On October 31, in order to carry out the arrangements of CCCPC and the State Council and deeply understand the importance and difficulty of steady & fast economic growth of China, MEP printed out and distributed the Circular on Further Strengthen Environmental Protection Work under Current Economic Situation.
On November 3, MEP Minister Zhou Shengxian met with the visiting Finish delegation lead by Finish Environment Minister Ms. Lehotomaki in Beijing. The two sides exchanged their views on the cooperation in the field of environmental protection.
In the same day, MEP issued the name list of citric acid manufacturers that meet national emission standard for major pollutants.
In the same day, MEP approved application of five units for the test on emissions of new motorbikes, which includes Tianjin Motorbike Quality Supervision and Test Institute.
On November 4, MEP approved the Specifications on Environment Monitoring of Coastal Marine Waters as a national environmental protection standard.
On November 10, Minister Zhou Shengxian met with visiting Environment Minister Ms. Cramer of Netherlands and her delegation. The two sides exchanged their views on environmental protection issues of common concern and sighed the MOU on Environmental Cooperation between Ministry of Environmental protection of the People's Republic of China and Ministry of Housing, Planning and the Environment of Netherlands.
On November 12, MEP Minister Zhou Shengxian met with Ms. Biggs, President of Canadian International Development Agency and Vice Executive Chair of CCICED in Beijing. They exchanged their views on how to jointly study and address environment & economic issues under current global financial crisis.
In the same day, Vice Minister Li Ganjie met with Mr. Dunski, Vice Minister of the Ministry of Natural Resources and Ecology and his delegation from Russia in Beijing. The two sides exchanged their views on environmental protection issues of common concern and have signed the MOU between the Ministry of Environmental Protection of the People's Republic of China and Ministry of Natural Resources and Ecology of Russia on the Establishment of Notification and Information Exchange Mechanism on Transboundary Environmental Emergency.
During November 12-14, 2008 Annual General Meeting of China Council for International Cooperation on Environment and Development (CCICED) was held in Beijing. Premier Wen Jiabao of the State Council met with foreign representatives in Ziguangge of Zhongnanhai on November 13. They have exchanged their views on how China will correctly handle the relations between the promotion of steady economic growth and protection of eco environment as well as the achievement of sustainable development under current spread and worsening of international financial crisis and downturn of world economy. Minister Zhou Shengxian and Vice Minister Li Ganjie of MEP accompanied Premier Wen at the meeting. On November 12, Mr. Li Keqiang, Member of the Standing Committee of Political Bureau of CCCPC and Vice Premier of the State Council, addressed the opening ceremony of CCICED 2008 Annual General meeting. Mr. Zhou Shengxian, Minister of MEP and Vice Executive Chair of CCICED presented the special speech with the title of “Spreading the Legacy of ‘Green Olympics’and Enabling the People to Enjoy Better Environment”. More than 200 people including CCICED Members, representatives of the embassy of relevant countries and diplomatic envoys of international organizations, Chinese and international experts and scholars attended the meeting. On November 14, CCICED 2008 Annual General Meeting closed. Mr. Zhou Shengxian, Minister of MEP and Vice Executive Chair of CCICED attended the closing ceremony and gave a summary speech. Vice Minister Li Ganjie of MEP attended the closing ceremony, too. Executive Vice Chair Ms. Biggs chaired the closing ceremony. Mr. Zhu Guangyao, Secretary General of CCICED introduced to the participants the work arrangements.
On November 13, Minister Zhou Shengxian of MEP met with Mr. Achim Steiner, Executive Director of UNEP, who attended CCICED 2008 AGM in Beijing. They exchanged their views on how to continue their close cooperation in the field of environmental protection.
On November 13－14, the national meeting of the heads of discipline inspection of environmental protection departments across China was held in Nanchang, Jiangxi Province. Ms. Fu Wenjuan, Head of Discipline Inspection Group in MEP of the Central Committee of Discipline Inspection of CPC attended the meeting and made a speech. Mr. Shang Yong, a Member of the Standing Committee of Jiangxi Communist Party Committee and General Secretary of the Discipline Inspection Committee of Jiangxi Province attended the meeting. Vice Governor Sun Gnag addressed the meeting. The heads of the discipline inspection group of CPC of environmental protection bureau of each province, autonomous region attended the meeting.
On November 19, MEP required that each province, autonomous region and municipality should strengthen the check and estimate of the reduction of discharged pollutants from urban sewage treatment plants.
On November 20, MEP meeting on the exchange of the investigation outcomes of further studying & practicing the scientific outlook on development and the work arrangements in the analysis & inspection stage was held in Beijing. Mr. Zhou Shengxian, General Secretary of MEP Leading Party Members Group, Minister and head of MEP leading group on further study and practice the scientific outlook on development, briefed the investigation report and made arrangements for the activities during the analysis & inspection stage. Vice ministers Pan Yue, Zhang Lijun, Wu Xiaoqing, Zhou Jian and Li Ganjie, Fu Wenjuan, Head of Discipline Inspection Group in MEP of the Central Committee of Discipline Inspection of CPC and MEP Chief Engineer Wan Bentai briefed their investigation reports respectively and exchanged their outcomes. Relevant comrades of No.21 instruction and inspection group on the study and practice from the Central Government, all staff in MEP headquarters and heads of MEP regional offices and affiliated organizations in Beijing as well as the General Secretary of MEP CPC General Branch for Retired Veteran Cadres attended the meeting.
In the same day, MEP printed out and distributed the Proposal of 2008 Central Budget for the Special Fund of the Construction of Environmental Monitoring Projects for the Reduction of Major Pollutants.
On November 21, MEP made public the name list of group 5 units with the qualification certificates of operation license on environmental pollution treatment facilities and with alterations in 2008.
In the same day, MEP approved five national environmental protection standards including the Standard for Clean Production─── Coal Mining and Mineral Processing Industry.
On November 27, MEP issued the revised Standard for Clean Production ── Electroplating Industry (HJ/T314-2006).
