On January 4, MEP endorsed one of the national environmental protection standards, Technical specifications of pollution control for processing waste electrical and electronic equipment, which would go into effect as of April 1, 2010.
On January 5, the fifth plenary session of National Environmental Advisory Committee & MEP Committee of Science and Technology was held in Beijing. Zhou Shengxian, MEP Minister and Director of National Environmental Advisory Committee, addressed the meeting, saying that we should make the best out of the two committees as think tank, enabling them to contribute to finding a new pathway towards environmental protection. Wu Xiaoqing, MEP Vice Minister and Director of MEP Committee of Science and Technology, briefed the meeting on the work of the two committees in 2009, summed up the main characteristics of the two committees' work, and asked the members for opinions on the work plan for 2010. The meeting was chaired by Sun Honglie, Deputy Director of the National Environmental Advisory Committee and member with the Chinese Academy of Sciences. Vice Minister Li Ganjie, head of the Discipline Inspection Group Fu Wenjuan, Chief Engineer Wan Bentai, and Chief Engineer for Nuclear Safety Lu Xinyuan attended the meeting, and heads of MEP departments and affiliated institutions located in Beijing participated the meeting.
On the same day, MEP endorsed one of the national environmental protection standards, Standard for smokemetric tablet, which would go into effect as of May 1, 2010.
On January 6, MEP endorsed one of the national environmental protection standards, Technical Guidelines for Environmental Protection in Highway Projects for Check and Accept of Completed Construction Project, which would go into effect as of April 1, 2010.
From January 5 to 6, the first National Working Conference on Environmental Information Technology was held in Beijing. Minister Zhou Shengxian addressed the meeting. He stressed that we should be fully aware of the significance to strengthen environmental information technology under the current situation, follow the development trends, adopt forceful measures, accelerate the efforts to establish an advanced and mature digital system for environmental protection, and provide essential information for finding the new pathway towards environmental protection in China. Vice Minister Zhou Jian wrapped up the achievements made in IT development in environment field these years and made arrangements for the priorities in the current stage and the near future, highlighting the accelerated efforts to implement the capacity building projects for environmental information and statistics. Vice Minister of Industry and Information Technology Yang Xueshan also presented the meeting and delivered a speech. The meeting was chaired by Hu Baolin, member of MEP leading Party Group and Director General of the General Office. The meeting also honored the representatives of "National Excellent Collectives and Individuals in Environmental Information Technology Field" and granted them prizes. The meeting was a teleconference. Officials from the General Office of the State Council, NDRC and Ministry of Finance attended the meeting at invitation. Two hundred twenty-odd people from the environmental protection departments of provinces, autonomous regions and municipalities directly under the Central Government, of the PLA, of Xinjiang Production and Construction Corps, of cities separately listed in the State plan, and of cities at the sub-provincial level, as well as officials from MEP departments, regional offices and affiliated institutions attended this meeting. The cadres and staff of the national environmental protection system observed the meeting in branch meeting rooms.
On January 7, MEP released Notice on Adjustments to the "Registration Certificate for Environmental Management on Import and Export of Toxic Chemicals" and Other Relevant Application Forms.
From January 4 to 7, accompanied by Zhang Dawei, Deputy Governor of Henan Province in Central China, Vice Minister Zhang Lijun inspected the provincial Automatic Environmental Monitoring Center.
On January 10, the first feature film on environmental protection, Green Water, made its premiere in Beijing. Deputy Director and Secretary General of the NPC Standing Committee Li Jianguo, the Standing Deputy Director of Policy Research Office of the CPC Central Committee He Yiting, member of MEP Leading Party Group and Director General of General Office Hu Baolin, Deputy Administrator of State Administration of Radio, Film and Television Zhang Pimin, member of the standing committee of Shaanxi provincial Party Committee and Deputy Governor Hong Feng, and the Deputy Director of the standing committee of the people's congress of Shaanxi Province Li Xiaodong attended the premiere.
