Calendar in June 2010

On May 31, MEP Chief Engineer for Nuclear Safety Lu Xinyuan and Norwegian Vice Minister for Environment Heidi Sorensen attended the China-Norway high-level business roundtable meeting in Norwegian Pavilion in Shanghai World Expo. The theme of the meeting was response to climate change and environmental protection.
On June 1, China-Norway Workshop on Environmental Protection on the sidelines of Shanghai World Expo was held in Norwegian Pavilion. MEP Chief Engineer for Nuclear Safety Lu Xinyuan and Norwegian Vice Minister for Environment Heidi Sorensen addressed at the opening ceremony. The Workshop was intended to discuss and spread the findings of the bilateral cooperation program in environment field, enhance China's capacity in management of biodiversity conservation, treatment of hazardous wastes and the response to the impact of climate change on environment, and intensify the bilateral exchanges and cooperation on environmental policies.
On June 2, the 2010 national video conference on nature, ecology and rural environmental protection was held in Beijing. The conference forwarded the guidelines of the plenary meeting of Chinese National Committee for DIVERSITAS (CNC_DIVERSITAS) and the important instructions of the Central leaders on "promoting environmental protection by offering financial rewards as an innovative policy to control pollution in rural areas", and made arrangements for the nationwide efforts in nature and ecology conservation and rural environmental protection. Vice Minister Li Ganjie delivered a speech at the conference. Heads of MEP departments attended the meeting at the main meeting venue in Beijing, and the heads of the EPBs of provinces, autonomous regions, municipalities directly under the Central Government, Xinjiang Production and Construction Corps, the cities specifically designated in the state plan, and vice-provincial cities attended the meeting at the branch meeting rooms.
On the same day, MEP began to solicit opinions on Wastewater treatment technical specification of biological contact oxidation process (exposure draft) and another draft.
On the same day, MEP began to solicit opinions on six supporting documents for the Measures on Environmental Management of New Chemical Substances.
On June 3, the ceremony for employing the first group of national special environmental supervisors was held in the hall of the CPPCC in Beijing. MEP Vice Minister Zhang Lijun and Vice Chief of the Unified Front Work Department of the CPC Central Committee Lou Zhihao addressed at the ceremony; leaders from the central committees of eight democratic parties attended the ceremony; and Fu Wenjuan, Chief Discipline Inspector of MEP, chaired the ceremony. She announced MEP's decision to employ ten personages from the democratic parties and All-China Federation of Industry and Commerce as well as nonparty personages, that is, Xie Chen, Zhang Fusuo, Zhang Heping, Ma Rongcai, Wang Rusong, Wang Weiping, Chen Mian, Yang Size, Zhang Shangdong, and Jiang Zeping as the first group of national special environmental inspectors. As entrusted by MEP Minister Zhou Shengxian, Zhang Lijun granted the letters of employment to these inspectors at the ceremony.
On the same day, the State Council Information Office held a press conference to release the Report on the State of Environment in China (2009). Vice Minister Zhang Lijun attended the press conference and answered questions raised by Chinese and international journalists.
On the same day, MEP printed and distributed the Guidelines for Environmental Supervision of Livestock and Poultry Breeding Farms (Areas) (on trial), in order to set standards for the environmental supervision work of livestock and poultry breeding farms (areas), specify and set standards for the livestock and poultry breeding industry and improve its efficiency, and enhance the pollution control and environmental management capacities of this industry.
From June 3 to 4, Ministry of Commerce, Ministry of Finance and MEP jointly held the national working conference on providing subsidies for purchases of home appliances. The conference announced that new policies concerning the government subsidies for purchases of home appliances would be phased in and implemented across the country, as approved by the State Council and according to local conditions such as their dismantling and disposal capacities of used home appliances; 19 provinces and cities including Hebei Province, Shanxi Province, Liaoning Province, Dalian City and Jilin Province introduced the new policy since June 1, 2010. Vice Minister of Commerce Jiang Zengwei, Vice Minister for Finance Zhang Shaochun and MEP Vice Minister Zhou Jian addressed at the working conference. Representatives from the commercial, financial and environmental protection departments of provinces, autonomous regions, municipalities directly under the Central Government, cities specifically designated in the State plan, Xinjiang Production and Construction Corps, Fuzhou City, and Changsha City attended the meeting.
