Calendar in May 2010
On May 4, MEP Minister Zhou Shengxian met in Beijing with a delegation headed by Nikolaus Berlakovich, Austrian Federal Minister for Agriculture, Forestry, Environment and Water Management. Both sides exchanged opinions on issues of common concern such as enhanced cooperation in the environment field.
On the same day, MEP endorsed five national environmental protection standards including Technical requirement for environmental labeling products-Cases and bags, which would go into effect as of July 1, 2010, in order to implement the Environmental Protection Law of the People's Republic of China, protect the environment and facilitate technological advances.
On the same day, MEP endorsed the Entities Qualified for Environmental Impact Assessment for Construction Projects (2nd group in 2010).
On May 5, the State Council organized the national teleconference on energy conservation and emissions reduction, mobilized resources and made arrangements for the work in this regard. Premier Wen Jiabao made an important speech. He stressed that we should regard the energy conservation and emissions reduction as one of the key tasks for enhancing macro control, for economic restructuring and for the change of the development mode; we should be highly responsible for the country, for the people and for the history, be more resolved and make greater efforts to ensure that the targets set forth in the 11th Five-Year Plan for energy conservation and emissions reduction were met. Vice Premier Li Keqiang chaired the teleconference. Vice Premiers Hui Liangyu, Zhang Dejiang and Wang Qishan, and State Councilors Liu Yandong, Liang Guanglie, Ma Kai and Meng Jianzhu attended it. Heads of NDRC, Ministry of Industry and Information Technology, people's governments of Hebei Province and Shandong Province and Anshan Iron and Steel Group Corporation spoke at the teleconference. Heads of provinces, autonomous regions and municipalities directly under the Central Government and Xinjiang Production and Construction Corp, heads of departments under the State Council, and heads of relevant central and local enterprises observed the meeting. Heads of relevant departments from the CPC Central Committee, National People's Congress, and CPPCC as well as the General Logistics Department of PLA also attended the meeting on invitation.
On the same day, the symposium of MEP cadres and staff that went to Yushu Autonomous Prefecture for post-earthquake disaster relief was held in Beijing. Eleven representatives of the working groups working in the frontlines in Yushu attended the meeting and made speeches. At first, the meeting conveyed the condolence of Minister Zhou Shengxian on the working groups in Yushu Autonomous Prefecture in Qinghai Province and his gratitude for their hard work.
On the same day, the portal of the Chinese Government issued the Circular of the State Council on Working Harder to Achieve the Targets Set forth in the 11th Five-Year Plan for Energy Conservation and Emissions Reduction, providing that China would work harder on 14 aspects and make sure to achieve the targets set forth in the 11th Five-Year Plan, that is, to reduce the energy consumption per unit of GDP by 20%.
On May 6, Wu Hanfei, Director of the Leading Cadres Examination and Test Center under the Department of Organization of CPC Central Committee, headed a delegation to MEP for investigation and gave full recognition to MEP's practices and achievements made in making cadres to take up a job through competition and examination and testing.
On the same day, MEP printed and distributed the Circular on Doing Well in the Publicity of the 2010 World Environment Day.
On the same day, MEP approved the environmental impact assessment statements of the 500 kV power transmission and transformation project (adjusted) in west Anyang City in Henan Province in central China.
On the same day, MEP began to solicit opinions on Standard for the assessment of biodiversity (exposure draft) and other documents.
On May 7, the seminar on ecological environmental protection in western regions, which was organized by MEP as entrusted by the Department of Organization under CPC Central Committee, opened in Chengdu City in Sichuan Province in southwest China. Party and government leaders in charge of environmental protection and from 54 counties (county-level cities and districts) in nine provinces (autonomous regions and municipality) including Sichuan Province, Chongqing Municipality, Shaanxi Province, Gansu Province, Guizhou Province, Ningxia Autonomous Region, Tibet Autonomous Region, Qinghai Province and Xinjiang Autonomous Region took part in the seminar. MEP Chief Engineer Wan Bentai attended the opening ceremony and made a topic report on "advancing the building of conservation culture and actively exploring a new path to environmental protection".
