On November 1, MEP Minister Zhou Shengxian met in Beijing with a delegation headed by Henry Djombo, Congolese Minister for Sustainable Development, Forestry Economy and Environment. Both sides exchanged views on environmental issues of common concern.

On the same day, MEP began to solicit opinions on three national environmental protection standards Sea water quality standard, Soil and Sediment-Determination of polychlorinated dibenzo-p-dioxins (PCDDs) and polychlorinated dibenzofurans (PCDFs) Isotope Dilution HRGC-LRMS and Solid waste-determination of Volatile Organic Compounds by sattic headspace gas chromatography method.

On the same day, MEP made public the evaluation results of chemical substances testing agencies in 2010.

On November 4, MEP informed the media that MEP had released 2010 China Vehicle Emission Control Annual Report, making public for the first time the vehicle emission situation in our country. The report indicated that China became the largest producer and seller of automobiles in the world in 2009, that the vehicle pollution got increasingly serious, and that vehicle emission became one of the major sources of air pollution in large-and medium-sized cities.

On the same day, MEP made public issues on approving and verifying entities qualified for environmental impact assessment of construction projects (the ninth group in 2010).

On the same day, MEP printed and distributed the Circular on Approving Zhejiang University on Building into National Engineering Technology Center for Control of Air Pollution Caused by Coal Burning.

On November 5, MEP Minister Zhou Shengxian chaired MEP executive meeting, considered and adopted in principle Some Opinions Concerning Further Strengthening the Environmental Management of Dangerous Chemicals (draft submitted for consideration). The meeting also considered and adopted in principle the environmental impact assessment statements of some construction projects as well as the environmental re-examination results of some companies going for public or refinancing. MEP Vice Ministers Pan Yue, Zhang Lijun, and Zhou Jian, head of the Discipline Inspection Group from CPC Central Commission for Discipline Inspection to MEP Fu Wenjuan, leading Party member and Director General of General Office Hu Baolin, and MEP Chief Engineer for Nuclear Safety Yang Chaofei attended the meeting. Leading officials from relevant MEP departments attended the meeting as non-voting members.

On the same day, MEP Minister Zhou Shengxian chaired MEP executive meeting, which considered and adopted in principle the Measures on the Post-supervision on Environmental Enforcement, Measures on the Management of 12369 Hotline for Environmental Complaints, and Measures on the Licensing and Management of the Qualifications for Treatment of Used Electric Appliances and Electronic Products. MEP Vice Ministers Pan Yue, Zhang Lijun, and Zhou Jian, head of the Discipline Inspection Group from CPC Central Commission for Discipline Inspection to MEP Fu Wenjuan, leading Party member and Director General of General Office Hu Baolin, and MEP Chief Engineer for Nuclear Safety Yang Chaofei attended the meeting. Leading officials from relevant MEP departments attended the meeting as non-voting members.

On the same day, MEP organized a report meeting on the special supervision campaign on examinations of environmental impact assessment statements in 2010, and debriefed four supervision groups. MEP Vice Minister Wu Xiaoqing attended the meeting and delivered a speech, head of the Discipline Inspection Group from CPC Central Commission for Discipline Inspection to MEP Fu Wenjuan chaired the meeting, and Fu Kui, Director of the Enforcement Supervision Office under Ministry of Supervision, attended the meeting.

On the same day, MEP began to solicit opinions on Environmental engineering terminology standard (exposure draft) .

On the same day, for the purpose of implementing the Environmental Protection Law of the People's Republic of China, MEP approved another seven national environmental protection standards including Water quality-Vocabulary Part 1, which would go into effect as of March 1, 2011.

On November 8, MEP printed and distributed 2009 Annual Report on National Urban Environment Management and Integrated Treatment which released the quantitative evaluation results of 2009 national urban environment integrated treatment. MEP Spokesperson had a briefing on this.

On the same day, MEP began to solicit opinions on another two national environmental protection standards Technical requirement for environmental labeling products-Projector and Technical requirement for environmental labeling products- Paper shredder.

