On Apr. 1, Ministry of Environmental Protection, Ministry of Commerce and Ministry of Science and Technology jointly issued a Circular on Consent to Building Industrial Parks including Zhangjiang High-tech Industrial Development Park of Shanghai and National Ecological and Industrial Demonstration Park, Circular on Approving Weifang Binhai Economic-Technological Development Area as National Ecological and Industrial Demonstration Park and Circular on Approving Wuxi New Area (High-tech Industrial Development Area) and Yantai Economic-Technological Development Area as National Ecological and Industrial Demonstration Parks.
On Apr. 2, the fifth inter-ministerial meeting on protection of biological resources was held in Beijing. Deputy Secretary-General of the State Council, Zhang Yong, attended the meeting and MEP Minister Zhou Shengxian chaired the meeting. Zhou noted that effort should be made to give full play to the role of inter-ministerial meeting so as to promote protection of biological resources and make more contributions to safeguarding national eco security and long-term interest. Zhang Yong fully recognized the achievement of preliminary investigation of biological resources and law enforcement inspection and the important role of the meeting in protecting biological resources. The meeting adopted Work Report on the 5th Inter-ministerial Meeting on Biological Resource Protection, China Action Plan for 2010 International Year of Biodiversity and China Strategy and Action Plan for Biodiversity Conservation (review draft). The list of 2nd expert committee for protection of biological resources was also announced. Participants of the meeting include representatives from Ministry of Foreign Affairs, staff and contacts from member organizations of the meeting such as NDRC, Ministry of Education, Ministry of Science and Technology and Ministry of Finance as well as representatives from related departments of MEP and the 2nd expert committee of the protection of biological resources.
On the same day, MEP and General Administration of Quality Supervision, Inspection and Quarantine formulated Measures on Safety Management of Import and Export of Microbial Blends in Environmental Protection in order to strengthen management of environmental safety involving import and export of microbial blends for environmental protection and safeguard environmental safety. The Measures will take effect as of May 1, 2010.
On Apr. 5, head of Discipline Inspection Group of MEP Fu Wenjuan led a team to evaluate the plan for water pollution prevention and control in key river basins. They went to counties and districts of Haibei, Xining and Haidong of Qinghai Province and inspected the implementation of Plan for Prevention and Control of Water Pollution in Upper and Middle Reaches of the Yellow River. Vice Governor of Qinghai Ma Shunqing accompanied the evaluation team for inspection.
On Apr. 7, an on-site meeting for building national model city for environmental protection was held in Yichang, Hubei Province. MEP Vice Minister Zhang Lijun attended the meeting and made remarks. Vice Governor of Hubei Province Zhang Tong also attended the meeting and made remarks.
On the same day, MEP issued a Circular on Further Standardizing Regular Announcement System of Manufacturers Falling Short of Environmental Standard.
On Apr. 8, the Committee on Environmental Baseline and Standard, Chinese Society for Environmental Sciences, held its 2010 symposium in Beijing. Academician of Chinese Academy of Sciences Fu Jiamo, Academicians of Chinese Academy of Engineering Tang Xiaoyan and Wei Fusheng delivered keynote speeches on environmental standard of their respective research area.
On the same day, MEP Minister Zhou Shengxian met with Norbert Röttgen, Federal Minister for the Environment, Nature Conservation and Nuclear Safety of Germany in Beijing. They exchanged views on furthering cooperation on environmental issues of common interest.
On the same day, MEP Vice Minster Li Ganjie led an assessment team consisting of experts from MEP, Ministry of Housing and Urban-Rural Development, Ministry of Water Resources to Hebei Province on an inspection tour. They checked the implementation of 2009 Plan of Hebei Province for Prevention and Control of Water Pollution of the Haihe River Basin and fully affirmed their achievement.
On Apr. 9, MEP Vice Minister Zhou Jian headed the second inspection team to Yunnan Province for the implementation of plan for prevention and control of water pollution of key river basins. They checked the implementation of Yunnan's Plan for Prevention and Control of Water Pollution in Key River Basins in 2009.
