Calendar in April 2011

On March 31, MEP Minister Zhou Shengxian met in Beijing with a delegation headed by Nigel Thrift, President of The University of Warwick, UK. Both sides exchanged views on environmental issues of common concern and further cooperation.
On the same day, the inauguration ceremony of 2011 China Trans-century Environmental Protection Inspection Campaign was held in Beijing. Chen Zhili, Vice Chairman of the Standing Committee of NPC, sent a congratulation letter. MEP Chief Engineer on Nuclear Safety Yang Chaofei spoke on behalf of MEP.
From March 30 to April 1, MEP Vice Minister Zhou Jian headed a team for evaluation of the performance in implementation of the thematic plans for prevention and control of water pollution in key river basins, evaluating the performance of Anhui Province in implementing the Plan for Prevention and Control of Water Pollution in the Chaohu Lake Basins and the Plan for Prevention and Control of Water Pollution in the Huaihe River Basins in 2010.
On April 1, Head of the leading group of the Key S&T Project on Control and Treatment of Pollution to Waters and MEP Minister Zhou Shengxian presided a thematic meeting of the leading group to implement the guidelines of the 2011 NPC and CPPCC sessions and relevant meetings of the State Council, debrief the office in charge of the implementation of the Key S&T Project, and consider the working thoughts of the project during the 12th Five-Year Plan period. Deputy Head of the leading group, the first responsible person of the project, Director of the office in charge of the project implementation, and Vice Minister of Housing and Urban-Rural Development Qiu Baoxing, member of the leading group, the first responsible person of the project, Director of the office in charge of the project implementation, and MEP Vice Minister Wu Xiaoqing, the technical chief and chief engineer of the project, and member with Chinese Academy of Engineering Meng Wei, Deputy Chief Engineer Prof. Chen Jining and leading officials from the office in charge of project implementation attended the meeting.
On April 6, MEP printed and distributed the Circular on Conducting Environmental Check on Rare Earths Industry, for the purpose of implementing the scientific outlook on development, maintaining eco-environmental safety, safeguarding the public health, and facilitating the shift of the development mode in key industries.
On April 7, the 2011 national working meeting on environmental publicity and education was held in Beijing. MEP Vice Minister Pan Yue spoke at the meeting.
On the same day, MEP made public the list of entities certified with qualifications for operation of environmental pollution treatment facilities and entities with alternations to such certificates.
On April 8, MEP Vice Minister Zhang Lijun met in Beijing with a delegation headed by Feike Sijbesma, CEO of Royal DSM N.V.. Both sides exchanged views on enhanced cooperation in the environment field and issues of common concern.
On the same day, MEP adopted two new national environmental standards including Technical Guideline for Environmental Impact Assessment-Ecological Impact, which would be enforced as of September 1, 2011, for the purpose of implementing Environmental Protection Law of the People’s Republic of China and Environmental Impact Assessment Law of the People’s Republic of China, protecting the environment, preventing and controlling pollution and ecological damages, and setting standards for the environmental management of construction projects.
On April 11, MEP announced the list of in-service municipal wastewater treatment facilities and SOx and NOx removal facilities in coal-fired power generation units across the country, in order to facilitate the normal operation of these facilities.
On April 12, MEP spokesperson informed the media about the theme of 2011 World Environment Day in China, “co-developing conservation culture and sharing green future”. The theme aims to arouse public awareness on the relation between environment and development and boost their actions on it, highlight the ideas of conservation culture and green development as well as public participation, and mobilize the whole society to contribute to the path to sustainable development.
On the same day, MEP began to solicit opinions on Emission Standard of Pollutants for Domestic Glass Industry (exposure draft) and Coding for monitoring point of environmental noise (exposure draft).
On the same day, MEP announced the 64th group of vehicle and engine producers, products, and pollution control devices in compliance with Light-type Vehicle Emission Limit and Measurement Method (national III, IV stages) (GB18352.3-2005), Compression-ignition Engine, Sparkle-ignition Engine and Vehicle Emission Limit and Measurement Method (national III, IV, and V phases) (GB17691-2005) and Motor Vehicle Emission Limit and Measurement Method (mode test cycle, national phase III) (GB14622-2007), as well as the 40th group of vehicle and engine producers, products, and pollution control devices in compliance with the national IV phase emission limit.
On April 13, MEP printed and distributed Outline of the 2011 National Work on Pollution Prevention and Control.
On April 14, MEP began to solicit opinions on Technical Policies on Prevention and Control of SO2 Pollution by Coal-burning (exposure draft).
On April 15, MEP began to solicit opinions on four standards including the Technical Requirement and Method for Water Quality Automatic On-line Monitor of Total Chromium (draft) and Soil-Determination of organic carbon by combustion method (draft).
On the same day, MEP adopted three national environmental standards including Soil-Determination of dry matter and water content-Gravimetric method, which would be enforced as of October 1, 2011, for the purpose of implementing Environmental Protection Law of the People’s Republic of China, protecting the environment, safeguarding the public health, and setting standards for the environmental monitoring.
On the same day, MEP printed and distributed Circular on Doing Well in the Environmental Impact Assessment in the 12th Five-Year Plan Period.
On April 18, Measures on the Information Reporting of Environmental Emergencies and Measures on the Administration on the Safety and Protection of Radioactive Isotope and Ray Devices were adopted on March 24 by the first executive meeting of MEP in 2011 and announced, which would be enforced as of May 1, 2011.
On April 21, MEP Vice Minister Li Ganjie met in Beijing with a delegation headed by Tatsuo Sato, Vice President of Japan Nuclear Energy Safety Organization (JNES). Both sides exchanged views on issues including the Fukushima nuclear incident and enhanced bilateral cooperation on nuclear safety.
On April 22, the release conference for the findings of the research on China’s macro environmental strategies was held in the Great Hall of the People. Deputy Head of the leading group of the research project and MEP Minister Zhou Shengxian spoke at the conference. President of Chinese Academy of Engineering Zhou Ji also delivered remarks. Deputy Head of the leading group of the research project Zhu Guangyao chaired the conference. Head of the leading group of experts and member with Chinese Academy of Engineering Shen Guofang introduced the research findings. MEP Chief Engineer on Nuclear Safety Yang Chaofei was also present.
On April 25, MEP Vice President Zhou Jian met in Beijing with a delegation headed by OECD Deputy Secretary General Richard Boucher. Both sides exchanged views on enhanced cooperation in the environment field.
On the same day, MEP announced valid ongoing local environmental standards that meet the requirements for keeping records. The statistics deadline is December 31, 2011.
On April 26, MEP Minister Zhou Shengxian met in Beijing with Nick Smith, Minister for the Environment and Climate Change Issues, New Zealand. Both sides exchanged views on environmental issues of common concern and enhanced bilateral cooperation in the environment field.
On the same day, China Environment Press Co., Ltd. was established. MEP Vice Minister Pan Yue attended the opening ceremony.
On April 27, the meeting for exchange of countermeasures on reduction of major pollutants by North China in the 12th Five-Year Plan period was held in Tangshan City, Hebei Province in North China. MEP Vice Minister Zhang Lijun spoke at the meeting.
On the same day, the press conference for the inauguration of the seventh China Baosteel Environment Award was held in Beijing. The theme for the award this year is “shifting development mode and developing conservation culture”. MEP Vice Minister Zhou Jian read out the announcement of the Organizing Committee, and Wang Yuqing, Vice Chairman of CPPCC Committee of Population, Resources and Environment, introduced the above-said theme as well as the appraisal and reward measures amended this year. President of China Environmental Protection Foundation Qu Geping spoke at the conference.