On the same day, MEP printed and distributed the Application Form for Environmental Check and Acceptance of Construction Project upon Completion.
On May 8, MEP Minister Zhou Shengxian honored a banquet in Beijing Hotel to foreign Environmental Ministers attending the International Cooperation Conference on Green Economy and Climate Change, including Indian Minister of Environment and Forests Jairam Ramesh, Mexican Environment Minister Juan Rafael Elvira, Indonesian Environment Minister Gusti Muhammad Hatta, and Grenada Environment Minister Michael Church. Zhou Shengxian extended warm welcome to the distinguished guests who came to China for the International Cooperation Conference on Green Economy and Climate Change, and exchanged opinions with these Environment Ministers on environmental issues of common concern as well as intensified cooperation in environment field. The Environment Ministers of India, Mexico, Indonesia, and Grenada appreciated China's achievements in environmental protection in recent years and agreed with Zhou on strengthening environmental cooperation. They agreed to intensify cooperation and communications, learn from each other and make greater contributions to protecting earth, the home on which mankind depends for survival.
On the same day, one of the sub-forums on the sidelines of the International Cooperation Conference on Green Economy and Climate Change, the Sub-forum on Green Economy and Sustainable Development was held in China National Convention Center in Beijing. Vice Minister Wu Xiaoqing attended the sub-forum and delivered a speech on "Speeding up the Development of Green Economy and Promoting Sustainable Development". The sub-forum was organized by Environment Development Center under MEP, and assisted by Policy Research Center for Environment and Economy, and Center of Publicity and Education. Representatives from relevant ministries and commissions, local governments, businesses and scientific research institutions attended the sub-forum and made speeches and discussions on green economy and sustainable development. The exhibition on China's achievements in eco-environmental conservation was held on the sidelines of the sub-forum.
From May 7 to 9, the International Cooperation Conference on Green Economy and Climate Change was held in Beijing. Environment Ministers, officials and climate change negotiators from India, Mexico, Indonesia, and Grenada attended the conference.
On May 10, Minister Zhou Shengxian chaired the executive meeting of MEP, forwarded the guidelines of the executive meeting of the State Council and the teleconference on energy conservation and emissions reduction, and listened to the reports on the assessment of the reduction of total amount of major pollutants in 2009. The meeting also considered other matters. Vice Ministers Pan Yue and Zhang Lijun, head of the Discipline Inspection Group Fu Wenjuan, member of the leading Party Group and Director General of the General Office Hu Baolin and Chief Engineer Wan Bentai attended the meeting. Heads of relevant MEP departments observed the meeting.
On the same day, the 2010 annual academic meeting of Chinese Society for Environmental Sciences & the Consultation Meeting for the 12th Five-Year Plan for Environmental Protection & the Global Environment Forum of Chinese Scientists, which were organized by Chinese Society for Environmental Sciences together with Chinese Academy for Environmental Planning under MEP, was held in Shanghai Municipality. MEP Vice Minister Zhou Jian and Secretary of China Association for Science and Technology Feng Changgen addressed the meeting. More than 1,600 people attended the meeting, including members with Chinese Academy of Sciences and Chinese Academy of Engineering, experts and scholars from environmental, economic and social circles, representatives from scientific research institutions, higher educational institutions, environmental S&T businesses, owners of environmental scientific and technological findings, as well as international environmental scientists who were mainly overseas Chinese scientists.
On the same day, MEP printed and distributed the Circular on Evaluation of the Performance in Management of National Nature Reserves.
On the same day, MEP began to solicit opinions on Technical specification of flue gas ammonia desulfurization projects for thermal power plant (exposure draft).
On May 11, the meeting of the Steering Committee for China-France Cooperation on Nuclear Safety was held in Beijing. MEP Vice Minister and Administrator of National Nuclear Safety Administration (NNSA) Li Ganjie attended the meeting and noted that it has been the wide consensus of the Chinese society to promote the development of nuclear power and that we should follow the principle of "being independent, open, legal, rational, and effective", enhance the regulation over nuclear safety in major links including the law-making, licensing, supervision, enforcement, monitoring and emergency response, and try to achieve the sound, fast and safe development of nuclear power. The meeting had thorough communications on the status quo of and the plans for the development of nuclear power in the two countries, and the difficulties and problems concerning the oversight over nuclear safety. It also had thorough communications and discussions on special topics such as oversight over the manufacturing of equipment, inspection over in-service facilities, and the management of radioactive wastes.