On the same day, a teleconference was held in Beijing jointly by MEP, NDRC, Ministry of Industry and Information Technology, Ministry of Supervision, Ministry of Justice, Ministry of Housing and Urban-Rural Development, State Administration for Industry and Commerce, State Administration of Work Safety and State Electricity Regulatory Commission. They arranged work on the special campaign for correcting illegal polluters and safeguarding public health in 2010. MEP Minister Zhou Shengxian noted in his remarks on behalf of the nine departments under the State Council that effort would be made to strengthen supervision of environmental law enforcement and punish various environmental violations through strict investigation in order to solve a host of preeminent environmental problems harming public health and affecting sustainable development. MEP Vice Minister Zhang Lijun chaired the meeting. Miao Wei, Vice Minister for Industry and Information Technology, Hao Mingjin, Vice Minister for Supervision, Zhong Youping, Vice Minister for Commerce and Industry, Wang Yumin, Vice Chair of State Electricity Regulatory Commission, Li Bingren, Chief Economist of Ministry of Housing and Urban-Rural Development and officials from NDRC, Ministry of Justice and Administration of Work Safety all raised specific requirements on the campaign. Over 70000 people attended the meeting at parallel sessions including principals of governments of all provinces, autonomous regions, municipalities, cities specifically designated in the state plan and Xinjiang Production & Construction Corps. and supervisors of related departments.
On the same day, a teleconference was held by the Office of the Leading Group of the State Council on the 1st National Census of Pollution Sources, MEP, National Bureau of Statistics and Ministry of Agriculture for the review and recognition of the work. Member of the Standing Committee of the Political Bureau of CPC Central Committee, Vice Premier and Head of the leading group, Li Keqiang sent a letter to the meeting, recognizing the achievement of the census and stressing the need to make full use of the census results, strengthen environmental protection and pollution control and promote ecological civilization and balanced and sustainable development. Deputy Head of the leading group, MEP Minister Zhou Shengxian reviewed the work on the census. The meeting recognized advanced organizations and individuals in the census. MEP Vice Minster Zhang Lijun chaired the meeting. Vice Minister for Agriculture Zhang Taolin read out Decision on Commending Advanced Organizations and Individuals in the 1st National Census on Pollution Sources issued by the leading group office, MEP, National Bureau of Statistics and Ministry of Agriculture. 1470 model organizations and 8048 individuals were recognized for their great contributions. Kunshan EPB, Jiangsu Province and Chongqing Agricultural Committee made speeches on behalf of model organizations and Lou Tao, representative of advanced individuals from Hengyang EPB, Hunan Province also made remarks. Over 140 people participated in the meeting including Wang Yuqing, Deputy Director of leading group office for national census of pollution sources, staff from National Bureau of Statistics, members of the leading group office and representatives of advanced organizations and individuals. Staff of local departments attended the meeting at parallel sessions.
On Apr. 12, Member of the Standing Committee of the Political Bureau of CPC Central Committee, also Vice Premier Li Keqiang made important instructions on the special campaign on correcting illegal polluters and safeguarding public health. He expressed gratitude to all staff for the smooth progress of the campaign and new achievement in 2009 thanks to the joint effort of local authorities and departments concerned. However, he reminded people to keep in mind that China was facing a mounting pressure of environmental pollution, which exerted increasingly evident restriction on development. This was also a major issue relating to people's well being. In the new year, all staff are expected to make unremitting effort as required by the need of accelerating the mode of economic development, stepping up environmental improvement and law enforcement supervision, making thorough investigation of environmental cases and imposing punishment according to law and establishing and improving a system of restraint and incentives for corporate performance of pollution control, in a bid to make more contributions to realization of environmental targets for the 11th Five-Year Plan period, improvement of production and living environment and people's life quality.
On the same day, MEP called for comments on Emission Standard of Air Pollutants for CRT Glass Industry (second draft for comments).
On Apr. 14, MEP and Fujian Provincial People's Government signed a Cooperative Agreement on Jointly Promoting Accelerated Construction of West Bank Economic Zone of Taiwan Strait in Fuzhou. MEP Minister Zhou Shengxian and Governor of Fujian Province Huang Xiaojing signed the agreement. Party Secretary of Fujian Province and Director of the Standing Committee of the provincial NPC Sun Chunlan attended the signing ceremony. The ceremony was chaired by Zheng Songyan, the provincial governor assistant. Member of the standing committee of provincial NPC and the Executive Provincial Governor Zhang Changping, Member of the standing committee of provincial NPC and Secretary General Yang Yue were also present at the ceremony.