On January 11, Zhou Jian, MEP Vice Minister and the deputy head of the leading group for formulating development plan for environmental human resources, organized a coordination meeting for formulating the Medium- and Long-term Plan for Development of Eco-environmental Conservation Human Resources. The meeting listened to the opinions and suggestions of relevant ministries and commissions on the implementation plan of the Medium-and Long-term Plan, and made arrangements for detailed formulation tasks. Heads of the Organization Department of the CPC Central Committee, personnel of the members of the leading group, including MEP, Ministry of Land Resources, Ministry of Housing and Urban-Rural Development, Ministry of Water Resources, Ministry of Agriculture, State Forestry Administration, China Meteorological Administration, and Chinese Academy for Environmental Planning, and expert from the Technical Working Group attended the meeting.
On the same day, MEP released Issues about the Environmental Impact Assessment Qualifications of the Seventh Group of Institutions in 2009.
On January 13, MEP endorsed one of the national environmental protection standards, Specification for environmental protection of catering trade, which would go into effect as of April 1, 2010.
On January 14, Vice Minister Li Ganjie met in Beijing with a delegation headed by Edwin J. Feulner, President of U.S. Heritage Foundation. Both sides exchanged opinions on the priorities of China's environmental protection work and issues of common concern.
On January 15, China Environment News released Top 10 domestic environment news and Top 10 international environmental news in 2009. Vice Chairman of CPPCC Zhang Huaixi attended the press conference. Vice Minister Pan Yue delivered a speech. He noted that the efforts to address financial crisis and climate change was an important opportunity to accelerate the building of conservation culture, and that the environmental departments should shoulder their historical missions, speed up the strategic adjustments to economic structure and the change of development modes, and contribute to implementing the scientific outlook on development and the promotion of conservation culture.
On the same day, MEP began to solicit opinions on Discharge standard of water pollutants for fermentation condiment industry (exposure draft) and Emission standard of pollutants for strontium compounds industry (exposure draft).
On January 18, MEP endorsed eight entities including Tianjin Automobile Test Center to add the testing items for new automobiles on their emissions.
On the same day, MEP printed and distributed the Notice on Ordering Tianjin Institute of Technical Physics to Bring Orders to the Potential Troubles in Radiation Facilities within a Limited Period and Notice on Ordering National Institute of Metrology to Bring Orders to the Potential Troubles in Radiation Facilities within a Limited Period.
On January 20, MEP issued the No.7 Order of MEP, Measures on the Environmental Management of New Chemical Substances, which would go into effect as of October 15, 2010.
On the same day, MEP issued the No.8 Order of MEP, Measures for Administrative Penalties for the Environment, which would go into effect as of March 1, 2010.
On January 21, MEP began to solicit opinions on seven national environmental protection standards including Emission standard of air pollutants for flat glass industry and Cleaner production audit guideline-leather industry.
On January 25, the 2010 National Working Conference on Environmental Protection was held in Beijing. The theme was seriously studying and implementing the guidelines of the 4th plenary session of the 17th Central Committee of CPC and 2010 Central Economic Working Conference, focusing on the change of economic development modes and the strategic adjustments to the economic structure, adhering to the guidance of conservation culture, continuing to promote the historical transformations, exploring a new pathway towards environmental protection, scientifically sizing up the economic and environmental situations, wrapping up the environmental protection work in 2009 and making arrangements for environmental protection work in 2010. Minister Zhou Shengxian attended the conference and delivered a speech. The conference was chaired by Vice Minister Pan Yue. Vice Ministers Zhang Lijun, Wu Xiaoqing, and Li Ganjie, head of the Discipline Inspection Group Fu Wenjuan, member of MEP leading Party Group and Director General of General Office Hu Baolin, Chief Engineer Wan Bentai, Chief Engineer for Nuclear Safety Lu Xinyuan, former leaders of MEP, heads of provincial environmental protection bureaus, cadres from MEP departments at or above deputy director-general level, heads of MEP regional offices and affiliated institutions, and retired cadres in the environmental protection system attended the conference.
On the same day, member of the Standing Committee of Political Bureau of CPC Central Committee and Vice Premier Li Keqiang sent a congratulation letter to 2010 National Working Conference on Environmental Protection. He noted that we should regard the ecological and environmental protection as an important approach for economic restructuring and improvement of people's well-being, and contribute more to keeping steady and yet fast economic growth, accelerating the change of development modes, and improving people's life quality.
