Calendar in Dec. 2010

On November 29, national on-the-spot meeting on the trial efforts in implementing the target-hitting responsibility system for integrated treatment of rural environment was held in Changsha City, Hunan Province. MEP Vice Minister Li Ganjie addressed the meeting. Chief Engineer Wan Bentai chaired the meeting, and Deputy Governor of Hunan Province Liu Liwei spoke at it. Leading officials from trial regions including Ningxia Autonomous Region, Hebei Province, Liaoning Province, Changsha City and Dalian City spoke at the meeting.
On November 30, national on-the-spot meeting on the implementation of the plan for hazardous wastes and medical wastes was held in Huizhou City, Guangdong Province. MEP Vice Minister Zhou Jian addressed the meeting, and officials from relevant ministries including NDRC and Ministry of Supervision attended the meeting on invitation. Anhui and Zhejiang provincial EPBs and possessors of hazardous wastes and medical wastes had exchanges of experience. Two hundred and forty representatives including leaders and staff from EPBs of provinces (autonomous regions and municipalities directly under the Central Government), relevant MEP departments, affiliated institutions and some of the entities concerning the plan for hazardous wastes and medical wastes attended the meeting.
On December 1, MEP began to solicit opinions on Technical Specifications for Aluminum Reduction Waste Gas Treatment (exposure draft).
From December 1 to 3, MEP organized a meeting in Dali Bai Autonomous Prefecture, Yunnan Province, for exchange of the technologies for prevention and control of non-point source pollution in the countryside. MEP Vice Minister Wu Xiaoqing stressed at the meeting the need to highlight the priorities, make scientific plans, and expedite the establishment and improvement of the supportive schemes for the S&T standards on prevention and control of non-point pollution in the countryside.
On December 3, MEP began to solicit opinions on nine environmental standards including Water Quality-Determination of Atrazine by Gas Chromatography (exposure draft) and Water quality-Determination of cobalt-Flame atomic absorption spectrometry (exposure draft).
On December 6, the symposium organized by MEP on the administration over the implementation of the "Key S&T Project on Control and Treatment of Pollution to Waters" was held in Kunming City, Yunnan Province. MEP Vice Minister Wu Xiaoqing stressed at the meeting the need to earnestly play the supportive role of science and technology, highlight the bright spots and output of core findings, make innovations on schemes and mechanisms, and further play the role of local governments in the administration over the implementation of the "Key S&T Project on Control and Treatment of Pollution to Waters".
On the same day, MEP Vice Minister Li Ganjie met in Beijing with a delegation headed by William C. Ostendorff, Deputy Commissioner of U.S. Nuclear Regulatory Commission. Both sides exchanged views on issues of common concern such as China-U.S. cooperation on nuclear safety and AP 1000 nuclear power projects.
On December 7, national working conference on environmental impact assessment was held in Haikou City, Hainan Province. MEP Vice Minister Wu Xiaoqing attended the conference and made arrangements for the major tasks about environmental impact assessment in 2011. Leading officials from EPBs of Hainan Province, Henan Province, Sichuan Province, Hebei Province, Shaanxi Province, Jilin Province, Jiangsu Province, and Zhejiang Province made speeches and the meeting had discussions. Over 110 persons from EPBs of provinces, autonomous regions and municipalities directly under the Central Government as well as Xinjiang Production and Construction Corps and PLA, relevant MEP departments and affiliated institutions attended the meeting.
On December 8, MEP released the second group of key enterprises that have conducted the cleaner production audit and passed the evaluation.
On December 9, MEP Vice Minister Zhang Lijun headed an inspection group to Heilongjiang Province to inspect its performance in implementing the 2005-2010 Plan for Prevention and Control of Water Pollution in Songhua River Basins. Deputy Governor of the province listened to the inspection results.
On the same day, Minister Zhou Shengxian chaired MEP Executive Meeting, which listened to the report on the 2011 department budgeting and of the Twelfth Five-Year Plan for National Environmental Protection (first draft). Vice Ministers Zhang Lijun, Wu Xiaoqing, Zhou Jian, and Li Ganjie, head of the Discipline Inspection Group from CPC Central Commission for Discipline Inspection to MEP Fu Wenjuan, Director General of the General Office and leading Party member Hu Baolin, and Chief Engineer Wan Bentai attended the meeting. Leading officials from relevant MEP departments and Resources and Environmental Audit Bureau attended the meeting as non-voting members.
On the same day, MEP began to solicit opinions on seven environmental standards including Technical specification for data exchange of environmental information (exposure draft), Technical Guideline for Water Environmental Quality Assessment of Three Gorges Reservoir (on trial), Discharge standard of water pollutants for dairy industry (exposure draft) and Soil and sediment-Distilling of Organic Compound by Pressurized Fluid Extraction (PEE) (exposure draft).
On the same day, MEP released Guidelines on the Examination and Licensing of the Qualifications for Recyclers of Waste Electric and Electronic Products.
