Calendar in Nov. 2009

On November 1, Ministry of Environmental Protection started to use the new layout of its website (www.mep.gov.cn).
On November 2, the 13th World Lake Conference opened in Wuhan Municipality, capital of Hubei Province in Central China. Member of the Standing Committee of the Political Bureau of CPC Central Committee and Vice Premier Li Keqiang sent a congratulation letter, gave warm congratulations to the conference and sincere welcome to the guests on behalf of the Chinese Government. Vice Chairman of the Standing Committee of the NPC Chen Zhili and Vice Chairman of the National Committee of CPPCC Ablet Abduréshit addressed at the opening ceremony. MEP Minister Zhou Shengxian delivered a report entitled "rehabilitation of rivers and lakes". More than 1,500 experts and scholars from 45 countries in the world participated in this conference.
Also on this day, Minister Zhou Shengxian met respectively with Hironori Hamanaka, Chair of ILEC (International Lake Environment Committee) Board of Directors and David Garment, President of International Water Association (IWA), in Wuhan Municipality. They exchanged opinions on intensifying the cooperation in environment field.
Also on this day, the first China International Lake Management and Technology & Equipment Exhibition as well as Lake Environment Protection Achievements Exhibition were held in the International Convention and Exhibition Center of Wuhan Municipality. Vice Chairman of the National Committee of CPPCC Ablet Abduréshit, MEP Minister Zhou Shengxian, and Hubei Province Governor Li Hongzhong visited the exhibitions.
Also on this day, Dialogue of Provincial Governors on the sidelines of the 13th World Lake Conference, with the theme of "sharing the international experience and promoting lake protection", was held in Wuhan Municipality, capital of Hubei Province. MEP Vice Minister Wu Xiaoqing, Hubei Province Governor Li Hongzhong, Deputy Governor of Jiangsu Province Xu Ming, Deputy Governor of Jiangxi Province Sun Gang, Deputy Governor of Hunan Province Liu Liwei, and experts and scholars from Japan and Germany offered their suggestions on lake treatment. 
Also on this day, MEP printed and distributed the Circular on Implementing the Policies on Controlling the Overcapacity and Redundant Construction in Some Industries and Guiding the Healthy Development of the Industries.
Also on this day, MEP began to solicit public opinions on Technical Guidelines for the Environmental Impact Assessment on Plans-Outline (exposure draft), Measures on the Licensing for Safe Transportation of Radioactive Substances (exposure draft), etc..
On November 3, the Mayors Forum, one of the special events on the sidelines of the 13th World Lake Conference, was held in Wuhan Municipality, capital of Hubei Province in Central China, with the theme of "protecting the lakes and discussing the policies for urban development". MEP Chief Engineer Wan Bentai, Secretary of Bodensee Cities Alliance, officials from East Asia Department under the Asian Development Bank, officials from WWF, mayors from 11 Chinese and foreign lake cities as well as experts and scholars in the field of lake environment protection shared the experience in lake environmental protection.
On the same day, MEP endorsed the Determination of Platinum, Palladium and Rhodium loading in the vehicle-used ceramic catalytic converters Inductive Coupled Plasma-Optical Emission Spectrometry and Inductive Coupled Plasma-Mass Spectrometry, which would go to effect as of January 1, 2010.
On November 4, the topic forum on "Lake Protection and Building of a Resource-saving and Environment-friendly Society" was held in Wuhan Municipality, capital of Hubei Province. MEP Chief Engineer Wan Bentai addressed the forum.
On November 5, the 13th World Lake Conference concluded in Wuhan Municipality, capital of Hubei Province. Vice Chair of Environment and Resources Conservation Committee of NPC Wang Jirong, Vice Chair of CPPCC Committee of Population, Resources and Environment and President of China Society of Environmental Sciences Wang Yuqing, MEP Chief Engineer Wan Bentai, ILEC Chair Hironori Hamanaka, Chairman of ILEC Scientific Committee Masahisa Nakamura, Vice Chairman of ILEC Scientific Committee Walter Rast attended the closing ceremony. The Conference adopted the Wuhan Declaration.
On November 8, Global Forum on Human Settlements (GFHS), with the theme of "Water and Human Settlements in 21st Century", was held in Wuxi Municipality in Jiangsu Province in East China. MEP Chief Engineer Wan Bentai, member of the standing committee of Jiangsu Provincial Party Committee and Secretary of Wuxi municipal Party Committee Yang Weize, and Deputy Governor of Jiangsu Province Xu Ming addressed the forum. Vice Chairman of the National Committee of CPPCC Li Jinhua, and President of the Friends of United Nations (FOUN) Noel J. Brown granted Wuxi Municipality the plate of "Global Green City". More than 500 government officials from 18 lakeside and riverside cities as well as renowned experts participated in the Forum.
Also on this day, the 4th China-Japan Forum on Energy Conservation and Environmental Protection opened in Beijing. MEP Vice Minister Li Ganjie addressed the meeting.
On November 9, Minister Zhou Shengxian met in Beijing with a UNEP delegation. Both sides exchanged opinions on intensifying the cooperation in environment field.