From November 8 to 11, head of the Discipline Inspection Group from CPC Central Commission for Discipline Inspection to MEP Fu Wenjuan headed a joint supervision group to supervise the special environmental campaign in Anhui Province.

On November 9, the third Senior Training Seminar on Soil Environment Management under China-Netherlands Environmental Protection Cooperation Program was held in Beijing, and MEP Vice Minister Li Ganjie attended the opening ceremony and delivered a speech. Mr. Hans van der Vlist, Vice Minister of Ministry of Housing, Spatial Planning and the Environment, Netherlands, attended the opening ceremony. Leading officials and relevant technicians from (rural) ecological conservation departments in EPBs of provinces, autonomous regions and municipalities directly under the Central Government, sub-provincial cities, and Xinjiang Production and Construction Corps, as well as experts from scientific research institutions attended the training seminar.

On November 10, MEP Minister Zhou Shengxian met in Beijing with Ms. Biggs, President of Canadian International Development Agency and international Executive Vice Chairperson of China Council for International Cooperation on Environment and Development (CCICED). Both sides exchanged views on issues concerning CCICED and in-depth cooperation in the environment field.

On the same day, the 2010 Annual General Meeting of China Council for International Cooperation on Environment and Development, with the theme on "ecosystem management and green development", opened in Beijing. Li Keqiang, member of the Standing Committee of the Political Bureau of CPC Central Committee, Vice Premier of the State Council and Chairperson of China Council for International Cooperation on Environment and Development, attended the opening ceremony and delivered an opening speech. Li Keqiang noted that China would pursue scientific development, accelerate the change of economic development mode, foster the concepts of green and low-carbon development, vigorously facilitate institutional and mechanism innovation and S&T innovation, work harder on resource conservation and eco-environmental protection, and improve the conservation culture level. Li Keqiang met with important international participants including President of Canadian International Development Agency Ms. Biggs before the Annual General Meeting. The opening ceremony was held by MEP Minister and Chinese Executive Vice Chairperson of CCICED Zhou Shengxian, who delivered a special speech on "actively exploring a new path for environmental protection in China and trying to improve conservation culture level". He noted that we should work faster to build a resource-saving and environment-friendly society, try to improve the conservation culture level, forge ahead in the course to explore a new path for environmental protection in China, go all out to create a new situation for environmental protection, and bring benefits to mankind, to the country and to the beautiful home the Earth. Ms. Biggs, the international Executive Vice Chairperson of CCICED made an opening speech.

On the same day, MEP began to solicit opinions on another six national environmental protection standards including the Emission standard of pollutants for secondary aluminum industry, Technical requirement for environmental labeling products-Voice recorder (exposure draft) , Technical requirement for environmental labeling products-Scanner (exposure draft) , and Environment information metadata specification.

On November 11, Premier Wen Jiabao met in Ziguang Pavilion, Zhongnanhai with international participants of the Annual General Meeting of China Council for International Cooperation on Environment and Development. MEP Minister Zhou Shengxian and Vice Minister Li Ganjie were also in the meeting.

On the same day, MEP began to solicit opinions on another environmental protection standard Technical requirement for environmental labeling products-Video cameras (exposure draft) .

On the same day, for the purpose of reflecting the overall level of environmental quality during the 11th Five-Year Plan period, and analyzing the changing trends of environmental quality, MEP printed and distributed the Circular on Submission for Approval the Summary on Environmental Quality Conditions in 2010 and during the 11th Five-Year Plan Period and the Environmental Monitoring Management Work in 2010.

On November 12, the 2010 Annual General Meeting of China Council for International Cooperation on Environment and Development concluded with a complete success. MEP Minister and Executive Vice Chairperson of CCICED attended the closing ceremony and delivered a summary speech. NDRC Vice Chairman Xie Zhenhua addressed the closing ceremony, and CCICED Secretary General Zhu Guangyao briefed on the work of CCICED this year and the working arrangements for the coming year. The closing ceremony was chaired by Ms. Biggs, CCICED Executive Vice Chairperson.

On the same day, MEP Minister Zhou Shengxian met in Beijing with UNEP Executive Director Achim Steiner, who had come for the 2010 Annual General Meeting of CCICED. Both sides exchanged views on bilateral cooperation in the environment field.