On the same day, MEP Chief Engineer on Nuclear Safety Lu Xinyuan led an inspection team made up of staff from six ministries including MEP and NDRC to Jiangsu Province. They checked the implementation of 2009pollution control projects in the Taihu Lake basin and Huaihe River basin.
On the same day, the first bridge tournament of environmental protection system hosted by MEP closed in Xi'an. 37 teams across the national environmental system competed with one another for two and a half days. As a result, Shannxi Provincial EPB won the first prize, followed by EPB of Inner Mongolia and Tianjin Municipal EPB. MEP Vice Minister Zhou Jian awarded cups and certificates to winners.
On Apr. 14, MEP Vice Minister Zhou Jian convened an emergency response meeting attended by supervisors of related departments in the wake of Yushu earthquake. They discussed deployment of work and set up a leading group headed by Minister Zhou Shengxian. The contingency plan was also initiated.
On Apr. 15, experts and technical staff from MEP, Environmental Emergency Response and Accident Investigation Center and Environmental Supervision Center of Northwest China arrived at Xining and went to Yushu area accompanied by Zhao Haoming, Director General of Qinghai Provincial EPB for disaster relief and emergency response.
On the same day, Yushu Headquarters for Earthquake Disaster Relief issued an Urgent Notice on Prevention and Response to Secondary Environmental Pollution from Earthquake Disaster and put forward specific requirements in order to effectively prevent possible environmental pollution and guarantee environmental safety.
On the same day, MEP called for comments on Technical Policy on Pollution Prevention and Control from Lead and Zinc Smelting (draft for comments), Technical Specifications for Dry-detoxification Treatment and Disposal Engineering on Chromium Residue (draft for comments) and Discharge Standard of Pollutants for Laboratory of Highly Pathogenic Microorganism (second draft for comments).
On Apr. 16, MEP coordinated experts right after Yushu earthquake to prepare Technical Guidelines for Drinking Water Safety during Disaster Relief Operations and Reconstruction, Technical Guidelines for Safe Disposal of Solid Waste during Disaster Relief Operations and Reconstruction and Guidelines for Post-disaster Clearing of Hazardous Waste and Chemicals- Manual for On-site Operations. These materials were sent to the quake-hit area to guide pollution control and safeguard public health and eco security.
On the same day, selection of 2009 Green China •Person of the Year was launched in Beijing. The official website formally opened which allowed the public to participate in judgment.
On the same day, MEP approved Farmland Environmental Quality Evaluation Standards for Livestock and Poultry Production as national environmental standard for the purpose of implementing Environmental Protection Law of the People's Republic of China, preventing and controlling environmental pollution, safeguarding human health and protecting ecological environment. The standard will take effect as of July 1, 2010.
On the same day, MEP issued a Circular on Discriminating the Property of Wastewater Treatment Facilities Relating to Sludge Generation.
On the same day, MEP developed Guidelines for instrument production on environmental administrative punishment in order to strengthen regulation and direction of instrument production.
On the same day, MEP called for comments on Measures on Safety and Protection of Radioisotopes and Radiation Apparatus (draft for comments).
On Apr. 17, MEP sent environmental monitoring equipment and supplies worth of six million yuan to Yushu, Qinghai to support disaster relief operations.
On Apr. 18, Secretary of MEP's leading Party Members Group, also Minister Zhou Shengxian held an enlarged meeting, conveying the gist of the meeting held by the standing committee of the Political Bureau of CPC Central Committee on Apr. 17 and making arrangement for environmental emergency response in Yushu, Qinghai. Zhou stressed that all staff members should learn the principles in earnest and do a solid job of emergency response with a higher sense of responsibility. Effort must be made to have strict check on hidden environmental dangers, prevent secondary environmental disaster and ensure environmental security in the disaster area. MEP Vice Ministers including Pan Yue, Zhang Lijun, Wu Xiaoqing, Zhou Jian, Li Ganjie and head of the Discipline Inspection Group Fu Wenjuan, member of the leading Party members' group, also Director General of the General Office Hu Baolin, Chief Engineer Wan Bentai and Chief Engineer on Nuclear Safety Lu Xinyuan attended the meeting.
On April 19, MEP issued new models of vehicles and engines of the 52nd batch meeting national phase III emission standard and new vehicles and engines of the 28th batch meeting phase IV emission standard for vehicles.
On April 20, the 6th inspection team consisting of MEP and other ministries went to Luoyang, Kaifeng and Anyang of Henan Province to check the implementation of 2009 plan for water pollution control in key river basins.