Also on this day, the 2009 National Meeting on Environmental Statistics Work opened in Huizhou Municipality of Guangdong Province in South China. Vice Minister Zhang Lijun addressed the meeting.
On the same day, MEP printed and distributed the Opinions on Enhancing the Administration on Environmental Emergency Response, in a bid to prepare for and properly handle environmental emergency accidents and safeguard people’s life, property and environmental security.
On the same day, MEP began to solicit consultations for Technical Specifications for Pollution Control for Collection and Recycle of Used Mineral Oil (exposure draft), Technical Guidelines of Environmental Impact Assessment-Urban Master Plan (exposure draft), and Technical guidelines of environmental impact assessment on Land Use Plan (exposure draft), etc..
On November 10, UNEP International Panel for Sustainable Resource Management held its fifth meeting in Beijing. Vice Minister Li Ganjie addressed the meeting.
Also on this day, MEP began to solicit consultations on Technical Guideline for Field Enforcement on Pollution Source (exposure draft), Cleaner Production Standard-Meal Industry (exposure draft), Cleaner Production Audit Guideline-Alcohol Industry (exposure draft), Technical Policies on Pollution Prevention and Control for Electrolytic Manganese Industry (exposure draft), etc..
From November 3 to 10, Vice Minister Wu Xiaoqing headed a Chinese Government delegation to the 21st COP of Montreal Protocol on Substances that Deplete the Ozone Layer, which opened in Port Ghalib in Egypt. About 700 representatives from 196 parties, UNDP, UNEP, UNIDO, World Bank, nongovernment organizations, science circles and industrial circles attended the meeting. Wu met with Executive Secretary of The Ozone Secretariat Marco González, Chief Officer of the Multilateral Fund Secretariat Maria Nolan, Egyptian Minister for Environment, Iranian Vice President and Minister for Environment, Vice Minister for the Environment of Sweden who takes over the rotating presidency of EU, as well as heads of U.S. and Indian delegations. They exchanged opinions on important topics of the COP and issues of common concern.
On November 11, the 2009 annual general meeting of China Council for International Cooperation on Environment and Development (CCICED) opened in Beijing. Member of the Standing Committee of the Political Bureau of CPC Central Committee, Vice Premier of the State Council, and CCICED Chairperson Li Keqiang delivered the opening speech. He met with important international representatives before the opening ceremony. MEP Minister and CCICED Executive Vice Chairperson Zhou Shengxian chaired the opening ceremony and gave a special speech entitled "Building harmony between energy and environment under the guidance of the drive towards conservation culture". President of Canadian International Development Agency (CIDA) and CCICED Executive Vice Chairperson Ms. Biggs delivered a welcoming speech. NDRC Vice Minister and CCICED Vice Chairperson Xie Zhenhua, former UNEP Executive Director and CCICED Vice Chairperson Töpfer, Secretary of the Red Cross of Norway and CCICED Vice Chairperson Brende also delivered speeches. More than 200 Chinese and international Council Members, representatives of foreign envoys from relevant countries and international organizations to China, and experts and scholars at home and abroad attended the opening ceremony.
On the same day, Minister Zhou Shengxian met in Beijing with Ms. Biggs, CCICED Executive Vice Chairperson and President of CIDA. Both sides exchanged opinions on developments of CCICED and the cooperation in environment field.
On November 12, Minister Zhou Shengxian met in Beijing with UNEP Executive Director Achim Steiner, who came for the 2009 annual general meeting of CCICED. Both sides exchanged opinions on keeping close ties in environment field and signed Memorandum of Understanding between the People’s Republic of China and United Nations Environment Program.
On November 13, Premier Wen Jiabao met in Ziguang Pavilion of Zhongnanhai the International Council Members who attended 2009 annual general meeting of CCICED.
Also on this day, the 2009 annual general meeting of CCICED concluded with a great success. The meeting obtained important findings and reached broad consensus. MEP Minister and CCICED Executive Vice Chairperson Zhou Shengxian attended the closing ceremony and made a wrap-up speech. Vice Minister Li Ganjie observed the closing ceremony and CCICED Secretary General Zhu Guangyao briefed the meeting on the work over the past year and the plan for the next year. The closing ceremony was chaired by Ms. Biggs, the Executive Vice Chairperson.
On the same day, MEP and U.S. Energy Foundation signed a Memorandum of Cooperation in Beijing. Vice Minister Zhang Lijun and President of U.S. Energy Foundation Eric Heitz attended the signing ceremony. Zhai Qing, Director General of the Department of Pollution Prevention and Control under MEP, and Lin Jiang, Vice President of the Foundation signed on the memorandum.
Also on this day, MEP Chief Engineer Wan Bentai met with Lorenzo Cesa, Chairman of Italy-China Cooperation Commission of the Italian Chamber of Deputies and responded to the questions raised by the Italian side in environment field.