On November 15, MEP Vice Minister Li Ganjie met in Beijing with a delegation headed by Borbála VAJDA, head of the Romanian Nuclear Regulatory Authority. Both sides exchanged views on issues of common concern including nuclear power development, nuclear safety regulation and enhanced bilateral cooperation on nuclear safety.

On the same day, the 2010 China High-level Seminar on Green Economic Policies, which was sponsored by China Forum of Environmental Journalists, was held in Beijing. The meeting discussed environmental pollution liability insurance. MEP Chief Engineer for Nuclear Safety Yang Chaofei attended the meeting and delivered a keynote speech.

On the same day, for the purposing of implementing Regulations on the Administration on the Recycling and Treatment of Used Electric Appliances and Electronic Products, MEP issued the Guidelines on Drafting the Development Plan for Treatment of Used Electric Appliances and Electronic Products.

From November 15 to 22, Minister Zhou Shengxian visited the United States. He met in Washington with U.S. Environmental Protection Agency Administrator Jackson in a small-scale meeting and presented at the third meeting of China-U.S. Joint Committee on Environmental Protection. The meeting reached many common understandings on bilateral environmental cooperation. After it, Zhou Shengxian and Jackson signed on a joint declaration. Zhou Shengxian also visited in San Francisco the Emergency Response Center of Region 9 of U.S. Environmental Protection Agency and met with Regional Administrator Jared Blumenfeld.

On November 16, MEP began to solicit opinions on the national environmental protection standard Technical Specifications Guide for Ecotone Monitoring (exposure draft) .

On the same day, MEP released the 59th group of vehicle and engine producers, products, and pollution control devices in compliance with Light-type Vehicle Emission Limit and Measurement Method (III, IV stages) (GB18352.3-2005), Compression-ignition Engine, Sparkle-ignition Engine and Vehicle Emission Limit and Measurement Method (national III, IV, and V phases) (GB17691-2005) and Motor Vehicle Emission Limit and Measurement Method (mode test cycle, national phase III) (GB14622-2007), as well as the 35th group of vehicle and engine producers, products, and pollution control devices in compliance with the national IV phase emission limit.

On the same day, MEP released the Guidelines on Examination of the Subsidies to Used Electric Appliances and Electronic Products Treatment Enterprises.

On the same day, for the purpose of guiding and setting standards for the used electric appliances and electronic products treatment enterprises to set up data information management system and report relevant information, MEP developed the Guidelines for Used Electric Appliances and Electronic Product Treatment Enterprises on Establishing Data Information Management Systems and Submitting Information.

From November 16 to 19, the 2010 meeting for review of national nature reserves was held in Beijing. The meeting examined the applications on upgrading and adjusting some national nature reserves, and put forward recommendations for the State Council on establishing and adjusting national nature reserves. Director of the Review Committee of National Nature Reserves and MEP Vice Minister Li Ganjie chaired the meeting and demanded that efforts be made to do a good job in building and managing nature reserves, so as to contribute to improving the conservation culture level.

On November 17, MEP informed the media on the second group of cases the settlement of which were supervised by MEP, and decided to supervise the settlement of environmental violations and prominent problems of two regions including tin mines in Lengshuijiang City, Hunan Province and Nandan County, Guangxi Zhuang Autonomous Region as well as eight enterprises including Hazardous Wastes Disposal Center of Baotou City, Inner Mongolia.

On the same day, MEP, Ministry of Human Resources and Social Security, and All-China Federation of Trade Unions jointly printed and distributed the Notice about the Collective and Individual Winners in the First National Skill Contest among Environmental Monitoring Technicians, announcing the winning collectives and individuals in this contest.

On November 18, in order to facilitate S&T innovation and promote green development, Ministry of Science and Technology, NDRC, Ministry of Foreign Affairs, Ministry of Industry and Information Technology, MEP, and China Meteorology Administration held in Beijing the high-level forum on "Green development and S&T innovation". MEP Vice Minister Zhang Lijun addressed the forum.