On May 13, MEP organized the teleconference on implementing the arrangements by State Council on energy conservation and emissions reduction work. Minister Zhou Shengxian stressed that local areas and environmental protection departments at all levels should seriously implement the decisions and arrangements of the Central Government, unify their thoughts, make greater efforts, be more resolved, and ride on the momentum to ensure the achievement of the emissions reduction targets set forth in the 11th Five-Year Plan. The meeting was chaired by Vice Minster Zhang Lijun, Vice Ministers Pan Yue and Wu Xiaoqing, head of the Discipline Inspection Group Fu Wenjuan, member of the leading Party Group and Director General of the General Office Hu Baolin, and Chief Engineer Wan Bentai attended the meeting. Principals of local environmental protection departments attended the meeting at the branch meeting room, and principals of the EPBs of Yunnan Province, Hunan Province, Jiangsu Province, Hebei Province and China Power Investment Corporation made speeches at the branch meeting room.
On the same day, MEP Vice Minister Li Ganjie met in Beijing with a delegation from Japan Business Federation. Both sides exchanged opinions on further cooperation in environment field.
On the same day, MEP issued the list of the second group of entities with qualification certificates for operation of environmental pollution treatment facilities and the entities with alternations on their certificates.
On May 14, the training seminar on environmental protection and climate change & the pre-training seminar for a delegation of officials from central State organs going for trainings in Singapore were held in Beijing. The training seminar was sponsored by the Organization Department of the CPC Central Committee and organized by MEP. Principals from the Organization Department of the CPC Central Committee, MEP, China Meteorology Administration, Ministry of Science and Technology, All-China Federation of Trade Unions, and Chinese People's Institute of Foreign Affairs were members and MEP Vice Minister Zhang Lijun was head of the delegation. Zhang noted in the pre-training seminar that the overseas trainings might help the officials to foster the world vision and strategic thoughts, learn advanced experience and technologies on environmental protection and energy conservation, and better promote the energy conservation and emissions reduction work in our country.
On the same day, MEP organized the second meeting of the leading group for treatment of prominent problems in the construction areas. The meeting listened to the reports made by 12 inspection groups on inspecting 30 provinces (autonomous regions and municipalities directly under the Central Government). Vice Minister Wu Xiaoqing and head of the Discipline Inspection Group Fu Wenjuan attended the meeting and delivered important speeches. The meeting was chaired by Vice Minister Wu Xiaoqing, the principals of 14 members of the leading group, the heads of 12 special supervision and inspection groups and the principals of relevant affiliated institutions attended the meeting.
On the same day, MEP issued a notice to end the supervision on the environmental violation cases of the small refineries in Suining City of Sichuan Province in southwest China.
From May 13 to 14, the national working conference on archives of the environmental protection system was held in Dongguan City of Guangdong Province in South China. MEP Vice Minister Zhou Jian and Deputy Administrator of State Archives Administration Li Minghua attended the meeting and made important speeches. Nearly 200 participants including officials-in-charge, office directors and relevant staff from the EPBs of provinces, autonomous regions, and municipalities directly under the Central Government, as well as their regional offices and affiliated institutions attended the conference. They inspected the ecological environmental conservation and archives management in Dongguan City. Member of the leading Party Group and Director General of the General Office of MEP made a wrap-up speech.
On May 17, MEP released the information on follow-up supervision of the environmental inspection of public companies.
On the same day, MEP printed and distributed the Circular on Fulfilling the Commitments to Completing the Environmental Inspection on Public Companies within a Limited Period.