On December 10, MEP and National Tourism Administration organized a survey on the status quo of the eco-tourism nationwide, in order to facilitate the supervision on tourism resources and environmental protection. MEP informed the media on the survey results.
On the same day, the communication seminar on the management of files and information resources in the national environmental protection system was held in Tengchong County, Yunnan Province. Director General of the General Office and leading Party member Hu Baolin addressed the meeting.
On December 11, the 16th COP of United Nations Framework Convention on Climate Change and the 6th COP of the Kyoto Protocol concluded in Cancun in eastern Mexico. The meetings adopted the decisions by the two working groups for the Convention and Protocol and made encouraging progress. At the Cancun meeting, Chinese delegation actively and thoroughly engaged in the negotiations on all topics, coordinated with developing countries and had dialogues with developed countries, embraced the endeavors of the host country in ensuring openness, transparency and broad participation of the meetings, played an active and constructive role and did the best to enable the Cancun meeting to reach a balanced ending in accordance with the Bali Roadmap.
On December 13, MEP printed and distributed the Guidelines on the Environmental Compliance by Electrolytic Manganese Metal Enterprises.
On the same day, MEP released an announcement to alter the Hazardous Waste Operation Permit of Swire SITA Waste Services Company Ltd. in Shanghai Chemical Industry Park.
On December 14, Minister Zhou Shengxian chaired MEP Executive Meeting, which listened to the report on the strategic environmental assessment for the development of key industries in the five major regions and adopted in principle the Standards for Capacity Building on Environmental Emergency Response by Nationwide Environmental Protection Departments, the opinions on the environmental impact assessment of the Guanyinyan Hydropower Station in the middle reaches of Jinsha River, the examination opinions of the designated processors of imported waste hard wires, waste wires and cables and waste motors, as well as the opinions for the environmental examination of nine companies going for public or refinancing. The meeting listened to the report on the clear-up of environmental department regulations and regulatory documents. Vice Ministers Zhang Lijun and Wu Xiaoqing, head of the Discipline Inspection Group from CPC Central Commission for Discipline Inspection to MEP Fu Wenjuan, Director General of General Office and leading Party member Hu Baolin, and Chief Engineer on Nuclear Safety Yang Chaofei attended the meeting. Leading officials from relevant MEP departments also attended the meeting as non-voting members.
On December 15, MEP issued Measures on Post-supervision of Environmental Administrative Enforcement, which would go into effect as of March 1, 2011.
On the same day, MEP issued Measures on the Administration of the Hotline for Environmental Complaints, which would go into effect as of March 1, 2011.
On the same day, MEP made public List of Entities Qualified for Operation of Pollution Treatment Facilities (the fifth group).
On December 16, the national working conference on the administration over environmental emergency response was held in Chongqing Municipality. Vice Minister Zhang Lijun addressed at the meeting the need to have strong sense of political responsibility and sense of urgency, actively prevent environmental risks, earnestly safeguard environmental safety, earnestly draft the 12th Five-Year Plan for environmental protection, and try hard to create a new phase for environmental emergency response management.
On December 17, MEP approved nine national environmental protection standards including Technical guidelines for air pollution control projects, which would go into effect as of March 1, 2011, in order to set standards for the construction and operation of pollution treatment projects.
On December 20, member of the Standing Committee of the Political Bureau of CPC Central Committee and Vice Premier of the State Council Li Keqiang visited the exhibition on the findings of the macro-strategic research and chaired the symposium on application of such findings. Xu Kuangdi, Vice Chairman of the National Committee of CPPCC, the former President of Chinese Academy of Engineering, and head of the leading group of the macro-strategic environmental research, and Zhou Shengxian, deputy head of the leading group and MEP Minister, addressed the symposium. President of Chinese Academy of Engineering Zhou Ji, Deputy Governor of Jiangsu Province Xu Ming, member with Chinese Academy of Engineering Shen Guofang, and Professor Chen Jining delivered speeches. Leading officials from the members with the leading group, including NPC Environment and Resources Conservation Committee, CPPCC Committee of Population, Resources and Environment, Ministry of Foreign Affairs, NDRC, Ministry of Science and Technology, Ministry of Finance, Ministry of Land Resources, Ministry of Housing and Urban-Rural Development, Ministry of Water Resources, Legislative Affairs Office of the State Council, and Chinese Academy of Social Sciences, as well as relevant experts and scholars attended the symposium.
On the same day, MEP printed and distributed the Notice on Further Doing Well in the Investigations on the Updates of the 2010 Survey on Pollution Sources.
On the same day, MEP released the guidelines (on trial) on the best available technologies for prevention and control of pollution in the steelmaking, steel rolling and coking processes in the iron and steel industry.
