On March 1, the seventh China-Thailand Friendship Workshop, which was sponsored by MEP and the Office of Princess Maha Chakri Sirindhorn of Kingdom of Thailand, opened in Bangkok, Thailand. The theme was rural clean development. MEP Chief Engineer for Nuclear Safety Lu Xinyuan headed a delegation to the workshop. Her Royal Highness Princess Sirindhorn also attended the meeting.
On March 2, MEP Vice Minister Zhang Lijun and Deputy Administrator of State Oceanic Administration Wang Fei signed in Beijing the Framework Agreement on Establishing and Improving the Working Mechanism for Communications and Cooperation on Marine Environmental Protection on behalf of MEP and State Oceanic Administration respectively, which signaled a new era where overall arrangements would be made by marine departments and land environmental protection departments to protect the marine environment.
On the same day, MEP organized the compilation of Guideline on Best Available Technologies of Pollution Prevention and Control for Treatment and Disposal of Sludge from Municipal Wastewater Treatment Plant (on Trial), in order to promote the technological progress on pollution prevention and control for treatment and disposal of sludge from municipal wastewater treatment plants.
On the same time, MEP printed and distributed the Circular on Doing Well in the Quantitative Assessment of the Comprehensive Environmental Treatment in Nationwide Cities in 2010.
On the same day, MEP began to solicit opinions on the regulations and requirements concerning the environmental protection of the import of wastes.
On March 3, MEP developed the Measures on the Use of the Qualification Label for Assessment of the Automatic Monitoring Equipment for Pollution Sources in Enterprises under State Key Monitoring Program.
On March 4, MEP, Ministry of Human Resources and Social Security, and All-China Federation of Trade Unions set up the leading group for the first phase of skill contest among environmental monitoring technicians across the country as well as the office of the leading group.
On March 5, the third session of the 11th National People's Congress opened in Great Hall of the People, and Premier Wen Jiabao delivered a report on the work of the government. The report noted that the energy conservation, emissions reduction and environmental protection work made steady progress, and the energy consumption per unit of GDP decreased by 14.38% and the COD discharge and SO2 emissions were down 9.66% and 13.14% respectively during the first four years of the 11th Five-Year Plan period (2006-2010).
On the same day, MEP introduced the technical specifications for the national survey on biological species, in order to provide guidance and set standards for the survey.
On the same day, MEP printed and distributed the Circular on Further Canvassing the Allocation and Use of Environmental Protection Funds Secured since 2008.
On the same day, MEP began to solicit opinions on Method for estimation of environmental impact index of the light-duty vehicle (exposure draft).
On March 8, the activities in commemoration of the 100th anniversary of Women's Day were held in Beijing, with the theme of "striving for being outstanding women for environmental protection". Fu Wenjuan, member of the leading Party Group of MEP, Chief of the permanent Discipline Inspection Group, and member of the 10th Executive Committee of All-China Women's Federation, participated in the activities and delivered a speech. Liu Xiaoxing, National May Day Medal Winner from the Central government departments, and Yang Ke, representative of national 5-virtues family, delivered reports. The staff from the national environmental protection system gave art performances including the fashion show, solo, dance, cross talk, and Huangmei Opera, which fully demonstrated the high spirits of the women staff. More than 400 persons participated in the activities, including leaders from MEP departments and Beijing-based outposted institutions and affiliated institutions, as well as women staff from MEP departments and Beijing-based affiliated institutions.
On the same day, MEP Chief Engineer for Nuclear Safety Lu Xinyuan met with H.E. Dato' Misran Karmain, ASEAN Deputy Secretary General in ASEAN Secretariat in Jakarta, Indonesia. Both sides discussed the scenario and arrangements for implementing "China-ASEAN Environmental Cooperation Strategy 2009-2015" and planned to exchange opinions on the expected findings of the ninth Summit and Environment Ministers' Meeting among ASEAN, China, Japan and South Korea to be held in October 2010. Karmain also introduced the cooperation between ASEAN and other partners and hoped to work with MEP to promote the expansion and deepening of bilateral environmental cooperation. "China-ASEAN Environmental Cooperation Strategy 2009-2015" was adopted at the 8th Environment Ministers' Meeting on October 30, 2010. China-ASEAN Environmental Cooperation Center was also officially approved.
