On Apr. 2, SEPA Minister Zhou Shengxian met with Hau Sing Tse, Vice President of Canadian International Development Agency. They exchanged views on the cooperation between China and Canada in China Council for International Cooperation on Environment and Development (CCICED) and other environment-related areas.
On the same day, the work meeting for national environmental law enforcement and pilot program of eco inspection was held in Beijing. Vice Minister Zhang Lijun attended the meeting and made remarks. 10 demonstration units for eco inspection were presented with award plates and 81 excellent pilot units and 204 individuals were praised.
On Apr. 3, SEPA, Ministry of Commerce and Ministry of Science and Technology jointly released a notice, announcing the decision to build eco industry demonstration parks across the country.
On the same day, SEPA approved Test Procedures and Requirement of Durability of Emission Control Systems for Heavy-duty Vehicles and Limits and measurement methods for exhaust pollutants from diesel engines of non-road mobile machinery(I, II)as national standard for pollutant discharge, which will go into force as of Oct. 1, 2007. Limits and measurement methods for the emissions of pollutants from motorcycles on the running mode (China stage III) and Limits and measurement methods for emissions of pollutants from mopeds on the running mode (China stage III) were also approved and will take effect as of July 1, 2008.
On Apr. 4, SEPA Minister Zhou Shengxian met with GEF’s new Chairperson and CEO Ms. Barbut and Cambodian Secretary of State, also Environment Minister Mr. Mok Mareth respectively. They exchanged views on environmental issues for international cooperation both sides were concerned about.
On the same day, SEPA printed and issued Tasks on National Environmental Inspection 2007, requiring environmental protection departments at all levels to launch special campaigns to facilitate reduction of total pollutants, to be proactive in prevention and handling of environmental emergencies and gradually improve environmental law enforcement and inspection system.
On Apr. 9, SEPA and Publicity Department, CCCPC jointly released a circular, requiring local EPBs and Publicity Departments to get prepared for the first national survey on pollution sources, create sound atmosphere for public opinion and to ensure the survey will shape up nicely.
On the same day, SEPA approved Environmental Protection Technical Specifications for Disassembly of End-of-life Vehicles as national industrial standard for environmental protection, which takes effect upon promulgation.
On Apr. 10, SEPA，NDRC, Ministry of Supervision，Ministry of Commerce and Industry, Ministry of Justice, State Administration of Work Safety and State Electricity Regulatory Commission jointly issued Work Plan for 2007 Special Environmental Campaign on Rectifying Illegal Polluters and Safeguarding Public Health, deciding to launch the campaign nationwide from May to December 2007.
On Apr. 11, Chinese Foreign Minster Li Zhaoxin and his Japanese counterpart Taro Aso signed a joint statement on further strengthening bilateral cooperation in the field of environmental protection. The state Premier Wen Jiabao and Japan's Prime Minister Shinzo Abe attended the signing ceremony.
On the same day, Member of Political Bureau, Vice Premier Zeng Peiyan hosted a meeting where the plan for the first national survey on pollution sources was reviewed and adopted. Vice Premier Zeng made deployment on the tasks, marking the beginning of the first national survey.
On the same day, SEPA released Measures for the Disclosure of Environmental Information (for Trial Implementation), which will take effect as of May 1, 2008.
On Apr. 13, Ministry of Supervision and SEPA jointly issued Circular on Further Cleaning up Incorrect Deeds and Official Documents Breaking National Environmental Laws and Regulations, which require local governments to clean up all related mandates comprehensively.
On the same day, SEPA approved Solid Waste-Extraction Procedure for Leaching Toxicity-Sulphuric Acid & Nitric Acid Method and other two standards as national industrial standard for environmental protection, which will take effect on Aug. 1, 2007.
On Apr. 17, SEPA released a circular, calling on local governments to promote this year's 6∙5 World Environment Day. China's theme is "Emission Reduction and Environmentally Friendly Society".
On Apr. 22, a public service performance in commemoration of the Earth Day hosted by All-China Environment Federation was held in Beijing. Vice Chairperson of the standing committee of national people's congress, Gu Xiulian, Vice Minister of NDRC Xie Zhenhua and SEPA Vice Minister Pan Yue watched the performance.
On Apr. 23, SEPA Vice Minister Wu Xiaoqing met with a Monacan delegation headed by Robert CALCAGNO, Minister for Equipment, Environment and Urban Affairs. They exchanged views on climate change, biodiversity and water pollution prevention and control.
On the same day, Workshop on Low Carbon Economy and China's Energy & Environment Policy was held in Beijing. SEPA Vice Minister Zhou Jian attended the meeting and made a speech.
On the same day, SEPA decided to make Linfen City, Shanxi Province a pilot city for national EIA for plans.
On Apr. 24, SEPA Minister Zhou Shengxian met with a delegation led by Sierra Leone's Minister for Land and Territory Planning Dr. Kadi Sesay in Beijing. They held a discussion on environmental cooperation between the two countries.
On the same day, SEPA printed and issued National Construction Standard for Environmental Monitoring Centers and five special environmental contingency plans such as Contingency Plan for Water Environment Pollution Accidents at Three Gorges Reservoir Area and its Upper Reaches, Contingency Plan for Water Environment Pollution Accidents along the East Line of South-North Water Diversion Program, Emergency Response Plan for Urban Photochemical Smog Pollution Accidents, Emergency Response Plan for Accidents Caused by Hazardous and Abandoned Chemicals and Plan for Biosafety Emergencies.
From Apr. 24 to Apr. 25, the Third ASEM Environment Ministers' Meeting convened at Copenhagen, Denmark. A delegation led by SEPA Vice Minister Zhou Jian attended the meeting.
On Apr. 27, Member of the standing committee of the political bureau, CCCPC and Chairman of the Standing Committee of the National People's Congress Wu Bangguo met representatives and journalists who came for China's Centennial Walk for Environmental Protection. Chairman Wu highlighted the importance of supervision by public opinion and promotion of energy saving and emission reduction. Vice Chairman and Secretary General Sheng Huaren and Vice Minister Pan Yue also attended the meeting.
On Apr. 27, the State Council held a national teleconference on energy saving and emission reduction. Premier Wen Jiabao, also Member of the standing committee of the political bureau, CCCPC, made an important speech. Participants of the meeting included Vice Premier Zeng Peiyan, also Member of the political bureau, CCCPC, State Councilor and Secretary General of the State Council Hua Jianmin and SEPA Minister Zhou Shengxian.
On the same day, the State Council held a work meeting on the shutdown and elimination of outdated production capacity of steel industry. Vice Premier Zeng Peiyan, also Member of the political bureau, CCCPC attended and addressed the meeting. NDRC Minister Ma Kai and SEPA Minister Zhou Shengxian also made remarks at the meeting.
On Apr. 28, SEPA, Ministry of Supervision and other five ministries held a teleconference on national special campaign for environmental protection. Vice Premier Zeng Peiyan, also Member of the political bureau, CCCPC attended the meeting and delivered a speech. The meeting was presided over by SEPA Minister Zhou Shengxian. SEPA Vice Minister Zhang Lijun and representatives from related departments made remarks at the meeting.
On Apr. 29, a work meeting for national survey of pollution sources among environmental protection departments was held in Beijing. SEPA Minister Zhou Shengxian attended and addressed the meeting. The meeting was chaired by Director of the first national survey office Wang Yuqing.
