On July 2, MEP Vice Minister Zhang Lijun met in Beijing with Mr. Donald Cooper, Executive Secretary of the Stockholm Convention. Both sides exchanged opinions on the progress made in implementing the Stockholm Convention.
On the same day, MEP Chief Engineer Wan Bentai met in Qingdao City, Shandong Province with a delegation headed by Moon Jung Ho, under-secretary of Ministry for Environment of South Korea and came to China for "China High-level Forum on Building Eco-Province & the fourth International Expo on Green Industry". Deputy Director General of Shandong EPB Xu Gang and Chief of Qinghai EPB Song Chunkang were also at the meeting.
On July 3, the Forum on "Environmental Changes and City Responsibility" on the sidelines of 2010 Shanghai World Expo opened in Nanjing City, Jiangsu Province in east China. Member of the Political Bureau of CPC Central Committee and Party Secretary of Shanghai Yu Zhengsheng and Deputy Chairman of National Committee of CPPCC and Executive Deputy Chairman of the Revolutionary Committee of Chinese Kuomingtang Li Wuwei addressed the opening ceremony. MEP Minister Zhou Shengxian made a keynote speech at the plenary session on "actively exploring a new path for environmental protection in China and striving to achieve the common vision of better city better life". The Forum was sponsored by MEP, China Meteorological Administration, National Energy Administration, UNEP, Shanghai 2010 World Expo Executive Committee and the people's government of Nanjing City. The Forum had exchanges on hot topics such as environmental protection, low-carbon development, green innovation, etc., shared the experience in addressing climate change and achieving sustainable development, enhanced the awareness of governments, businesses and the public on environmental responsibility and jointly addressed the challenge of environmental changes.
On the same day, MEP Minister Zhou Shengxian met in Nanjing with a delegation headed by UNEP Executive Director Achim Steiner, who came for the Forum on "Environmental Changes and City Responsibility" on the sidelines of 2010 Shanghai World Expo. Both sides exchanged opinions on environmental issues of common concern such as biodiversity conservation and pollution prevention and control and enhanced cooperation in the environment field.
On July 4, the Forum on "Environmental Changes and City Responsibility" on the sidelines of 2010 Shanghai World Expo concluded successfully in Nanjing City, Jiangsu Province. Over 700 guests at home and abroad attended this Forum. Executive Vice Mayor of Shanghai Municipality and Executive Deputy Director of Shanghai World Expo Sub-committee Yang Xiong made a wrap-up speech at the closing ceremony. Former UNEP Executive Director Klaus Töpfer gave a closing speech.
On the same day, Office of the South-to-North Water Diversion Project under the State Council and MEP jointly held in Shandong Province an on-the-spot meeting on pollution treatment and diversion project on the eastern route of South-to-North Water Diversion Project, wrapped up the experience in pollution treatment in eastern route, enhanced the communications on pollution treatment and environmental protection of the South-to-North Water Diversion Project, made innovations on the concepts for work, and advanced the pollution treatment and environmental protection work for the Project. Director of the Office of the South-to-North Water Diversion Project under the State Council Zhang Jiyao, MEP Vice Minister Zhang Lijun and Deputy Governor of Shandong Province Jia Wanzhi attended the meeting.

On the same day, MEP printed and distributed the Circular on Starting the Construction of National Engineering Center for Monitoring Industrial Pollution Sources.
On July 6, MEP Spokesperson Tao Detian informed the media on the first group of environmental cases supervised by MEP in 2010. MEP decided to supervise the settlement of environmental cases of nine enterprises that had prominent environmental problems, including the paper mills in five areas including Shantou City of Guangdong Province and Lvyuan Sewage Treatment Plant of Yutian County in Tangshan City, Hebei Province.
On the same day, MEP approved the EIA statements of the construction project of Natural Science Museum of Tibet Autonomous Region.
On July 7, MEP organized the whole staff to go to an environmental movie named Guardian of the River. MEP Chief of Discipline Inspection Group Fu Wenjuan and NNSA Chief Engineer Lu Xinyuan watched the movie.
On the same day, MEP began to solicit opinions on Some Opinions on Intensifying the Internal Audit of the National Environmental Protection System (exposure draft).
On the same day, MEP made public the new vehicle types and engine types that met with national vehicle emissions standards.
On July 8, MEP printed and distributed the Circular on Setting Stricter Standards on the Environmental Examination of Listed Companies and Intensifying the Post-examination Supervision of Listed Companies.