On the same day, MEP endorsed one of the national environmental protection standards, the Technical guideline on environmental safety application of chemical fertilizer, which would go into effect as of May 1, 2010, in order to intensify the prevention and control of agricultural non-point pollution and safeguarding people's health.
On March 10, MEP Minister Zhou Shengxian met in Beijing with the visiting former French Prime Minister Dominique de Villepin. Minister Zhou extended a warm welcome to Mr. Villepin and noted that the effective environmental protection measures adopted by China were among the reasons for its economic recovery. Zhou introduced the transportation problem in China as well as the main measures addressing automobile pollution. Zhou expressed his appreciation to French government for its supports to China Council for International Cooperation on Environment and Development, and said that France is a country with competitive nuclear power; China hopes to cooperate with France on nuclear safety and the disposal of spent fuel.
On the same day, a press conference was held in Great Hall of the People on the sidelines of the 3rd session of the eleventh National People's Congress. MEP Vice Minister Zhang Lijun attended the press conference and answered questions raised by the journalists. Zhang Lijun said that China would subject more pollutants to total amount control based on the findings of the first national survey on pollution sources. This move would substantially improve the environmental quality in the country in all facets. Director of the Environment and Resources Conservation Committee of NPC Wang Guangtao and NDRC Deputy Chairman Xie Zhenhua also answered questions on energy saving, emissions reduction and response to climate change.
On March 11, MEP endorsed one of the national environmental protection standards, Technical requirement for environmental labeling products-Wooden toys, which would go into effect as of June 1, 2010.

On March 12, MEP printed and distributed the Circular on Holding National on-the-spot Meeting for Building National Environmental Protection Model City.
On the same day, MEP entrusted the Environmental Protection Bureau of Tibet Autonomous Region to examine the environmental impact assessment statements for the project to protect the sites of the ancient Kingdom Guger in Ali Region of Tibet.
On March 15, the State Council gave written instructions to the Master Plan for Qaidam Circular Economy Pilot Area in Qinghai Province.
On the same day, MEP printed and distributed the Circular on Making Public the Evaluation Results of the 1st Phase of Excellent Documents from Ministry of Environmental Protection.

On March 16, MEP held in Beijing a videoconference on the evaluation of the implementation of the plan for prevention and control of water pollution in key river basins in 2009. MEP Vice Minister Zhang Lijun attended the videoconference to mobilize resources and make arrangements for the evaluation. Leaders of relevant departments under State Council such as NDRC, Ministry of Supervision, Ministry of Finance, Ministry of Housing and Urban-Rural Development, and Ministry of Water Resources, as well as staff from relevant MEP departments and Beijing-based affiliated institutions attended the meeting in the main meeting hall of MEP. The heads of the environmental protection departments of provinces, autonomous regions and municipalities directly under the Central Government in the key river basins as well as the staff involved in the evaluation and from environmental protection supervision centers attended the videoconference in the branch meeting room.
On the same day, the Plan of Wuxi City for Development of Conservation Culture passed the expert argumentation organized by MEP. Chief Engineer Wan Bentai attended the meeting.
On the same day, MEP (National Nuclear Safety Administration), Ministry of Public Security, Ministry of Health, General Administration of Customs, Ministry of Transport, Ministry of Railways, Civil Aviation Administration of China, and State Administration of Science, Technology and Industry for National Defense endorsed Classification and Catalogue of Radioactive Substances, which would go into effect as of March 18, 2010.
On March 17, MEP Vice Minister Li Ganjie met in Beijing with a delegation headed by Mr. Schneider, Chief Executive Officer of the World Economic Forum. Both sides exchanged views on the enhanced cooperation in environment field.
