Calendar in June 2009

On June 1, MEP, Publicity Department, CCCPC and Ministry of Education jointly issued Opinions on Better Promoting Environmental Protection and Education under the New Circumstances in order to do a good job in the area.
On the same day, MEP replied to Heilongjiang Provincial Environmental Protection Bureau on issues relating to environmental supervision and pollution discharge fees concerning coke companies.
On June 3, MEP Minister Zhou Shengxian met Yuri Trutnev, Russian Minister for Natural Resources in Beijing.
On the same day, the 11th China International Environment Protection Exhibition & Conference (CIEPEC) was held in Beijing under the auspices of MEP, National Development and Reform Commission, Ministry of Science and Technology, Ministry of Industry and Information Technology, Ministry of Housing and Urban-Rural Development and Beijing municipal people's government. MEP Vice Minister Wu Xiaoqing chaired the meeting. Vice Chairman of the standing committee of the National People's Congress Chen Changzhi announced the opening of the exhibition and Vice Chairman of National Committee of the Chinese People's Political Consultative Conference (CPPCC) Lin Wenyi cut the ribbon. MEP Minister Zhou Shengxian delivered a speech. Officials attending the opening ceremony included Vice Chair of Environmental Protection and Resources Conservation Committee (EPRCC), National People's Congress, Wang Jirong, Vice Minister of NDRC, Xie Zhenhua, Vice Minister for Science and Technology Du Zhanyuan, Chief Engineer of Ministry of Industry and Information Technology Su Jinsheng, Head of Discipline Inspection Group of Ministry of Housing and Urban-Rural Development Long Xinnan, Vice Chair of the Committee of Population, Resources and Environment, CPPCC, Wang Yuqing, Vice Mayor of Beijing, Huang Wei, Chair of China Association of Environmental Protection Industry Wang Xinfang, Vice Minister of Italian Ministry for the Environment, Land and Sea, Roberto Menia and ambassadors from Embassy of Italy, Norway and Sweden.
From June 3 to 4, the fourth meeting of the environmental protection sub-committee of the regular meeting committee between the Chinese Premier and Russian Prime Minister was held in Beijing. Chinese Chair of the sub-committee, MEP Minister Zhou Shengxian presided over the meeting and made a speech. Minister of Natural Resources of the Russian Federation, Yuri Trutnev led a delegation to take part in the meeting. They signed a memorandum on the fourth meeting of the environmental protection sub-committee.
On June 4, MEP Vice Minister Zhou Jian met Italian Vice Minister for Environment, Land and Sea, Roberto Menia in Beijing. They reviewed Sino-Italian cooperation in environmental protection and heard report on the construction of the Building for Implementation of International Environmental Conventions. The ministers also exchanged views on furthering bilateral cooperation.
On the same day, MEP replied to Shanghai Municipal Environmental Protection Bureau on legal application of discretional treatment and disposal of general industrial waste by hazardous waste operators. 
On June 5, National Leading Group to Address Climate Change and Energy Conservation and Pollution Discharge Reduction held a meeting in Beijing. The group leader, also Premier of the State Council Wen Jiabao chaired the meeting and made remarks. MEP Minister Zhou Shengxian attended the meeting.
On the same day, a special forum hosted by MEP for 6.5 World Environment Day under the theme of Exploring a New Path to Environmental Protection with Chinese Characteristics was held in Beijing. Vice Chair of CPPCC, Li Wuwei attended the opening ceremony and made a speech. MEP Minister Zhou Shengxian gave a keynote speech on Following the Guidance of Ecological Civilization and Exploring a New Path to Environmental Protection with Chinese Characteristics.
On the same day, the State Council Information Office held a news briefing. MEP Vice Minister Zhang Lijun attended the meeting. He issued 2008 Report on the State of the Environment of China, introduced current environmental situation and answered questions of journalists.
On the same day, the environment hotline (010-12369) of MEP opened to deal with complaints on environmental pollution nationwide.
On June 6, MEP issued a Circular on Further Improving Information Sharing to Fully Implement the Green Credit Policy.
On June 7, the second China-Japan High Level Economic Dialogue was held in Tokyo, Japan. MEP Vice Minister Li Ganjie attended the meeting and made remarks. He noted that China and Japan should make active exploration for cooperation in such key areas as energy conservation and environmental protection against the backdrop of continued spreading of international financial crisis. The effort would help to achieve mutual benefits and make greater contributions to regional and global sustainable development.
On June 8, Global Green Business Summit was held in Binhai New District, Tianjin. MEP Vice Minister Zhang Lijun attended the meeting and made a speech.
