On Feb 16, the Kyoto Protocol to curb global warming took effect. There are 141 countries and regions including China signed and ratified the protocol at present.
On Feb 18, Chengdu City was confered the title of national model city for environmental protection by SEPA [Reference No. 23(2005)].
On Feb 21, the Twenty-third session of the Governing Council/Global Ministerial Environment Forum was held in Nairobi, Kenya. Vice Premier Zeng Peiyan of China attended the opening ceremony and delivered a speech in which he elaborated the basic policy of environmental protection in China and put forward the specific suggestions in strengthening international cooperation. Mr. Klaus Toepfer, executive director of the UN Environment Program (UNEP), Mrs. Anna Tibaijuka, executive director of the UN Human Settlements Program (UN- Habitat), Mr. Shafqat Kakakhel, Deputy Executive Director of UNEP, Mr. Mwai Kibaki, President of Kenya and Mr. Xie Zhenhua, Minister of SEPA in China and other 1000 delegates from 140 country members participated in the meeting.
On Feb 21, the Conference on China-Africa Cooperation in Environment Protection was held in Nairobi, Kenya.
Chinese vice premier of the State Council Zeng Peiyan and Dr.Toepfer, Deputy Secretary General of UN and Executive Director of UNEP, Minister Xie Zhenhua of SEPA in China attended and addressed the Conference.
On Feb 21, Chinese vice premier of the State Council Zeng Peiyan visited Permanent Office of the People's Republic of China to the UN and unveiled the board of its new address.
On Feb 21, SEPA printed and distributed the "circular on commending advanced units and individuals on administrative information of environmental protection sectors in 2004" [No. 18 (2005) by the General Office].
On Feb 23, Vice Minister Pan Yue of SEPA met the delegation led by Mr. Bjarne Lindstrom, Secretary General of the Royal Norwegian Ministry of Foreign Affairs. They held discussions on environmental cooperations between China and Norway.
On Feb 25, SEPA issued the announcement to approve 35 environmental pollution control facilities with operation certificates including Jiangsu Wuxi Drainage Company [Announcement No.6 in 2005].
On Feb 28, Vice Minister Zhu Guangyao of SEPA met the delegation led by Mr. Qiu Yajin, deputy director general of External Relations Department of EU. They exchanged views on environmental cooperation between China and European Union.