On the same day, at the meeting for appointment of leadership for China-ASEAN Environmental Protection Center, MEP Vice Minister Li Ganjie noted that China-ASEAN Environmental Protection Center is the main agency and technological supports for implementing relevant cooperation projects as well as an important platform and window for foreign exchanges and communications on environmental protection. Close attention should be paid to establishing the Center and enabling it to function as soon as possbile, in order to safeguard the environmental rights and interests of our country. Leaders from MEP Department of Human Resources Management and Institutional Affairs read out the appointment documents. Leadership of China-ASEAN Environmental Protection Center and heads of relevant MEP departments attended the meeting.

On the same day, MEP began to solicit opinions on Measures on the Administration of Qualification Licensing for Operating Environmental Pollution Treatment Facilities (amended) (exposure draft) and Conditions for Classification and Grading of Qualification for Operating Environmental Pollution Treatment Facilities (amended) (exposure draft).
On March 18, MEP Minister Zhou Shengxian chaired the executive meeting, which considered and adopted in principle eight national discharge standards including Discharge standards of water contaminants for starch industry, the environmental impact assessment statements of some construction projects, and the environmental evaluation of the applications by some companies going for public or for refinancing. Vice Ministers Pan Yue, Zhang Lijun, Wu Xiaoqing, and Zhou Jian, member of the leading Party Group and Director General of the General Office Hu Baolin, and Chief Engineer for Nuclear Safety Lu Xinyuan attended the meeting. Heads of relevant departments observed the meeting.

On the same day, MEP made public the list of municipal wastewater treatment facilities and coal-fired power unit desulfurization facilities that had been put into operation by December 2009.
On the same day, MEP distributed and printed the Further Notice on Relevant Issues Concerning the Updated Investigation for the Survey on of Pollution Sources.
On March 19, MEP made public the new automobile types and engine types that met with national vehicle emission standards.
On the same day, MEP released 2009 Report on the Water Environmental Quality of Key River Basins and 2009 Report on the Air Quality of Environmental Protection Major Cities.
On March 20, 2010 National Working Conference on Environmental Science and Technology was held in Chongqing Municipality. MEP Vice Minister Wu Xiaoqing attended the conference and delivered a speech. He noted that we should focus on the exploration of a new pathway for environmental protection, implement the strategy of protecting the environment by science and technology, and work hard for meeting the environmental protection targets set in the 11th Five-Year Plan. MEP Chief Engineer Wan Bentai chaired the conference. The evaluation results of 2009 national awards for environmental science and technology were released on the sidelines of the conference. Sixty-two projects including the National Plan for Dividing Ecological Function Zones won the awards and Vice Minister Wu granted the certificates to the winners.
On March 22, MEP Vice Minister Li Ganjie met with a visiting delegation headed by Marco Gonzalez, the Executive Secretary of Ozone Secretariat, and Maria Nolan, Chief Officer of Multilateral Fund for the Implementation of the Montreal Protocol. They exchanged opinions on issues of common concern such as the ozone protection.
On the same day, an evaluation group headed by Vice Minister Zhou Jian and consisting of members from MEP, Ministry of Housing and Urban-Rural Development, and Ministry of Water Resources evaluationed the implementation by Guizhou Province of the Plan for Prevention and Control of Water Pollution in the Three Gorges Reservoir Area and Its Upper Reaches (2001-2010). They gave full recognition to the achievements of Guizhou Province in this regard.
On the same day, MEP Vice Minister Li Ganjie met in Beijing with a delegation headed by Mr. Johnson, General Secretary of Norwegian Labor Party. Both sides exchanged opinions on cooperation in the environment field.

On the same day, MEP nominated 398 townships and towns including Dachengzi Town in Miyun County of Beijing as "national environmentally beautiful towns" and 83 villages including Beilangzhong Village in Shunyi District of Beijing as "national eco-village".
On the same day, MEP notified the excessive discharge of major pollutants by enterprises and sewage treatment plants under national key monitoring program in 2009.
On March 23, the spokesperson of MEP Tao Detian briefed the media that MEP initiated the contingency plan regarding the recent large-scale sand dust to enhance the monitoring on it, which indicated that the strong sand dust had obviously affected the urban air quality in some areas of the country.