On June 4, the meeting in commemoration of the 2010 World Environment Day-the ceremony for environment-friendly youth ambassadors promoting all-nation low-carbon and emissions reduction activity & debut of the special stamps designed for "energy conservation, emissions reduction and environmental protection" was held in Beijing. MEP Minister Zhou Shengxian attended the meeting and delivered a speech. He granted the representative of youth ambassadors the banners saying "1000 Environment-Friendly Youth Ambassador Action Program", and together with General Manager of China Post Group Liu Andong, inaugurated the special stamps designed for "energy conservation, emissions reduction and environmental protection" and the stamps on "low carbon, emissions reduction and green life". Vice Chairman of CPPCC Committee of Population, Resources and Environment Jiang Zehui, Vice Minister for Science and Technology Wang Weizhong, Deputy Mayor of Beijing Municipality Huang Wei and representatives from NDRC, Ministry of Education, Central Committee of Communist Youth League, All-China Women's Federation, and UN offices in China attended the meeting. More than 700 representatives from all walks of life and youth ambassadors from Beijing, Shanghai, Chengdu, Guangzhou, Shenyang, and Xi'an City also attended the commemoration meeting.
On the same day, Minister Zhou Shengxian met with Subinay Nandy, UNDP China Country Director, before the commemoration meeting for World Environment Day in 2010.
On June 5, member of the Political Bureau of CPC Central Committee and Vice Premier of the State Council Li Keqiang visited the exhibition on environmental protection achievements in Beijing and met with representatives of environment-friendly ambassadors from all walks of life. Li Keqiang stressed the need to adapt to the new developments and the new expectations of the people, achieve better economic development by protecting the environment, promote the social harmony, advance the cultural and ethical progress, promote the change of economic development mode, and facilitate the comprehensive, balanced and sustainable development of the society and economy.
On the same day, the television program Environment, which was produced by MEP and Xinhua News Agency, was officially inaugurated.
On the same day, the inauguration ceremony of the publicity activity of Regulations on the Administration of the Recycling and Treatment of Used Electric Appliances and Electronic Products, which focused on "low-carbon, emissions reduction and green life" and was organized by MEP, was held in Beijing. Vice Minister Zhang Lijun addressed at the opening ceremony. Representatives from NDRC, Ministry of Industry and Information Technology, Ministry of Finance, Ministry of Commerce, General Administration of Customs, State Administration of Taxation, State Administration of Industry and Commerce, AQSIQ, and the Legislative Affairs Office of the State Council attended the inauguration ceremony. About 150 representatives from Basel Convention Coordinating Center for Asia and the Pacific, electric appliances and electronic product producers, used electric appliances and electronic products dismantling and treatment enterprises, environmental NGOs, relevant associations, communities, media, environment-friendly youth ambassadors in Beijing and college student volunteers took part in this event.
On the same day, on the occasion of the upcoming 39th World Environment Day, the first "theme park for interactive environmental education" in China-"Amway Carnival for Environmental Protection" Tianjin Stop was held in Tianjin Water Park. President of China Environmental Protection Foundation Qu Geping, MEP Vice Minister Zhou Jian, Deputy Mayor of Tianjin Municipality Xiong Jianping and Chairman of Amway China Co., Limited Huang Deyin took part in the event.
On June 7, MEP printed and distributed Measures on the Management of the Programs for Developing and Amending the National Environmental Protection Standards.
On June 8, MEP and the People's Government of Guangxi Zhuang Autonomous Region signed in Guilin City, Guangxi the Agreement of Cooperation on Advancing the Balanced Development of Environmental Protection and Economy and Society in Guangxi Autonomous Region. MEP Minister Zhou Shengxian and Chairman of Guangxi Autonomous Region Ma Biao signed on the agreement on behalf of MEP and Guangxi Government respectively. Party Secretary and the Director of the standing committee of the people's congress of Guangxi Guo Shengkun addressed at the signing ceremony, which was chaired by Lin Nianxiu, Vice Chairman of the autonomous region.
On the same day, the 13th session of the INTOSAI Working Group on Environmental Auditing (WGEA) was held in Guilin City, Guangxi Zhuang Autonomous Region. The theme was "the harmonious development of man and nature". Minister Zhou Shengxian attended the meeting and delivered a speech entitled "vigorously advancing conservation culture and actively exploring a new path to China's environmental protection". More than 200 representatives from 57 countries and international organizations attended the meeting and discussed hot issues concerning the international environmental auditing.
On the same day, MEP made public the items concerning the registration for the withdrawal of qualifications of environmental impact assessment engineers.
On the same day, MEP made public the Entities Qualified for Environmental Impact Assessment of Construction Projects (the fourth group in 2010).
On the same day, MEP endorsed one of the national environmental protection standards, Cleaner Production Standard--Alcohol Industry, which would go into effect as of September 1, 2010, for the purpose of implementing the Environmental Protection Law of the People's Republic of China and Cleaner Production Law of the People's Republic of China, protecting the environment, and improving the enterprises' cleaner production level.