On the same day, MEP began to solicit opinions on the following national environmental protection standards including Ambient air quality standard (exposure draft), Technical specification for monitoring of environmental vibration, Standard for pollution control on the municipal solid waste incineration (exposure draft), Discharge standard of water pollutants for paint manufacturing industry (second exposure draft), Guideline on environmental monitoring quality management (exposure draft), Emission Standard of Air Pollutants for Leather Products Industry (exposure draft), Standard of ecological protection and reclamation for mining (exposure draft) and Compiling technology regulation on the project of mining ecological environmental protection and restoration (exposure draft).

On November 19, MEP made public the reexamination results for the first and second groups of national organic food bases.

On November 22, the International Academic Exchange Meeting on Environmental Monitoring, which was organized by China National Environmental Monitoring Center, opened in Beijing. MEP Chief Engineer Wan Bentai attended the meeting.

On the same day, MEP began to solicit opinions on two national environmental protection standards including Discharge standards for petroleum refining industry and Technical specifications of environmental quality report compilation (exposure draft) .

On November 22, NDRC and MEP organized the national working conference on cleaner production, summarized and exchanged major practices and experience of local areas and sectors in carrying out cleaner production since the promulgation of Cleaner Production Promotion Law, and made overall arrangements for thoroughly promoting cleaner production. NDRC Deputy Chairman Xie Zhenhua and MEP Vice Minister Wu Xiaoqing addressed the conference.

On November 23, MEP held in Beijing the thematic lecture on "enhancing the awareness of news public opinions and improving the capacity to deal with the media", and invited leading officials from the News Bureau of State Council Information Office to present a thematic lecture. Head of the Discipline Inspection Group from CPC Central Commission for Discipline Inspection to MEP Fu Wenjuan and MEP Chief Engineer Wan Beitai attended the lecture. Cadres from MEP departments and leading officials from Beijing-based regional offices and affiliated institutions also listened to the lecture.

On the same day, MEP made public issues concerning the approval and verification of the entities qualified for environmental impact assessment of construction projects (the tenth group in 2010).

On November 24, China International Green Industry Forum 2010 was held in Beijing, with the theme of "Green Economy Leads Future Development of the World". MEP Vice Minister Wu Xiaoqing addressed the Forum.

On the same day, the third China International Exhibition on Environmental Monitoring Apparatus, which focused on "exchanging new technologies and exhibiting new achievements", was held in Beijing. MEP Chief Engineer Wan Bentai addressed the exhibition.

On November 25, the meeting in commemoration of the 30th anniversary of China National Environmental Monitoring Center was held in Beijing. MEP Minister Zhou Shengxian addressed the meeting, at which he and Vice Minister Wu Xiaoqing inaugurated the air quality information sharing system for major cities. MEP Chief Engineer Wan Bentai chaired the meeting. Zhou Shengxian visited the Center after the meeting. Leading officials from MEP departments and affiliated institutions, representatives of retired staff from the Center, as well as leading officials from provincial environmental monitoring stations, and monitoring stations of capital cities and cities separately listed on the state plan attended the meeting.

On the same day, the award party for the first National Skill Contest of Environmental Monitoring Professionals & Green China Person of the Year was held in Beijing Exhibition Center today. MEP Minister Zhou Shengxian, Deputy Chairman of All-China Federation of Trade Unions Ma Peihua, and leading officials from the following departments presented at the award party and granted awards to winners. These departments including NPC Environment and Resources Conservation Committee, CPPCC Committee of Population, Resources and Environment, Ministry of Culture, State Administration of Radio, Film and Television, the Central Committee of the Communist Youth League, Ministry of Human Resources and Social Security, and All-China Federation of Trade Unions. MEP Vice Ministers Zhang Lijun, Wu Xiaoqing, and Li Ganjie, head of the Discipline Inspection Group from CPC Central Commission for Discipline Inspection to MEP, leading Party member and Director General of the General Office Hu Baolin, Chief Engineer Wan Bentai, and cadres from MEP affiliated institutions attended the Party.

From November 25 to 26, China-ASEAN Green Industry Development and Cooperation Seminar was held in Beijing. MEP Vice Minister Li Ganjie addressed the opening ceremony.