On the same day, MEP Chief Engineer Wan Bentai met US Deputy Special Envoy for Climate Change Jonathan Pershing and US EPA Chief Advisor on Climate Change Lisa Heinzerling. They exchanged views on climate change, bilateral environmental cooperation and other issues of common concern.
On June 9, MEP Minister Zhou Shengxian chaired the ministerial executive meeting where officials reviewed and adopted 2008 report on pollution reduction evaluation of all provinces (autonomous regions and municipalities) and the five major electric power corporations and opinions on environmental impact assessment of some construction projects and environmental inspection of listed or refinanced companies. Vice Ministers Pan Yue, Zhang Lijun, Wu Xiaoqing and Zhou Jian attended the meeting as well as Chief Engineer Wan Bentai. Officials in charge of related departments and bureaus also observed the meeting.
On the same day, MEP Chief Engineer Wan Bentai met the American business delegation in Beijing who came to participate in the 11th China International Environment Protection Exhibition & Conference (CIEPEC). They exchanged views on China-US cooperation in environmental industry and other issues of common concern.
On the same day, MEP published the 2009 list on recommended companies for environmental checkup and investigation of completed construction projects.
On the same day, MEP issued a notice on investigation of organizations for environmental impact assessment in the environmental system in order to know the whole picture of these organizations and get prepared for working out a feasible scheme on reform of organizations for EIA.
On June 11, MEP Minister Zhou Shengxian chaired a ministerial meeting where top officials reviewed and adopted in principle Administrative Measures on Rectification of Water Pollution Sources within a Set Time Period (draft for approval) and Measures for Management of Capacity Building Projects on National Environmental Information and Statistics (draft for approval). They also discussed the draft of Administrative Measures for Regional Ban on Construction Projects Due to EIA Concerns (tentative). MEP Vice Ministers Zhang Lijun, Wu Xiaoqing, Zhou Jian and leader of Discipline Inspection Group Fu Wenjuan attended the meeting together with Chief Engineer Wan Bentai and Nuclear Safety Chief Engineer Lu Xinyuan. Officials in charge of related departments and bureau observed the meeting.
On the same day, MEP suspended EIA approval of some construction projects due to concerns over some areas and companies which severely violated national industrial policies, development plans and environmental threshold of construction projects approval. These projects included hydroelectric project of the middle reaches of Jinsha River, construction projects of Huaneng Group and Huadian Group (except new energy sources and pollution control projects) and Shandong iron and steel industry. This move aimed to curb environmental violations, promoting industrial restructuring and transformation of development patterns while keeping fast yet stable economic growth and enhancing balanced and sustainable development.
On the same day, MEP issued adjusted implementation plan for the national emission standard of motorcycles and mopeds (phase III).
On the same day, MEP issued the lists on sewage treatment plants and thermal power plants with desulphurization facilities across the country. 
On the same day, MEP replied to Guangdong Provincial Environmental Protection Bureau on implementation of national environmental monitoring methodology and standard.
On June 13, MEP Minister Zhou Shengxian met Korean Environment Minister LEE Maanee in Beijing. Zhou highly praised China-Korea environmental cooperation and exchanged views with his counterpart on stand storm monitoring, environmental protection of the Yellow Sea, environmental industry and environmental protection in Northeast Asia.
On the same day, MEP Minister Zhou Shengxian met Japan Environment Minister Tetsuo SAITO. They signed a memorandum on furthering cooperation in environmental protection, publicity and technological cooperation.
On the same day, an environmental carnival co-hosted by China Environmental Protection Foundation (CEPF) and Amway (China) Co., Ltd. was launched. MEP Vice Minister Zhou Jian, representative of UNEP Beijing Office Zhang Shigang, Secretary General of CEPF Li Wei and President of Amway (China) Huang Deyin attended the opening ceremony and made remarks. 
From June 13 to 14, the 11th Tripartite Environment Ministers Meeting among China, Japan and Korea was held in Beijing. MEP Minister Zhou Shengxian, Japan's Environment Minister Tetsuo SAITO and Korean Environment Minister LEE Maanee attended the meeting on behalf of their ministries of the three countries. They had an in-depth discussion on how to ensure good performance of environmental protection work under current international financial crisis.
On June 15, MEP issued new vehicle and engine models meeting national emission standard.
On June 16, MEP Minister Zhou Shengxian met Minister Gabriel and his delegation from German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety. They exchanged views on further cooperation in waste disposal, sewage treatment and chemical management.
On the same day, MEP Vice Minister Li Ganjie met a delegation headed by Lindsay Gow, Deputy Chief Executive of New Zealand Ministry for the Environment. They exchanged views on expanding cooperation in the field of environmental protection.
