On July 1 a meeting for the fundamental elimination of CFCs and halon was held in Changshu, Jiangsu Province. From July 1, 2007, China will stop manufacturing and import of all CFCs and halon except some for necessary use, putting it two years and a half ahead of the deadline. SEPA Vice Minister Zhang Lijun, Vice Governor of Jiangsu Province Qiu He and representatives from international organizations like UNEP Ozone Secretariat and executive committee for the multilateral fund under the Montreal protocol and government officials from bilateral governments attended the meeting.
On July 3 SEPA Minister Zhou Shengxian met with a senior delegation from Party of European Socialists led by the Party President Rasmussen in Beijing. They exchanged views on issues concerning climate change, energy and pollution control.
On the same day, SEPA decided to ban projects in four river basins, namely the Yangtze River, the Yellow River, Huaihe River and Haihe River, and some areas including 6 cities, 2 counties and 5 industrial parks where water pollution and illegal environmental practices were serious. 32 heavy polluters and 6 sewage treatment plants within the river basins were blacklisted.
On the same day, the national implementation plan on the Stockholm Convention of China was launched in Beijing. The implementation team leader as well as SEPA Vice Minister Zhang Lijun attended and addressed the meeting.
On the same day, the 4th China Baosteel Environment Award ceremony was held in Beijing. Vice Chairman of CPPCC Li Meng, SEPA Vice Minister Li Ganjie and officials from Publicity Department, CCCPC and Environmental Protection and Resources Conservation Committee, NPC and other ministries also presented at the ceremony.
On July 4, Premier Wen Jiabao convened and presided over the executive meeting where Law of the People's Republic of China on Prevention and Control of Water Pollution (revised) was discussed and adopted in principle and Regulation on the Supervision and Management of Civil Nuclear Safety Equipment (draft) was deliberated and adopted in principle.
On the same day, SEPA convened a teleconference among national environmental system on carrying out the instructions of the central leadership and rectifying illegal environmental practices according to law. SEPA Minister Zhou Shengxian attended and addressed the meeting and Vice Minister Zhang Lijun chaired the meeting. Officials in charge of local EPBs, environmental law enforcement and all staff responsible for environmental inspection attended the meeting.
On July 5, an expert review meeting for national eco function zoning was held in Beijing. SEPA Vice Minister Wu Xiaoqing and Vice President of Chinese Academy of Sciences Bai Chunli attended the meeting and made remarks.
On the same day, SEPA printed and issued List on National Demonstration Technologies for Pollution Prevention and Control (2007) and Catalogue on Environmentally-friendly Technologies Encouraged by the State (2007).
On July 9, the first meeting of the national work group for climate change and energy conservation & emission reduction was held in Beijing. Member of standing committee of the political bureau, CCCPC, also the group leader Premier Wen Jiabao presided over the meeting. Member of the political bureau, CCCPC, Vice chair of the work group, Vice Premier Zeng Peiyan attended the meeting and made remarks. All members of the work group presented at the meeting and staff from related departments observed the meeting.
On the same day, SEPA Vice Minister Li Ganjie met with Undersecretary of State of Polish Ministry of Environment Ms. Agnieszka Bolesta. They exchanged views on environmental issues both sides were concerned about.
On July 10, SEPA decided to put some solid wastes that can be used as raw materials under the management of restricted solid wastes for import as of Aug. 1, 2007.
On July 11, Premier Wen Jiabao presided over the executive meeting of the State Council, studying and deploying tasks for energy conservation & emission reduction and climate change. Some plans were reviewed and passed at the meeting including Work Plan for Energy Conservation and Emission Reduction for All Departments 2007, Work Plan for Addressing Climate Change for All Departments 2007 and Implementation Plan for Monitoring and Evaluation of Calculating Energy Consumption Indices per Unit of GDP.
On the same day, SEPA released Notice on Strengthening Oil Pollution Control on the Coast of Bohai River to ensure safe water quality of the bathing beach of Bohai River.
On July 12, SEPA held the national work meeting on pollution control of lakes in Hefei, Anhui Province. SEPA Minister Zhou Shengxian attended the meeting and made remarks. Vice Minister Zhang Lijun chaired the meeting. Participants also included officials from NDRC, Ministry of Finance, Ministry of Construction, Ministry of Water Resources, Ministry of Agriculture, related staff from local governments of provinces, municipalities and autonomous regions along the important lakes and staff from local EPBs.
On the same day, SEPA, People'Bank of China and China Banking Regulatory Commission jointly released Instructions on Implementing Environmental Protection Policies and Averting Credit Risks, calling for credit control against enterprises and projects fail to comply with industrial policies and environmental laws and regulations.
On the same day, SEPA approved seven national standards for environmental protection including Technical Specifications for Data Exchange of Environmental Pollution Emission Auto Monitoring Information (on trial), which will come into force on Aug. 1, 2007.
On July 18, SEPA Vice Minister Li Ganjie met with Japanese House of Representatives Speaker Koono Yohe and his delegation in Beijing. They exchanged views on bilateral cooperation in the field of environment.
On July 19, SEPA released an urgent notice on further strengthening water pollution control during flood season with a view to safeguarding the safety of drinking water and industrial & agricultural water use.
From July 19 to July 20, the 2007 Environmental Science & Technology Award Judge meeting was held in Beijing. SEPA Vice Minister as well as director of the panel Wu Xiaoqing attended the meeting. 108 qualified entries were accepted.
On July 23, SEPA approved Technical Requirement for Environmental Labeling Products Eco-Housing as a national industrial standard for environmental protection, which will take effect on Nov.1, 2007.
On July 27, Vice Chairman of the standing committee of NPC, Secretary General Sheng Huaren, accompanied by SEPA Minister Zhou Shengxian and Vice Minister Zhang Lijun, went to China National Environmental Monitoring Center and Chinese Research Academy of Environmental Sciences for research. Others joining the research team included Vice Secretary General of the standing committee of NPC, also Secretary of the leading Party members' group Wang Wanbin, Chairman of Environmental Protection and Resources Conservation Committee, NPC Mao Rubai and Vice Chairman Huang Zhiquan, Deputy Secretaries General of the standing committee of NPC, Cao Wanzhou and Wang Qingxi.
On July 28, SEPA printed and issued Program for Developing Standard National Environmental Law Enforcement and Supervision and Implementation Program for Developing Standard National Environmental Law Enforcement and Supervision.
On July 30, SEPA held a work meeting in Changchun on automatic monitoring of state-tracked key pollution sources and implementation of developing standard national environmental law enforcement and supervision. SEPA Vice Minster Zhang Lijun attended and addressed the meeting.
On July 31, SEPA held 2007 summer discussion for the two Boards (National Environmental Advisory Board and SEPA Science and Technology Board). SEPA Minister Zhou Shengxian attended the meeting and made remarks. Vice Minister Wu Xiaoqing chaired the meeting and members on the boards viewed their opinions on China's environmental cause.
