Shengxian and Governor of Shandong Province Jiang Daming signed on the agreement. Jiang Yikang, Secretary of CPC Shandong provincial Committee, addressed the signing ceremony, which was presided over by Sun Wei, member of the Standing Committee of the CPC Shandong provincial Committee and Deputy Governor. Member of the Standing Committee of the CPC Shandong provincial Committee and Secretary General Wang Min attended the ceremony, after which Zhou gave a thematic report on the environmental protection situations at the briefing on the theoretical studies organized by the CPC Shandong provincial Committee.
On June 20, Vice Minister Li Ganjie met in Beijing with a delegation led by H.E. Mr. Markus Ederer, head of the Delegation of the European Union to China. Both sides exchanged views on issues of common concern including deepening bilateral cooperation on environmental protection.
On the same day, the seventh session of the leading group of the National Water Pollution Control S&T Major Project was held in Beijing. As entrusted by Zhou Shengxian, head of the leading group and MEP Minster, Vice Minister Wu Xiaoqing chaired the meeting and delivered a speech. The meeting considered and adopted in principle the 2012 implementation plan for the Major Project and made arrangements for the near-term work.
On the same day, MEP printed and distributed the Guidelines for On-the-Spot Environmental Supervision on Coking Industry.
On the same day, MEP printed and distributed the Circular on the Application of the Statistics Statements for the Persistent Organic Pollutants.
On June 21, the inauguration ceremony for the State Key Laboratory for Environmental Criteria and Risk Assessment was held in Chinese Academy of Environmental Sciences. MEP Minister Zhou Shengxian and Vice Minister of Science and Technology Chen Xiaoya attended the ceremony and inaugurated the laboratory. The ceremony was hosted by MEP Vice Minister Wu Xiaoqing, and member of the CPC MEP Committee and Director General of the Department of Human Resources Management and Institutional Affairs He Jie was present.
On June 23, for the purpose of advancing the development of the environmental monitoring undertaking, giving full play to the expert consideration and consultation, and substantially improving the scientific decision-making level for environmental monitoring management, MEP decided to set up the National Committee for Environmental Monitoring Technologies, to provide scientific basis for making important decisions regarding the environmental monitoring cause.
On June 24, MEP approved one of the national environmental standards the Guidelines for Drafting on Corporate Environmental Report, which would go into effect as of October 1, 2011.
On June 27, the working meeting for offering partner assistance by the national environmental protection system to Xinjiang was held in Urumqi, Xinjiang. MEP Minister Zhou Shengxian addressed the meeting, so did Nur Bekri, Deputy Secretary of CPC Xinjiang regional Committee and Chairman of the region. MEP Vice Minister Zhou Jian chaired the meeting and forwarded the guidelines of the second working meeting for offering partner assistance by the national environmental protection system to Xinjiang. Nurlan Abdumankin, member of the Standing Committee of the CPC Xinjiang regional Committee, and Liu Xinqi, Deputy Commander of Xinjiang Production and Construction Corps, briefed on the economic, social and environmental situations in the region and the corps. MEP Vice Minister Wu Xiaoqing, Deputy Chairman of the region Arkin Tuniyazi, and member of the CPC MEP Committee and Director General of Department of Human Resources Management and Institutional Affairs He Jie attended the meeting.
On the same day, Minister Zhou Shengxian hosted a thematic meeting among MEP Minister and Vice-ministers in Urumqi, Xinjiang, which made arrangements on the partner assistance to Xinjiang, considered and adopted in principle the 12th Five-Year Plan on Partner Assistance by National Environmental Protection System to Xinjiang Autonomous Region as well as EIA statements of relevant construction projects in the region. Deputy Chairman of the region Arkin Tuniyazi and Deputy Commander of Xinjiang Production and Construction Corps Liu Xinqi observed the meeting. MEP Vice Ministers Wu Xiaoqing and Zhou Jian, member of the CPC MEP Committee and Director General of Department of Human Resources Management and Institutional Affairs He Jie, as well as leading officials of relevant MEP departments and affiliated institutions attended the meeting.
On the same day, MEP Vice Minister Li Ganjie met in Berlin, Germany Jochen Flasbarth, President of the German Federal Environment Agency (UBA). Both sides exchanged views on issues such as energy technology and biodiversity conservation.
On the same day, MEP Vice Minister Li Ganjie met in Berlin, Germany Norbert Röttgen, German Federal Minister for the Environment, Nature Conservation and Nuclear Safety. Both sides exchanged views on issues concerning rural ecological conservation, development and use of new energy, and nuclear safety.
On June 28, MEP and the People's Government of Xinjiang Uygur Autonomous Region signed in Urumqi the Agreement on Further Advancing the Environmental Protection in Xinjiang Autonomous Region. MEP Minister Zhou Shengxian and Secretary of CPC Xinjiang regional Committee Zhang Chunxian attended the signing ceremony. MEP Vice Minister Zhou Jian and Deputy Chairman of the regional government Arkin Tuniyazi signed on the agreement. The ceremony was hosted by MEP Vice Minister Wu Xiaoqing. Member of the Standing Committee of the CPC Xinjiang regional Committee Nurlan Abdumankin, member of the Standing Committee of the CPC Xinjiang regional Committee and Secretary General Bai Zhijie, Deputy Commander of Xinjiang Production and Construction Corps Liu Xinqi, and member of the CPC MEP Committee and Director General of Department of Human Resources Management and Institutional Affairs He Jie attended the ceremony.
On the same day, the first round of negotiations between Chinese and German Governments was held in Berlin, Germany. MEP Vice Minister Li Ganjie participated in the negotiations and delivered speeches on behalf of MEP.
On June 29, Vice Minister Zhang Lijun met in Beijing with a delegation headed by Matthew Sutton, AECOM Chief Executive of Environment. Both sides exchanged views on issues of common concern.
On June 30, the national videoconference on the verification and accounting of the total amount of reduced pollutants in the first six months of the year was held in Beijing. MEP Vice Minister Zhang Lijun spoke at the meeting. Leading officials from relevant MEP departments, regional offices, and affiliated institutions, as well as persons in charge from State Grid and the five major power suppliers attended the meeting. Leading officials and persons in charge from regional environmental supervision centers, and EPBs of provinces, autonomous regions, municipalities directly under the Central Government, and Xinjiang Production and Construction Corps watched the live broadcast of the meeting.