On May 18, Li Keqiang, member of the standing committee of the Political Bureau of the CPC Central Committee, Vice Premier of the State Council and Chairman of China National Committee for DIVERSITAS, chaired the plenary meeting of China National Committee for DIVERSITAS and delivered a speech. He stressed that we should follow the requirements for building conservation culture, obey the rule of nature and rule of development, integrate the biodiversity conservation with better development, combine the effective conservation with rational use of resources, accelerate the change of economic development mode, and promote sustainable development. Members with China National Committee for DIVERSITAS and heads of relevant departments attended the meeting. Zhou Shengxian, Vice Chairman of China National Committee for DIVERSITAS and MEP Minister, spoke at the meeting, which considered relevant documents of China on biodiversity conservation.
On the same day, the Chinese and Russian environmental protection departments jointly monitored for the first time the quality of cross-boundary waters during the ice-free period of 2010 near the river section of Kalun Mountain in the upper reaches of Heihe River in Heilongjiang Province. With joint monitoring over three years, the experts from Chinese and Russian environmental protection departments confirmed that Heilongjiang River enjoyed good water quality.
On the same day, MEP began to solicit opinions on Technical requirement for environmental protection product-Portable Rapid Oil Smoke Detector(exposure draft)  and Technical requirement for environmental protection product-Fast Analyzer for Detergent in Gasoline by Thin-Layer Chromatography (exposure draft).
On May 19, Ministry of Finance and MEP signed the agreements on demonstration project on treatment of rural environment with eight provinces (autonomous regions and municipalities directly under the Central Government) including Liaoning Province, Jiangsu Province, Zhejiang Province, Fujian Province, Hubei Province, Hunan Province, Chongqing Municipality, and Ningxia Autonomous Region. Vice Minister of Ministry of Finance Zhang Shaochun, MEP Vice Minister Li Ganjie and provincial principals from the eight provinces (autonomous regions and municipalities directly under the Central Government) signed on the agreement. Executive Deputy Governor of Liaoning Province Xu Weiguo and Vice Chairman of Ningxia Hui Autonomous Region Zhao Xiaoping delivered speeches at the signing ceremony on behalf of the demonstration provinces.
On the same day, the environmental protection bureau of Qinghai Province sent a letter to the national environmental protection system to express its gratitude for their supports and helps in the aftermath of Yushu Earthquake.
On the same day, MEP issued a circular to end the supervision on the environmental violation cases of small iron-makers in Xuanwei City of Yunnan Province, Wulong Gold Mining Co., Ltd. in Liaoning Province and COFCO Tunhe Co., Ltd. in Xinjiang Uygur Autonomous Region.

On May 21, Vice Minister Li Ganjie met in Beijing with a visiting delegation headed by Renata Lok-Dessallien, UNDP Representative in China. Both sides exchanged opinions on intensifying cooperation in environment field.
On the same day, MEP printed and distributed the Circular on Relevant Issues Concerning the Application for 2010 Projects Funded by the Special Fund for Reduction of Major Pollutants under the Central Budget.
On the same day, MEP printed and distributed Circular on Holding the First National Skill Contest among Environmental Monitoring Technicians.
On May 22, MEP Minister Zhou Shengxian, who was in Hokkaido, Japan for the 12th Tripartite Environment Ministers' Meeting among China, Japan and South Korea (TEMM), met with his Japanese counterpart Sakihito Ozawa and South Korean counterpart Lee Mann-Ee. They also planted trees of friendship near Lake Shikotsu, Hokkaido before the TEMM, to commemorate the International Day of Biodiversity and the 12th TEMM.
On the same day, the inauguration ceremony for the monument for China Action Plan for International Year of Biodiversity was held in Beijing Zoo. Li Ganjie, MEP Vice Minister and Secretary General of Chinese National Committee for DIVERSITAS (CNC_DIVERSITAS), attended the ceremony and delivered a speech. UNDP representative in China and representatives of scientists and college social groups made remarks in the inauguration ceremony. More than 200 people, including members of the CNC_DIVERSITAS and representatives of international organizations, NGOs and college students in Beijing participated in this event.
On the same day, the second General Assembly of All-China Environment Federation (ACEF) was held in Beijing. It elected members of the Bureau for the 2nd Council. Song Jian was elected as Chairman of ACEF, twenty-four persons including Zhou Shengxian and Xie Zhenhua were elected as Vice Chairmen, and 443 were elected as Council members, among which 171 ones were executive Council members. Vice Chairman of CPPCC National Committee Zhang Rongming attended the assembly and delivered a speech. She gave full recognition to the work and achievements of ACEF and expressed her expectations. MEP Vice Minister Zhou Jian addressed the assembly.