On the same day, MEP announced China theme for 2010 World Environment Day, Low Emission and Green Life, calling on the public to do their bit to promote pollution reduction and lead a green life so as to make contributions to building ecological civilization and an environment-friendly society.
On the same day, MEP issued Outline for Planning and Finance of National Environmental Protection System in 2010 for the whole system to be better prepared for this year's work.
On Apr. 22, MEP Vice Minister Zhou Jian met with a delegation headed by Vice Chancellor of Cambridge University Prof. Alison Richard.
On the same day, Executive Director of UNEP Achim Steiner sent a letter to Minister Zhou Shengxian. In the letter, Steiner said, “I have learnt with great sorrow of the devastating earthquake that hit Qinghai on 14 April resulting in many casualties and destruction of property. I am deeply saddened by the event and wish to convey to you, and through you, to the Government and people of China my heartfelt sympathy. At this difficult time, if UNEP can provide any assistance to the efforts already being undertaken by the Chinese Government in addressing the crisis, please do not hesitate to call upon us.”
On the same day, MEP issued Circular on Promoting Clean Production of Key Enterprises.
From Apr. 21 to 22, MEP held 2010 national work meeting on environmental law enforcement in Wuxi, Jiangsu Province. The meeting reviewed environmental law enforcement in 2009 and made arrangement for 2010. MEP Vice Minister Zhang Lijun attended the meeting and made remarks. Over 200 peopled participated in the meeting including supervisors from provincial, autonomous regions and municipal EPBs, Xinjiang Production and Construction Corps, head of EPBs of cities specifically designated in the state plan as well as staff in charge of environmental supervision centers.
On Apr. 23, MEP held a meeting to discuss mechanism building to supervise exercise of powers. Head of Discipline Inspection Group Fu Wenjuan made remarks to mobilize the work. Work Plan of MEP on Building Mechanisms to Supervise Exercise of Power was announced at the meeting.
On the same day, MEP issued a Notice on Organization Application for Registration and Testing of New Chemical Substances.
On April 26, MEP issued a Notice on Strengthening Environmental Protection to Support Home Appliances to the Countryside in order to ensure smooth progress of the work.
On April 27, Head of Discipline Inspection Group of MEP Fu Wenjuan led an inspection team made up of officials from NDRC, Ministry of Supervision, Ministry of Finance, Ministry of Housing and Urban-Rural Development and Ministry of Water Resources to Sichuan Province to check the implementation of plan for water pollution prevention and control in key river basins. They went to the Three Gorges Reservoir to inspect water pollution control in the upper reaches.
On April 28, the 8th inspection team consisting of MEP, Ministry of Housing and Urban-Rural Development and other ministries went to Shannxi Province and Ningxia Hui Autonomous Region to check the implementation of Plan of Water Pollution Prevention and Control in the Upper and Middle Reaches of Yellow River.
On the same day, Premier Wen Jiabao held an executive meeting of the State Council, stressing the need to work harder to meet the emission reduction target of the 11th Five-Year Plan period.
On the same day, a new book Environmental Awakening-United Nations Conference on the Human Environment and the First Conference on Environmental Protection in China, co-authored by Qu Geping and Peng Jinxin, was launched in the Great Hall of the People. MEP Vice Minster Pan Yue sent a written address to the symposium. Vice Chair of Environmental Protection and Resources Conservation Committee, National People's Congress, Zhang Wentai, and Vice Chair of the Committee of Population, Resources and Environment, CPPCC, Wang Yuqing attended the meeting and gave a speech.
On Apr. 29, MEP Minister Zhou Shengxian met with visiting Italian Minister for the Environment, Land and Sea, Ms. Stefania Prestigiacomo in Beijing. They exchanged views on environmental issues of common concern.
On the same day, Chinese Academy for Environmental Planning was honored with Globe Sustainability Research Award as runner-up for its outstanding achievement and contributions to the development of green national economic accounting system.
From Apr. 26 to 29, MEP Minister Zhou Shengxian went to Henan Province to explore the issue of guaranteeing water quality of North-South Water Diversion Program, strengthening rural environmental protection and stepping up emission reduction and energy conservation. He made inspections in Zhengzhou, Kaifeng, Luoyang, Pingdingshan and Nanyang and exchanged views with local officials and staff members.
