On Dec 5, Xie Zhenhua, minister of SEPA signed the 16th decree of SEPA to issue "Six Bans in Environmental Protection System".
On Dec 5-9, Xie Zhenhua, minister of SEPA, made a formal friendly visit to the United States upon the invitation of Mike Leavitt, Administrator of U.S. Environmental Protection Agency. In addition, they signed "Memorandum of Understanding on Scientific and Technological Cooperation on Environmental Protection between the State Environmental Protection Administration of the People's Republic of China and the Environmental Protection Agency of the United States" in Washington.
On Dec 8, "Circular on Responsibilities Division of Supervision Departments for Radioactive Source" was issued by the Office of Central Institution Establishment Commission, which required environmental protection sections to make unified supervision and management on the production, import and export, sales, employment, transportation, storage and disposal of radioactive sources.
On Dec 10, "Technical Guidelines for Disposal of Medical Sewage" was issued by SEPA to standardize construction and operation of disposal facilities for medical sewage and to guarantee discharge of medical sewage up to the standards and then to improve capacity of emergency response of hospitals[Reference No.197 (2003)].
On Dec 10, "Proposal on Strengthening and Reforming Environmental Protection Standards" was printed and distributed by SEPA[Reference No.194 (2003)].
On Dec 11, "Circular on Certification of China Environment Label Products" was issued by SEPA[Reference No.196 (2003)].
On Dec 11, "Major Tasks of the National Environmental Monitoring in 2004" was printed and distributed by SEPA [Correspondence No.356 (2003)].
On Dec 13-14, Minister Han Myeong Sook of the Ministry of Environment of Korea, Minister Koike Yuriko of the Environment Ministry of Japan, and Minister Xie Zhenhua of the State Environmental Protection Administration of the People's Republic of China met in Beijing for the Fifth Tripartite Environment Ministers Meeting (TEMM). At its fifth meeting, the Ministers reflected upon the last informal meeting held on the sidelines of the World Summit on Sustainable Development in Johannesburg last year, as well as the outcomes of the ninth session of the Conference of the Parties to the United Nations Framework Convention on Climate Change held in Italy on 1-12 December 2003. They also discussed concrete ways to work on the Johannesburg Plan of Implementation, and reviewed the progress made in environmental management in their respective countries since the Fourth TEMM. Finally, the Ministers highly regarded the achievements of the various TEMM projects and pledged their support for the expansion and continued productivity of these projects.
On Dec 15, the concerned sections of China, Japan, South Korea, Mongolia and North Korea participated in the high-ranking meeting on sandstorm held in Beijing.
On Dec 15-18, "The Eighth China International Environmental Protection Exhibition and Conference" was held in Beijing, sponsored by SEPA and undertook by China Association of Environmental Industry.
On Dec 19, "Construction Programming of Disposal Facilities for Hazardous Wastes and Medical Wastes" was approved by the State Council [Reference No.128 (2003) by the State Council].
On Dec 23, "Major Tasks of the National Environmental Protection in 2004" was issued by SEPA [Reference No.204 (2003)].
On Dec 23, SEPA made decisions on conferring the title of the National Environmental Protection Model City on Dongying City, Wujiang City and Nanjing City [Reference No.201 (2003)][Reference No.202 (2003)][Reference No.203 (2003)].
On Dec 26, "Technical Standards for Centralized Treatment of Medical Wastes(tentative)" was issued by SEPA [Reference No.206 (2003)].
On Dec 30, "Project for Cleanning-up of Surface Floator in Three-gorges Reservior" was approved by the State Council [Reference No.137 (2003) by the State Council].
On Dec 31, "Interim Provinsions on Application, Nomination and Management of State Eco-Industry Demo-Parks" was printed and distributed by SEPA [Reference No.208 (2003)].