On the same day, MEP issued the National List of Advanced Model Technologies for the Prevention and Control of Pollution (for the prevention and control of pollution caused by heavy metals) and List of Environmental Technologies Encouraged by the State (for the prevention and control of pollution caused by heavy metals).
From June 8 to 9, the symposium for making the 12th Five-Year Plan for environmental protection by some provinces (municipalities directly under the Central Government) was held in Dongying City, Shandong Province in eastern China. Vice Minister Zhou Jian addressed at the meeting. Officials in charge of making such plans, directors of planning departments and backbone technicians from ten provinces and municipalities including Beijing, Shanghai, Shandong Province and Jiangsu Province attended the symposium.
On June 9, the first national contest on skills of the environmental monitoring professionals, which was organized by MEP, Ministry of Human Resources and Social Security and All-China Federation of Trade Unions, was officially inaugurated in Beijing. Vice Minister Wu Xiaoqing and Chief Engineer Wan Bentai were presented at the teleconference for the inauguration of this contest. Branch meeting rooms were arranged in the environmental protection bureaus of provinces, autonomous regions and municipalities directly under the Central Government, the PLA, and Xinjiang Production and Construction Corps.
On the same day, MEP printed and distributed the Circular on Environmental Inspection on DDT, Chlordane, Mirex, and Hexachlorobenzene Producers and Users, in order to implement the National Implementation Plan of the People's Republic of China for the Stockholm Convention on Persistent Organic Pollutants and the Bulletin on Forbidding the Production, Circulation, Use, Import and Export of DDT, Chlordane, Mirex, and Hexachlorobenzene, which was issued jointly by MEP, NDRC, Ministry of Industry and Information Technology, Ministry of Housing and Urban-Rural Development, Ministry of Agriculture, Ministry of Commerce, Ministry of Health, General Administration of Customs, AQSIQ, and State Administration of Work Safety.
On June 11, MEP made public the investigation results of the illegal pollution discharging activities of four electroplating enterprises in Fenghua City, Zhejiang Province in eastern China.
On June 13, Secretary of MEP leading Party Group and Minister Zhou Shengxian chaired the extended meeting of the leading Party group. The meeting forwarded and studied the Opinions of the Organization Department and Publicity Department of CPC Central Committee on Excellence Contest among Community-level Party Organizations and Party Members, as well as the four supervision systems introduced by the Central authorities for the selection, promotion and appointment of cadres. The meeting also made arrangements for the implementation. Zhou Shengxian stressed the need to take the opportunity of implementing the guidelines of relevant documents and meetings of the Central authorities to go farther in the excellence competition, seriously implement the systems concerning the selection, promotion and appointment of cadres, be in good spirits and compete for the first-class working standards, be resolved and work like a horse, and fight a good battle in energy conservation and emissions reduction, in order to ensure that the tasks set forth in the 11th Five-Year Plan are successfully fulfilled. Vice Ministers Pan Yue, Zhang Lijun, and Wu Xiaoqing, head of the Discipline Inspection Group Fu Wenjuan, Director General of the General Office and member of the leading Party Group Hu Baolin, Chief Engineer Wan Bentai, and Chief Engineer for Nuclear Safety Lu Xinyuan attended the meeting, so did the heads of MEP departments, Beijing-based regional offices and affiliated institutions.
On the same day, MEP Minister Zhou Shengxian chaired the executive meeting, which listened to the report on the preparations for the first national contest of the skills of environmental monitoring professionals, decided to supervise the settlement of some environmental cases, and considered and adopted in principle the Regulations on the Administration of the Transmission and Exchange of Automatic Monitoring Information of Key Pollution Sources under National Monitoring Program, Measures on the Implementation of the Information Sharing of Public Institutions for Environmental Protection (On Trial), as well as the examination on EIA statements of some construction projects and the companies going for public or refinancing, and the examination on the applications of some businesses for exporting hazardous wastes. Vice Ministers Pan Yue, Zhang Lijun, Wu Xiaoqing and Zhou Jian, head of the Chief Discipline Inspection Group Fu Wenjuan, member of the leading Party Group Hu Baolin, Chief Engineer Wan Bentai, and Chief Engineer for Nuclear Safety Lu Xinyuan attended the meeting. Heads of relevant departments also attended the meeting.
On the same day, MEP began to solicit opinions on Technical Specification for Coking Waste Water Treatment (exposure draft).
On the same day, MEP made public the results of the spot check on the environmental impact assessment agencies in 2009, in order to enhance the management over the qualifications for environmental impact assessment for construction projects, and promote the healthy development of the EIA industry.
On June 17, MEP released the Work Ethics for Environmental Impact Assessment Professionals (on trial).