Also on this day, the 2nd China International Forum on Green Development, with the theme of "green economy and green responsibility", opened in Beijing. Li Wenhua, the Co-chair of the Forum, President of China-U.S. Joint Research Center for Ecosystem and Environmental Change, Honorary President of Ecological Society of China and member of the Chinese Academy of Engineering, released 2009 Report on Green Development of Chinese Cities at the opening ceremony. Vice Chairman of the National Committee of CPPCC and honorary Chairman of the Forum Li Jinhua, former Prime Minister of Kazakstan and honorary Chairman of the Forum Terechshenko, Special Advisor to UN Secretary General, UNEP founder and Co-chair Morris Strong, MEP Chief Engineer Wan Bentai and Deputy Administrator of State Forestry Administration Li Yucai addressed the opening ceremony. The Forum also released the Green Declaration of the 2nd China International Forum on Green Development.
Also on this day, MEP made public the reexamination results of National Audit Office on complaints about some local areas failing to collect or pay pollution fees, or encroach and embezzle them.
On November 16, MEP endorsed two of the national environmental protection standards including Cleaner Production Standard-Lead Smelting Industry, which would go to effect as of February 1, 2010.
On the same day, MEP endorsed one of the national environmental protection standards, Standard Guide for Environmental Informatization, which would go to effect as of January 1, 2010.
Also on this day, MEP endorsed one of the national environmental protection standards, Cleaner Production Standard-Waste Lead-Acid Battery Recycling Industry, which would go to effect as of January 1, 2010.
On the same day, MEP made public the 47th group of automotive and engine producers, their products and pollution control devices that met the national phase III motor vehicle emission standard and the 23rd group of automotive and engine producers, their products and pollution control devices that met the national phase IV motor vehicle emission standard.
On the same day, MEP approved to establish National Technical Center (Chongqing) for Disposal of Hazardous Wastes.
On November 17, the 4th General Assembly of China Association of Environmental Protection Industry (CAEPI) opened in Beijing. MEP Vice Minister Wu Xiaoqing addressed the meeting.
Also on this day, the first World Low Carbon and Eco-economy Conference & Technical Exposition, which was sponsored by NDRC, Ministry of Science and Technology, Ministry of Industry and Information Technology, Ministry of Finance, Ministry of Environmental Protection, Ministry of Housing and Urban-Rural Development, State-owned Assets Supervision and Administration Commission, and Jiangxi Provincial Government, opened in Nanchang Municipality, capital of Jiangxi Province in East China. MEP Vice Minister Wu Xiaoqing delivered a keynote speech at the high profile forum a day later.
On the same day, MEP made public the list of citric acid producers who met with the environmental requirements.
On November 18, the 2009 Annual Academic Meeting of China Nuclear Society was held in Beijing.
Also on this day, MEP began to solicit opinions on the Technical Guidelines for Environmental Risk Assessment on Projects (exposure draft) and Concentration Requirement of Volatile Organic Compounds in Passenger Car (exposure draft).
On November 23, MEP began to solicit opinions on Emission Standard of Pollutants for Brick and Tile Industry (exposure draft).
On November 24, MEP printed and distributed the Reply to the Document about Individuals Who Rent Residential House to Run a Restaurant should Go through the Environmental Impact Assessment.
On November 25, Premier Wen Jiabao presided over a meeting of the Standing Committee of the State Council to make arrangements for coping with climate change, finalizing the action goal of China for control of greenhouse gas emission by 2020 and putting forward correspondent policy measures and action.
From November 23 to 25, the National Meeting on Environmental Impact Assessment Work and Field Communication Meeting on Environmental Check and Acceptance of Projects were held in Guangxi Autonomous Region in South China. Vice Minister Wu Xiaoqing addressed the meeting.
On November 26, MEP Minister Zhou Shengxian chaired the executive meeting of the Ministry, conveyed the instructions and speeches by the leaders of the CPC Central Committee and the State Council, considered and adopted in principle the Provisions on the Administration of Environmental Monitoring (exposure draft) and Measures on the Administration of Environmental Safety Evaluation for the Import and Export of Microbial Blends for Environmental Purposes (draft).
Also on this day, MEP Minister Zhou Shengxian chaired the regular meeting of the Ministry and considered and adopted in principle the environmental impact assessment statements for some construction projects and the environmental reexamination results for some companies applying for going public.
Also on this day, Minister Zhou Shengxian met in Beijing with Jean-Louis Borloo, French Minister of Ecology, Energy, Sustainable Development and Sea. Both sides exchanged opinions on the cooperation and communication in fields of environmental policies, laws and regulations, climate change, and biodiversity conservation.
On the same day, the Forum on the Safe Nuclear and Radioactive Development and Challenges was held in Beijing. Vice Minister Li Ganjie addressed the Forum.
On the same day, MEP forwarded the Provisions on the Administration of Public Finance Investment Appraisal and Examination issued by the Ministry of Finance.
On November 27, Minister Zhou Shengxian met in Beijing with Helen Clark, the visiting UNDP Administrator. Both sides exchanged opinions on issues of common concern and intensifying cooperation in the environment field.
On the same day, Minister Zhou Shengxian met in Beijing with a delegation headed by Erik Solheim, Norway's Minister of the Environment and International Development. Both sides exchanged opinions on issues of common concern such as climate change and biodiversity.
On November 30, the 4th International Conference for China Urban Water Development opened in Beijing. Vice Minister Wu Xiaoqing addressed the conference.