On July 9, the inter-ministerial joint meeting on prevention and control of heavy metal pollution was held in Beijing. Minister Zhou Shengxian attended the meeting and made a speech. He noted that we should unswervingly implement the decisions and arrangements of the Central authorities on prevention and control of heavy metal pollution, always uphold the concept of protecting the environment for the people, focus on priority areas, improve our policies, strictly enforce the laws and keep the people away from the damage by heavy metal pollution. The meeting was chaired by Vice Minister Zhang Lijun. Officials in charge from 13 departments including MEP, Publicity Department of CPC Central Committee, NDRC, Ministry of Education, Ministry of Science and Technology, Ministry of Industry and Information Technology, Ministry of Finance, Ministry of Land Resources, Ministry of Water Resources, Ministry of Agriculture, Ministry of Commerce, Ministry of Health, State Administration of Work Safety and the governments of 14 provinces (autonomous regions) including Inner Mongolia, Jiangsu, Zhejiang, Jiangxi, Henan, Hubei, Hunan, Guangdong, Guangxi, Sichuan, Yunnan, Shaanxi, Gansu, and Qinghai, discussed the Comprehensive Plan on Prevention and Control of Heavy Metal Pollution (2010-2015) and proposed revisions. The meeting adopted in principle the Comprehensive Plan on Prevention and Control of Heavy Metal Pollution (2010-2015) and decided to, after revisions, report to the State Council for approval. Representatives of members of the inter-ministerial joint meeting and heads of relevant MEP departments, regional offices and affiliated institutions attended the meeting.
On the same day, Global Environmental Institute, which studied the environmental behaviors of overseas businesses, published its findings over two years, the book Environmental Protection Policies in China's Overseas Investment. MEP Vice Minister Pan Yue wrote the preface.
On the same day, MEP made public two of the national environmental protection standards including Technical Guideline on Environmental Safety during Application of Pesticides.

From July 11 to 14, as invited by Jordanian Ministry of Environment, Director General of MEP Department of International Cooperation Xu Qinghua headed a MEP delegation to have a working visit to Jordan. Jordanian Minister of Environment Hazem Malhas met with the delegation and both sides exchanged opinions on environmental issues of common concern and common environmental challenges.
On July 13, the Party Committee of MEP departments organized the symposium on commending the disaster relief in Yushu Autonomous Prefecture in Qinghai Province and exchanging the exemplary deeds, in order to commend the community-level party organizations and members that had made outstanding contributions in the frontline of environmental emergency response in the disaster relief.

On July 14, the model project on application of "internet of things" to environmental monitoring, which aimed to "sense the environment and protect the environment with wisdom", passed the expert argumentation in Wuxi City, Jiangsu Province. MEP Vice Minister Zhou Jian attended the argumentation meeting and made speeches. Relevant officials from EPBs of Beijing, Shanghai, Guangdong, Zhejiang, and Shandong Province also attended the meeting.
From July 14 to 17, Vice Minister Zhang Lijun headed a team to have investigations on emissions reduction in Yuxi City and Kunming City, Yunnan Province.
On July 15, a joint investigation team composed of MEP, Fujian EPB, Longyan municipal government and EPB made public the causes of the pollution accident of Zijin Mining Group Co., Ltd. and the disposal opinions.
On the same day, MEP approved the EIA statements of the 1.5 million t stainless steel project and technical upgrading project of the iron-making system of Taiyuan Iron and Steel (Group) Co..
On the same day, MEP approved that Limin Radiation Plant initiate the preparations for the decommissioning of radioactive sources in Qi County, Kaifeng City, Henan Province in central China.
On July 16, an oil pipeline which belonged to China National Petroleum Corporation exploded near Dalian New Port. After the explosion and according to instructions of Vice Premier Zhang Dejiang, which "ordered MEP to lead and coordinate Liaoning Province, Dalian City, and relevant departments and enterprises to clear up the pollution, restore the ecological environment as soon as possible, and prevent the leaked oils from spreading to the high seas", MEP immediately organized relevant departments to hold the aftermath coordination meeting and identified the priorities and division of responsibilities. After the accident, MEP, Liaoning EPB, and Dalian EPB initiated the emergency contingency plan, organized the emergency response team and conducted the environmental monitoring and environmental impact assessment.