On the same day, MEP released the 60th group of vehicle and engine producers, products, and pollution control devices in compliance with Light-type Vehicle Emission Limit and Measurement Method (national III, IV stages) (GB18352.3-2005), Compression-ignition Engine, Sparkle-ignition Engine and Vehicle Emission Limit and Measurement Method (national III, IV, and V phases) (GB17691-2005) and Motor Vehicle Emission Limit and Measurement Method (mode test cycle, national phase III) (GB14622-2007), as well as the 36th group of vehicle and engine producers, products, and pollution control devices in compliance with the national IV phase emission limit.
On December 21, national videoconference on the verification and accounting of total amount of major pollutants reduced in 2010 and during the 11th Five-Year Plan period was held in Beijing. MEP Minister Zhou Shengxian addressed the videoconference. The verification campaign lasted from January 4 to 23. Twenty one verification groups consisting of 270-odd members went to local areas to verify the above-said reduced major pollutants. The videoconference was chaired by Vice Minister Zhang Lijun. Vice Ministers Zhou Jian and Li Ganjie, and Director General of the General Office and leading Party member Hu Baolin attended the meeting. Branch meeting rooms were arranged in thirty one provinces, municipalities directly under the Central Government and autonomous regions as well as Xinjiang Production and Construction Corps. Leading officials and persons concerned from State Grid, five major power groups and local EPBs attended the videoconference.
On the same day, MEP began to solicit opinions on Technical requirement for environmental labeling products-heavy-duty vehicles.
On the same day, MEP announced the list of still valid regulatory documents and the list of ongoing department regulations of the national environmental protection department.
On December 22, MEP began to solicit opinions on Guidelines on the Evidences for Environmental Administrative Penalties (exposure draft) and Measures on the Administration over Monitoring of Pollution Sources (amended) (exposure draft).
On the same day, MEP announced the Decision on Abolishing and Amending Some of the Environmental Protection Departmental Regulations and Regulatory Documents, which would go into effect as of the day of announcement.
On the same day, MEP approved two national environmental protection standards including Technical requirement for environmental labeling products-Electrical wire and cable, which would go into effect as of February 1, 2011.
From December 22 to 23, MEP and the People's Government of Jiangsu Province held in Nanjing City, Jiangsu Province the sixth National Forum on Eco-province. MEP Vice Minister Li Ganjie addressed the meeting. Over 200 representatives from provinces (autonomous regions and municipalities directly under the Central Government) already involved in the bid for eco-provinces attended the forum. Jiangsu, Zhejiang, Sichuan, Hebei, and Hunan Province shared their achievements in the forum on development of eco-provinces.
On December 27, the new-born China Conservation Culture Research and Promotion Committee held the general meeting in Beijing. The meeting considered and adopted the Constitution, elected the Executive Board and the heads of three sub-committees. Former member with the Political Bureau of CPC Central Committee, former Vice Premier, and the Deputy Chairman of the Standing Committee of the ninth National People's Congress Jiang Chunyun, Vice Chairman of the 11th CPPCC National Committee and Executive Vice President of the Central Committee of Chinese Peasants and Workers Democratic Party Chen Zongxing, and MEP Minister Zhou Shengxian addressed the meeting, which elected the governing body of the China Conservation Culture Research and Promotion Committee. MEP Vice Minister Li Ganjie chaired the meeting, which was attended by more than 140 members.
On the same day, MEP printed and distributed Regulations on the Public Hearing Procedures for the Environmental Administrative Penalties and Standards for the Environmental Emergency Response Capacity Building of Nationwide Environmental Protection Departments.
On December 29, MEP released the List of Toxic Chemicals Severely Restricted for Import and Export (2011).
On December 30, Minister Zhou Shengxian chaired MEP Executive Meeting, which listened to the report on drafting the 12th Five-Year Plan for control of the total amount of major pollutants nationwide, further implementing the policy of "providing financial rewards as incentives to prevent and control pollution in the countryside", and highlighting the train of thoughts for rural environmental protection; considered and adopted the Regulations on Internal Audit of Ministry of Environmental Protection (draft submitted for approval) and Measures on the Implementation of the Accountability Audit of Leading Officials of Ministry of Environmental Protection (draft submitted for approval); and adopted in principle three national standards on prevention and control of radioactive pollution including Regulations on the Protection against Environmental Radiation in Nuclear Powered Plants (draft submitted for approval) and Emission Standards for Rare Earth Industry, as well as the environmental impact assessment statements and environmental checkup opinions of some projects. MEP Vice Ministers Zhang Lijun, Wu Xiaoqing, Zhou Jian, and Li Ganjie, head of the Discipline Inspection Group from CPC Central Commission for Discipline Inspection Fu Wenjuan, Director General of the General Office and leading Party member Hu Baolin, Chief Engineer Wan Bentai, and Chief Engineer on Nuclear Safety Yang Chaofei attended the meeting. Leading officials from relevant MEP departments and Resources and Environmental Protection Audit Bureau attended the meeting as non-voting members.