On the same day, MEP replied to Beijing Municipal Environmental Protection Bureau on enforcement of Article 75 of the Law of the People's Republic of China on Prevention and Control of Water Pollution.
On June 17, MEP approved technical requirement for environmental labeling products digital stencil duplicator as national environmental standard, which will take effect as of Sep. 1, 2009.
On the same day, MEP launched a law enforcement inspection and environmental remediation campaign on electrolytic manganese industry. The campaign focused on seven aspects and aimed to unify the threshold of project approval, rectification standard and process, prevent pollution transfer and promote healthy development of the industry.
On June 18, the third China-Germany Environment Forum was held in Foshan, Guangdong Province under the joint organization of MEP, German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety, Guangdong Provincial People's Government and Asia-Pacific Committee of German Business. MEP Vice Minister Wu Xiaoqing, Michael Müller, Parliamentarian Secretary of State at the German Federal Ministry for the Environment and Governor of Guangdong Province Lin Musheng attended and addressed the opening ceremony.
On the same day, MEP issued a circular on networking operation of capacity building programs for strengthened auto monitoring of key pollution sources under national monitoring network in order to better implement the capacity building program on auto monitoring of key pollution sources under national monitoring network and complete the mission of networking these pollution sources with national, provincial and municipal monitoring centers.
On the same day, MEP Minister Zhou Shengxian and Vice Minister Zhang Lijun visited MEP's environmental complaint services to learn about the operation of environmental hotline 12369. Zhou asked the staff to enhance their capacity and efficiency of handling complaints, be serious with each case and safeguard people's environmental rights and interest.
On June 19, MEP issued a circular on special checkup on the generation and disposal of hazardous waste including antibiotic drug residues.
On June 22, MEP approved the Measures on Fund Management of Program on Government Information Disclosure.
From June 22 to 25, MEP Minister Zhou Shengxian led staff from departments concerned to central and southern Jiangsu Province accompanied by officials from Jiangsu Provincial Party Committee. They investigated pollution control work of Huaihe River basin within the jurisdiction of Jiangsu Province.
On June 23, Shaishucheng Elementary School and its library were completed at Taoyuan Town, Feicheng City, Shandong Province. The facilities were funded by public donations initiated by Qu Geping, President of China Environmental Protection Foundation. MEP Vice Minister Zhou Jian attended the inauguration ceremony.
On the same day, MEP approved wastewater treatment project technical specification for dyeing and finishing of textile industry as national environmental standard for the purpose of implementing Law of the People's Republic of China on Prevention and Control of Water Pollution, protecting the environment and people's health and regulating projects of pollution control facilities. The specification will take effect as of Sep. 1, 2009.
On the same day, MEP approved Standard for Sector-integrate Eco-industrial Parks as national environmental standard, which would replace the Standard for Sector-integrate Eco-industrial Parks (on trial) (HJ/T 274-2006) and take effect upon promulgation.
On June 24, national inter-ministerial joint meeting for environmental protection and special meeting for water pollution control of the Huaihe River Basin was held in Yangzhou, Jiangsu Province. MEP Vice Minister Zhang Lijun chaired the meeting. Minister Zhou Shengxian made remarks. Vice Party Secretary of Jiangsu Province, also Provincial Governor Luo Zhijun attended the meeting and made a speech. Vice Minister Zhang Lijun reported to the meeting on the implementation of water pollution control plan of the Huaihe River Basin (2006-2010) in 2008. Staff from Jiangsu, Anhui, Shandong and Henan provinces also introduced their work on pollution respectively. Officials in charge from NDRC, Ministry of Land and Resources, Ministry of Housing and Urban-Rural Development, Ministry of Water Resources and Ministry of Agriculture also made remarks.
From June 25 to 26, MEP and Ministry of Railways (MOR) held a joint review meeting in Kunming City on environmental impact statement of the new railway from Yunnan to Guangxi. MEP Vice Minister Wu Xiaoqing and MOR Vice Minister Lu Dongfu attended the meeting and made remarks. 
On June 26, judgment of calligraphy and painting works for the national exhibition of environmental protection system completed in Beijing. Over 1,900 works entered for the exhibition and 65 won awards of different kinds. 
On the same day, MEP issued a circular on 2009 renewed national investigation of POPs.
On June 27, MEP issued a report on Vice Minister Zhang Lijun's visit to New Zealand and Australia. On June 30, MEP issued a circular on planning for pollution prevention nd control of POPs at provincial level for the 12th Five-Year Plan period.