On the same day, Minister Zhou Shengxian met in Beijing with a delegation headed by Mr. Norbert Rottgen, Minister of the German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety. Both sides exchanged opinions on issues of common concern in the environment field.
On the same day, in order to improve the pollution prevention and control level of leather-making industry, MEP organized the environmental examination on the leather makers for their up-to-standard pollution notice.

On July 17, MEP Vice Minister Zhou Jian organized MEP, MEP Bureau of Environmental Supervision, Northeast China Environmental Supervision Center, the Environmental Protection Bureau of Liaoning Province, Liaoning Maritime Safety Administration, the Environmental Protection Bureau of Dalian City, Dalian City Oceanic and Fishery Administration, Port of Dalian Authority, Dalian Petrochina International Warehousing & Transportation Co., Ltd., PetroChina Dalian Petrochemical Company, and PDA Corporation to hold the coordination meeting for the response to the explosion of the oil pipeline which belonged to Dalian Petrochina International Warehousing & Transportation Co., Ltd. and for implementing the important instructions of Vice Premier Zhang Dejiang. The meeting identified several urgent and major tasks and made assignments.
On July 19, Vice Minister Zhang Lijun went to Dongguan City, Guangdong Province for investigations on emissions reduction.
On the same day, MEP Vice Minister and NNSA Administrator Li Ganjie attended the opening ceremony of the 3rd Evaluation by IAEA on China's Performance on Nuclear and Radioactive Safety Regulation, and took part in the activities.

On July 20, MEP Minister Zhou Shengxian chaired MEP executive meeting, listened to the report on the formulation of the implementation plan for the Key S&T Project on Control and Treatment of Pollution to Waters under the 12th Five-Year Plan, and considered and adopted in principle the Guidelines on Application for Projects Funded by Budget of the Ministry of Environmental Protection (2011-2012), Opinions on Intensifying the Standardization Improvement of National Basic Capacity on Environmental Information, and drafts of three emission standards including Emission standards of pollutants for sulfuric acid industry, the approvals on 14 areas including Yiwu City, Zhejiang Province aiming for ecological improvement model districts, as well as the EIA statements of some construction projects and the opinions on the environmental examination of companies going for public and refinancing. Vice Ministers Pan Yue, Wu Xiaoqing, Zhou Jian, and Li Ganjie, Chief of Discipline Inspection Group Fu Wenjuan, member of the Party Group and Director General of the General Office Hu Baolin, MEP Chief Engineer Wan Bentai and NNSA Chief Engineer Lu Xinyuan attended the meeting. Relevant officials from MEP departments and Resources and Environmental Audit Bureau were also presented.

On the same day, the Workshop on Biodiversity and Poverty Reduction, which was sponsored by MEP and organized by the EPB of Inner Mongolia Autonomous Region and Chifeng municipal government, was held in Dalinor National Nature Reserve in Chifeng City, Inner Mongolia. Former SEPA Deputy Administrator Zhu Guangyao attended the meeting and delivered a speech, so did Gai Wenshan, Deputy Secretary General of the People's Government of Inner Mongolia Autonomous Region. Over 100 people from MEP, MEP Foreign Economic Cooperation Office, representatives from provincial and municipal EPBs and participants from the People's Government of Inner Mongolia and its environmental protection departments attended the workshop.
On the same day, MEP printed and distributed the Circular on Assessment of the Efforts to Build a Monitoring System on Reduction of Total Amount of Major Pollutants in 2010, in order to organize the assessment work in this regard.
On July 21, MEP issued the Regulations on the Administration of the Transmission and Exchange of the Automatic Monitoring Information on Key Pollution Sources under National Monitoring Program.
On July 23, MEP Spokesperson informed the media that MEP had, together with NDRC, National Bureau of Statistics, and Ministry of Supervision completed the assessment of the performances of the provinces, autonomous regions and municipalities directly under the Central Government as well as the five major power corporations in reducing total amount of major pollutants in 2009, and that they decided to suspend the EIA of construction projects in regions and enterprises that had prominent problems, supervise their rectifications within limited periods, and impose economic penalties.