On June 19, Vice Minister Li Ganjie met in Beijing with Ana Paula Samo Gudo Chichava, Vice Minister of Mozambican Ministry of Coordination of Environmental Affairs. Both sides exchanged opinions on issues of common concern and enhanced bilateral cooperation in environment field.
On June 21, Minister Zhou Shengxian met with Vyacheslav Shport, Governor of Khabarovsk Krai, when he attended in Khabarovsk City the fifth session of the Environmental Protection Subcommittee under Regular Prime Ministers' Meeting between China and Russia.
On the same day, relevant official from MEP briefed the media that the General Office of the State Council forwarded recently the Guiding Opinions on Advancing Joint Prevention and Control of Air Pollution and Improving Regional Air Quality, which was issued by MEP, NDRC, Ministry of Science and Technology, Ministry of Industry and Information Technology, Ministry of Finance, Ministry of Housing and Urban-Rural Development, Ministry of Transport, Ministry of Commerce, National Energy Administration, demanding that efforts be made to comprehensively promote the joint prevention and control of air pollution and substantially improve the regional and urban air quality. It was the first comprehensive policy ever introduced by the State Council targeted at prevention and control of air pollution.
From June 21 to 22, the fifth session of the Environmental Protection Subcommittee under Regular Prime Ministers' Meeting between China and Russia was held in Khabarovsk City, Russian Federation. The Chinese Co-chair of the Subcommittee and MEP Minister Zhou Shengxian and his Russian counterpart Trutnev headed their delegations to the session, which was chaired by the latter. Zhou Shengxian and Trutnev signed on the summary records of the session.
On June 22, Vice Minister Li Ganjie met in Beijing with a delegation headed by Danish Minister for the Environment Karen Ellemann. Both sides exchanged opinions on environmental issues of common concern and further cooperation.
On June 24, MEP held the videoconference on verification and accounting of emissions reduction in the first six months in 2010. Vice Minister Zhang Lijun presented at the videoconference and made mobilization and arrangements for this work. Officials concerned from MEP departments and Beijing-based affiliated institutions and relevant persons from five power suppliers including State Grid Corporation and China Huaneng Group attended the conference at the main meeting venue of MEP. Leaders and officials concerned from the EPBs of provinces, autonomous regions and municipalities directly under the Central Government and Xinjiang Production and Construction Corps attended the meeting at the branch meeting room.
On June 25, Minister Zhou Shengxian met in Beijing with Ms. Maria de Fátima Monteiro Jardim, the visiting Angolan Minister for the Environment. Both sides exchanged opinions on environmental issues of common concern and signed China-Angola Memorandum of Understanding on Environmental Protection.
On the same day, Vice Minister Li Ganjie met in Beijing with a delegation headed by Mr. Lopes, Executive Director of United Nations Institute for Training and Research (UNITAR). Both sides exchanged opinions on further cooperation in the environment field.
On the same day, MEP printed and distributed two documents including Technical Specifications for Treatment of Source Blockage in Irradiation Equipment.
On June 26, the 5th Green Fortune (China) Forum was held in Beijing. Vice Minister Wu Xiaoqing made an important speech at the Forum.
On June 28, MEP briefed on the media that MEP would, together with NDRC, Ministry of Supervision, Ministry of Finance, Ministry of Housing and Urban-Rural Development, and Ministry of Water Resources, soon evaluate the performances of 22 provinces, autonomous regions and municipalities in key watersheds including the Huaihe River, Haihe River, Liaohe River, Songhua River, the Three Gorges Reservoir Area and its upper reaches, the middle and upper reaches of Yellow River, Taihu Lake, Chaihu Lake, and Dianchi Lake area in implementing the 11th Five-Year Plan for water pollution control in 2009. The evaluation results indicated that 80 percent of the monitored sections reached water quality standards and 60 percent of the scheduled pollution treatment projects were concluded, and that progress was made in implementing the 11th Five-Year Plan for water pollution control in 2009.
On June 30, the inter-ministerial joint meeting on the prevention and control of water pollution in the Three Gorges Reservoir Area and its upper reaches was held in Chongqing Municipality in southwest China. Vice Minister Zhang Lijun chaired the meeting and noted that efforts should be made to deepen the rehabilitation policies and measures, and enable the Three Gorges Reservoir to benefit more the economic and social development. Officials concerned and members of the joint meeting from MEP, NDRC, Ministry of Finance, Ministry of Housing and Urban-Rural Development, Ministry of Transport, Ministry of Water Resources, the Executive Office of the State Council Three Gorges Project Construction Committee, Yangtze River Water Resources Committee, China Three Gorges Corporation, and the people's governments of five provinces including Hubei Province, Chongqing Municipality, Sichuan Province, Guizhou Province, and Yunnan Province attended the meeting.