On the same day, member of the Military Commission of the Central Committee of CPC, Director of PLA Environmental Protection and Afforestation Committee, and General Logistics Department (GLD) Liao Xilong also sent a congratulation letter to National Working Conference on Environmental Protection on behalf of PLA Environmental Protection and Afforestation Committee and PLA officers and soldiers. He expressed his sincere respect for those who worked for environmental protection due to their diligence and achievements over the last year.
On January 26, 2010 National Working Conference on Environmental Protection was concluded in Beijing. Minister Zhou Shengxian chaired the closing session and stressed that environmental protection departments at all levels should thoroughly implement the decisions and arrangements of the Central authorities, have full confidence, change their work styles, work down-to-earth, fulfill all the targets and tasks for this year, and boost the environmental protection undertaking to a new stage. Representatives from Hebei Province in North China, Liaoning Province and Jilin Province in Northeast China, Hubei Province in Central China, Guangdong Province in South China, and Shaanxi Province and Ningxia Autonomous Region in Northwest China gave speeches on and introduced their practices and experience respectively in promoting the historical transformations, improving the environmental management system for construction projects, facilitating the rehabilitation of Songhua River, strengthening the capacity building for environmental regulation, ensuring nuclear and radioactive safety, improving the overall environmental quality, and paying close attention to environmental protection in rural areas. Vice Ministers Pan Yue, Zhang Lijun, Wu Xiaoqing, Zhou Jian and Li Ganjie, head of the CCCPC Discipline Inspection Group in MEP Fu Wenjuan, member of the MEP leading Party Committee and Director General of General Office Hu Baolin, Chief Engineer Wan Bentai, and Chief Engineer for Nuclear Safety Lu Xinyuan attended the meeting.
On the same day, the inauguration ceremony of the China Action in 2010 International Year of Biodiversity was held in Beijing. In his remarks, Minister Zhou Shengxian stressed that biodiversity is the basis for the survival and development of mankind and that it is the common responsibility of the world to protect it. He called for joint efforts to cherish our Planet and keep biodiversity thriving forever. At the ceremony, Minister Zhou Shengxian and Khalid Malik, the Chief Coordinator of United Nations in China, unveiled a monument in commemoration of China Action in 2010 International Year of Biodiversity. Vice Minister Li Ganjie presided over the inauguration ceremony. Chief Engineer Wan Bentai, members of the Coordinating Group for Implementation of Convention on Biological Diversity in China, representatives from relevant countries, Chinese offices of international organizations and NGOs, and representatives from the National Working Conference on Environmental Protection attended the ceremony.
On January 27, Premier Wen Jiabao chaired a meeting of the Standing Committee of the State Council, considered and adopted in principle the Report on Mid-term Evaluation of the 11th Five-Year Plan for Environmental Protection. The meeting highly evaluated the progress made in environmental protection. The meeting also listened to the report on the first nationwide survey on pollutant sources and noted that the first survey of its kind, which was launched at the start of 2008, had found out the total amount of emissions of major pollutants across the country, mastered the characteristics of pollutant sources in river basins, regions, and industries as well as how they were treated, got access to the database on pollutant sources in agricultural sector, and strengthened the groundwork for environmental protection. The meeting decided to make public the bulletin on this survey.
On the same day, the Forum on Green Credit and Adjustments to Economic Structure in China, which was sponsored by MEP-affiliated Policy Research Center for Environment and Economy (PRCEE), was in held in Beijing. Vice Minister Pan Yue sent a letter to the Forum. PRCEE signed a memorandum with Standard Chartered (China). They would together promote the long-term and healthy development of green credit in China.
On the same day, MEP released the Circular on Releasing the Technical Policies on Prevention and Control of Nitrogen Oxide in Thermal Power Plants.
On the same day, MEP considered and released the List of the fourth group of institutions in 2010 certified as qualified operators of pollution treatment facilities and such institutions which makes alterations.
On the same day, MEP began to solicit opinions on Emission standards for Odor pollutants and Technical specification of constructed wetlands for wastewater treatment engineering (exposure draft) .
On January 28, MEP formulated the Guidelines for Compilation of Environmental Emergency Preparedness Plans by Petrochemical Enterprises, based on the state quo of frequent sudden environmental accidents in petrochemical enterprises and in order to set standards for compiling environmental preparedness plans and make them more targeted and operational.