On July 26, the enlarged meeting of MEP leading Party Group and the mid-year review meeting was held in Beijing. The meeting seriously studied the guidelines of the important instructions and speeches of Central leaders in the first six months of the year, reviewed the work during that period and made arrangements for the key tasks in the last six months of the year. Secretary of MEP leading Party Group and Minister Zhou Shengxian stressed in his speech the need to seriously implement the guidelines of the important instructions of Central leaders, keep up our spirits, unify our awareness, change our work style, pay close attention to implementation, and ensure that the emissions reduction tasks and the key tasks set forth in the 11th Five-Year Plan are completed with success, so as to lay a solid foundation for the start of the 12th Five-Year Plan. MEP departments briefed on the progresses of key tasks in the first six months and the arrangements of the last six months. Officials in charge from regional offices and affiliated institutions also attended the meeting.
On the same day, MEP Spokesperson informed the media on the state of the environmental quality in China in the first six months. The monitoring results indicated that the environmental quality across the country in the first six months was stable and good, but some of the environmental indicators changed in a bad way, so the situation for pollution treatment remained serious.
On the same day, MEP began to solicit opinions on two documents including Hazardous materials control standard for motor vehicle gasoline (IV, V) (exposure draft).
On July 27, Minister Zhou Shengxian went to Inner Mongolia for investigations. He seriously listened to the report on the environmental protection work in the region, went to visit the staff of the EPB, and inspected on the capacity building for environmental protection.
On the same day, MEP approved that Tsinghua University build the National Engineering Center for Management and Evaluation of Environmental Technologies.
On July 28, national inter-ministerial joint meeting on environmental protection and the special meeting on prevention and control of water pollution in Songhua River Basins was held in Hulun Buir, Inner Mongolia. Minister Zhou Shengxian noted in his speech the need to strengthen our resolve, unswervingly implement the guidelines of the instructions of the CPC Central Committee and the State Council on prevention and control of Songhua River Basins, review the policies and measures on rehabilitation of Songhua River, and enable Songhua River to become a sample for river rehabilitation and a model for exploring a new path for environmental protection. The meeting was chaired by Vice Minister Zhang Lijun. Deputy Secretary of Party Committee and Chairman of Inner Mongolia Mr. Barter addressed the meeting, which briefed on the Outline for Developing the 12th Five-Year Plan for Prevention and Control of Water Pollution in Songhua River Basins. Representatives from Jilin Province, Inner Mongolia and Heilongjiang Province introduced their efforts in prevention and control of water pollution in Songhua River Basins within their administrative jurisdictions. They also gave their opinions on making the 12th Five-Year Plan for Prevention and Control of Water Pollution in Songhua River Basins. Relevant officials in charge from NDRC, Ministry of Finance, Ministry of Water Resources, Ministry of Land Resources, Ministry of Housing and Urban-Rural Development, and Ministry of Agriculture delivered speeches.
On July 29, the training seminar for environmental spokespersons was held in Hulun Buir, Inner Mongolia. Minister Zhou Shengxian spoke at the opening ceremony. Spokespersons and Directors responsible for publicity and education from EPBs of provinces, autonomous regions and municipalities directly under the Central Government, EPBs of cities specifically designated in the State plan, the PLA Afforestation Committee and EPB of Xinjiang Production and Construction Corps attended the seminar.
On the same day, Vice Minister Wu Xiaoqing called his Russian counterpart Igor Maidanov about the accident that some barrels with raw and supplement materials and empty barrels from two chemical plants in Jilin Province flowed into Songhua River.
On July 30, Minister Zhou Shengxian met in Beijing with IAEA Deputy Director General Taniguchi Tomihiro and the members from the delegation for overall evaluation of the nuclear and radiation safety regulation and exchanged on the supervision on nuclear and radiation safety in China.
On the same day, the sixth China International Forum on Environment and Development & the Press Conference on the fourth China International Exhibition on Achievements in Building Environment-friendly Society was held in Beijing. Vice Minister Zhou Jian addressed the meeting.
On the same day, 2010 Meeting on Conservation Culture was held in Guiyang City, Guizhou Province. Vice Minister Li Ganjie attended the meeting at invitation and delivered a keynote speech entitled Building Conservation Culture and Promoting Green Development.
On the same day, the opening ceremony for the first training seminar for middle-aged and young Chinese leaders to go to Japan for trainings on energy conservation, environmental protection and change of economic development mode was held in Beijing. Chief of the Discipline Inspection Group from Central Commission for Discipline Inspection of the CPC in MEP Fu Wenjuan attended the ceremony and sent congratulations on behalf of Minister Zhou Shengxian. Officials in charge from the Organization Department of CPC Central Committee, State Administration of Foreign Experts Affairs and MEP Department of Human Resources Management and Institutional Affairs attended the ceremony.
