Vice Minister Li Ganjie on behalf of MEP firstly welcomed the delegation headed by Hiromasa Yonekura. He on behalf of MEP once again expressed deep condolence to Japanese people who died in strong earthquake and tsunami on March 11 and sympathy to the Japanese people who suffered from the big disaster.
Vice Minister Li spoke highly of the achievements of China-Japan cooperation in the field of environmental protection over the past 30 years. He introduced the guests of the basic strategy and plan for environmental protection during the "12th Five-Year Plan". Vice Minister Li said, economic and social development of China has made great progress with outstanding achievements in environmental protection over the past 5 years. The Outline of the "12th Five-Year Plan" identifies stricter and wider indicators for emission reduction. MEP will focus its efforts in address the change of the following 5 areas: 1) Identifying 4 compulsory emission reduction indicators. That is, apart from SO2 and COD, NOx and ammonia nitrogen are added in the major pollutants control list during the "12th Five-Year Plan" period; meanwhile, GHG emission per unit GDP in 2015 will go down by 17% compared with that of 2010. 2) Expanding the scope of emission reduction from two key areas (cities and industry) to rural areas and keeping on the development of circular economy. 3) Addressing pre-eminent environmental problems affecting sustainable development and threatening public health, including problems like heavy metals pollution, POPs and soil pollution. 4) Practically protecting and restoring eco environment. 5) Further establishing and improving system and mechanism conducive to environmental protection. With regulatory instrument of market economy, we will collect environment tax, improve relevant systems such as green taxation, green trade and green securities.
Vice Minister Li Ganjie said, China-Japan environment cooperation is one of the most active areas of bilateral cooperation and exchange with greatest potential. We pay high attention to this work and cherish the friendship of peoples of the two countries in all fields during long-term cooperation. At present, the two sides have conducted act and effective cooperation in many fields. In the future, we will carry out cooperation in areas such as rural environmental protection, nitrogen and nitrate removal technology, environment & health management. In 2008, Japan stopped granting favorable loans to China in environment field, this is a big loss to the financing for China-Japan environmental protection cooperation. I hope that Japanese Business Federation plays an active role, provides relevant information to Chinese and Japanese enterprises, makes full use of social capital and technologies, invests in China, further expands channels for environmental cooperation between China and Japan and deepens existing cooperation achievements.
Mr. Hiromasa Yonekura expressed his thanks to Vice Minister Li Ganjie for his welcome and sympathy and spoke highly of active response of MEP (National Nuclear Safety Administration) to the Fukushima nuclear accident. He hoped that our two countries will further expand the cooperation mechanism of the two countries established during jointly addressing this disaster, further strengthen dialogue in areas such as energy conservation, environmental protection and environment emergency response and jointly address the challenges of global environmental issues such as sustainable development and energy crisis. Mr. Hiromasa Yonekura also invited relevant head of MEP to attend "China-Japan Green Expo" held in Beijing in June 1-3.