On March 24, MEP organized the compilation of Guideline on Best Available Technologies of Pollution Prevention and Control for Mining and Mineral Processing of the Iron and Steel Industry (on Trial), in order to boost the technological progress for prevention and control of pollution caused by the mining and mineral processing of the iron and steel industry.
On March 25, MEP and the people's government of Guangdong Province signed in Guangzhou City an agreement of cooperation on promoting and implementing the Outline of the Plan for Reform and Development of Pearl River Delta (2008-2020). MEP Minister Zhou Shengxian and Deputy Secretary of Guangdong provincial Party Committee and Governor Huang Huahua signed on the agreement. Member of the Political Bureau of CPC Central Committee and Secretary of Guangdong provincial Party Committee Wang Yang presented at the signing ceremony, which was chaired by Deputy Governor Lin Musheng.
On the same day, the ground-breaking ceremony for the office building of the South China Environmental Protection Supervision Center under MEP was held in Guangzhou City. Minister Zhou Shengxian, Guangdong Governor Huang Huahua and Deputy Governor Lin Musheng broke the ground for the building.
On the same day, MEP Vice Minister Zhou Jian met in Beijing with the visiting delegation headed by Yu Jian'an, Chairman of the China Committee of Hong Kong General Chamber of Commerce. Both sides exchanged opinions on enhancing the cooperation in environment field.

On March 27, the "building green home together- compulsory tree planting activity of Ministers of the People's Republic of China" was held in the tree planting site along the central line of the South-to-North Water Diversion Project in Changyang Town of Fangshan District, Beijing. One hundred and sixty-eight ministerial leaders from the departments of CPC Central Committee and the ministries and affiliated institutions of the Central Government participated in the tree planting activity. Member of the leading Party Group of MEP and Director General of General Office Hu Baolin also took part in it.
On March 29, the Deputy Chairman of the Standing Committee of NPC Chen Zhili announced in Beijing that 2010 "China Trans-century Environmental Protection Inspection Campaign" was officially inaugurated. She granted the certificates of honor to journalists participating in the campaign. Director of the Environment and Resources Conservation Committee of NPC Wang Guangtao chaired the inauguration ceremony, and MEP Vice Minister Pan Yue addressed the ceremony.
On March 30, MEP printed and distributed the Circular on More Efforts to Guarantee the Water Quality in Drinking Water Sources of Drought-stricken Areas in Southwest China.
On March 31, MEP Vice Minister Li Ganjie headed the 3rd group for evaluation of the implementation of the plans on prevention and control of water pollution in key river basins to inspect and evaluate how Beijing implemented the Plan for Prevention and Control of Water Pollution in Haihe River Basins in 2009. The evaluation group listened to the report made by Beijing municipal Environmental Protection Bureau on behalf of the municipal government on the implementation of this plan. Afterwards, the evaluation group went to Yulinzhuang Gate of Beiyunhe River, Zhangfang Village of Juma River, and Dongdian site of Haihe River for on-the-spot inspection and browsed relevant data.
On the same day, the meeting for exchange of the findings of the subject on "trying hard to build conservation culture and actively exploring a new pathway towards environmental protection in China" was held in Beijing. The subject was headed by the General Office of MEP and involved Peking University and the environmental protection bureaus of Shanxi Province, Heilongjiang Province, Jiangsu Province, Zhejiang Province, Hubei Province, Hunan Province, Chongqing Municipality, and Shaanxi Province.
From March 30-31, the "International Workshop on the Theory and Methods Concerning the Regional Ecological Risks in the Strategic Environmental Impact Assessment", which was organized by China Society of Environmental Sciences and Ecological Society of China, was held in Beijing. Wang Yuqing, Deputy Director of the CPPCC Committee of Population, Resources and Environment and President of China Society of Environmental Sciences, delivered opening remarks. World renowned experts and scholars, such as Chief Scientist of United States Geological Survey Dr. Bruce Jones, Chief Advisor to UNDP Beijing Office on biodiversity Spike Millington, and Professor Li Bailian from University of California Riverside introduced the status quo and experience in the strategic environmental impact assessment and ecological risk assessment. Nearly 200 experts and representatives attended the meeting.
