Minister Chen Jining attends the 11th meeting of China-Russia Environmental Cooperation Sub-committee under the Committee of China-Russia Prime Ministers' Regular Meeting between Oct. 12 and 14.
Sochi, CENEWS-The 11th meeting of China-Russia Environmental Cooperation Sub-committee (hereinafter referred to as the Sub-committee) under the Committee of China-Russia Prime Ministers' Regular Meeting was held in Sochi between Oct. 12 and 14. Chen Jining, Chinese Co-chair of the Sub-committee and MEP Minister, and his counterpart Sergei Donskoi, the Russian Co-chair of the Subcommittee and Federal Minister of Natural Resources and Ecology, headed respective delegations to the meeting.
The two sides shared the major environmental measures taken by the two governments over the past year, reviewed the progress in bilateral environmental cooperation, recognized the important role of the Sub-committee, and discussed the general direction for the cooperation in the second decade.
In his remarks, Chen noted that China is making tremendous efforts in advancing ecological civilization, strenuously addressing the conflict between development and protection, and witnessing great changes from awareness to practice, and from policies to actions. President Xi Jinping reiterated on multiple occasions that green mountains and clean waters are tantamount to golden and silver mines, so we should preserve the ecological environment the way we cherish our eyes, treat it the way we treat our life, and build a beautiful country with blue skies, green lands, and clean waters. The fifth plenary session of the 18th CPC Central Committee deliberated and adopted last October the recommendations to the 13th Five-Year Plan for National Economic and Social Development, and sent a clear message about firmly developing and earnestly implementing the innovation-based, coordinated, green, open, and sharing-based development. The outline of the 13th Five-Year Plan, which was deliberated and adopted by the NPC at the start of this year, reflects the green development concept from the beginning to the end, and identifies the “overall improvement of the eco-environmental quality” as one of the objectives for completing the building of a moderately prosperous society. Moreover, the Chinese Government promulgated the Opinions for Accelerating the Development of Ecological Civilization, and the Master Plan for the Institutional Reform on Ecological Civilization. These documents have become the long-term deployments and institutional framework of China for the development of ecological civilization for a period of time to come.
Moreover, Chen put forward the following specific recommendations for the Sub-committee’s future, in a bid to deepen and strengthen bilateral cooperation. First, we will discuss more topics under the framework of the Sub-committee, learn from each other mutually interested topics, and share experience. Second, we will enhance coordination and collaboration under such multilateral mechanisms as SCO, BRICS, APEC, and UNEP, and give play to the role of the Sub-committee in regional and global environmental affairs.
The meeting heard and deliberated the work reports on the pollution prevention and control, emergency liaison in environmental disasters, monitoring and protection of transboundary waters, and transboundary nature reserve protection, as well as the report by the Working Group on Biodiversity Conservation; spoke positively of the achievements made in the environmental cooperation over the past year, and deliberated and adopted the 2016~2017 annual work plans for the three working groups. Moreover, the meeting exchanged the experience and practices of the two countries in solid waste management and agreed on enhanced cooperation in this field.
The Chinese side presented the progress in prevention and control of water pollution in Songhua River basin, and the multiple measures taken in strictly controlling environmental risks and ensuring ecological security. The Russian side introduced the environmental protection effort made by the Russian federal government and the regional government of Khabarovsk in the Heilongjiang (Amur) River Basin.
Chen and Donskoi had work talks before the meeting, after which the two signed the minutes.