From May 22 to 23, as invited by Japanese Environment Minister, MEP Minister Zhou Shengxian headed a delegation to Hokkaido, Japan for the 12th Tripartite Environment Ministers' Meeting among China, Japan and South Korea (TEMM). Japanese Environment Minister Sakihito Ozawa and South Korean Environment Minister Lee Mann-Ee attended the meeting. Zhou Shengxian and his Japanese and South Korean counterparts exchanged the latest developments of environmental policies in their countries. They considered and adopted the Joint Declaration of Tripartite Environment Ministers' Meeting among China, Japan and South Korea and Joint Action Plan of China, Japan and South Korea on Environmental Cooperation.
On May 25, MEP printed and distributed the Reply on Indentifying Twenty Three Entities Including Jincheng Municipal Environmental Supervision Branch in Shanxi Province as 2009 National Grade I Entities Qualified for Standardization of Environmental Supervision.
On May 26, the research program on clear air in regions and urban areas, which was organized by MEP and U.S. Energy Foundation, was officially inaugurated.
On May 27, the first staff sports meeting of MEP departments, with the purpose of "enabling the staff to be healthier, disseminating the spirits of environmental protection, and improving the study-minded, honest, effective, service-oriented, clean and conservation-minded government", and with the theme of "solidarity, ethic and morality, innovation and fighting spirits", was held in Beijing Normal University. MEP Minister Zhou Shengxian addressed the opening ceremony and announced the inauguration of the sports meeting. MEP Vice Ministers Pan Yue and Zhou Jian, head of the Discipline Inspection Group Fu Wenjuan, member of the leading Party Group and Director General of the General Office Hu Baolin, Chief Engineer Wan Bentai, Chief Engineer for Nuclear Safety Lu Xinyuan, and senior leaders Zhu Guangyao, Wang Xinfang, Zeng Xiaodong, Wang Yangzu, and Ye Ruqiu attended the sports meeting.
On May 28, the third staff sports meeting of the departments under the Central Government, which was organized by the Work Committee of Central Government Departments and General Administration of Sport, opened in National Olympic Sports Center. Member of the Standing Committee of the Political Bureau of the CPC Central Committee and Vice Premier Li Keqiang announced the opening of the sports meeting. Ma Kai, State Councilor, Secretary General of the State Council and Secretary of the Work Committee of Central Government Departments, delivered the opening address. Deputy Chairman of the Standing Committee of NPC Lu Yongxiang and Attorney General of the Supreme People's Procuratorate Cao Jianming attended the opening ceremony, which was chaired by Yang Yanyin, Executive Deputy Secretary of the Work Committee of Central Government Departments. MEP Minister Zhou Shengxian attended the opening ceremony and the activity of walking with general strides.
From May 26 to 28, MEP Vice Minister Li Ganjie and his Kazakhstan counterpart Turmagambetov Mazhit Abdykalykovich held a special meeting in Beijing, discussing the text of the Agreement between the Government of the People's Republic of China and Government of the Republic of Kazakhstan on Conservation of Water Quality of Trans-boundary Rivers, the main contents of the Agreement between the Government of the People's Republic of China and Government of the Republic of Kazakhstan on Environmental Protection, as well as their implementation mechanisms. The meeting was held in a frank and friendly atmosphere. Both sides reached consensus on the draft text of Agreement between the Government of the People's Republic of China and Government of the Republic of Kazakhstan on Conservation of Water Quality of Trans-boundary Rivers, and signed the summary recordings. Heads of the Chinese and Kazakhstan delegations spoke highly of and appreciated the outcomes of the meeting.
On May 31, MEP Chief Engineer on Nuclear Safety Lu Xinyuan and Norwegian State Secretary Heidi Sørensen attended the China-Norway High-level Business Roundtable Meeting in the Norwegian Pavilion of Shanghai Expo. The theme of the roundtable meeting was response to climate change and environmental protection.
