Li Ganjie, Leader of the Leading Group for the Project on the Causes and Key Control Technologies of Heavy Air Pollution and Minister of Environmental Protection, chaired the second meeting of the leading group and the inception meeting of the project. The meeting deliberated and adopted the implementation plan regarding the causes and key control technologies of heavy air pollution.
In his remarks, Li said there are weak points in the ongoing control of air pollution in the Beijing-Tianjin-Hebei region and surrounding areas in the autumn and winter, as the improvement of air quality has not been effective during the heat supply season, and the heavy air pollution days have taken up a high percentage. It is imperative to strengthen the S&T support, pinpoint the causes and sources of heavy air pollution and work out more effective measures to address this concern. The project on the causes and key control technologies of heavy air pollution as a project funded by the National Science Fund for Distinguished Young Scholars integrates the research with decision-making, and advances the research and the implementation plan. With the implementation of this project, the air pollution will be controlled with more scientific elements through delicacy management, and the local residents of the Beijing-Tianjin-Hebei region and surrounding areas will enjoy better living and work environment. The project will provide invaluable experience for the air pollution control elsewhere in the country.
The project will figure out the causes and sources of heavy air pollution in this region in a quantitative and precise approach, conduct awareness activities and science popularization, and mobilize the whole society to build consensus and work together to address air pollution. Moreover, the project will be objective-oriented and problem-oriented, seek holistic and systematic solutions to regional air environment problems, and work to establish a technical framework based on uniform investigation methods, quality control, and data management standards. Thirdly, the project will provide technical support for the precise decision-making concerning air pollution control, the air environment management of “2+26” cities, and help the local governments and environmental protection departments to analyze the causes of air pollution and put forward policy recommendations.
The project presents an opportunity to speed up the innovation of research schemes and mechanisms and set up a platform for sustainable researches on air environment, emphasized Li. The National Air Pollution Control Joint Center which brings together brains from affiliated institutions of MEP and related State departments and commissions, higher educational institutions, and research institutes, will be a technical hub that integrates the environmental management with technical research and development. Twenty-eight research teams will be assembled to offer one-to-one guidance to the “2+26” cities, get the firsthand information, and put forward city-specific solutions to air pollution. Furthermore, the resources will be integrated and shared through apparatus, equipment, and information management and sharing platform. Also, information sharing and awareness activities will be carried out to release the progress of the project, enhance the dialogues and communications among the scientists, governments, media outlets, and general public, and address the social concerns and gather consensuses.
Li Ganjie pointed out that it is imperative to adopt the “strict, truthful, meticulous, effective, and efficient” work style, strictly observe work disciplines, make sure the data are authentic and accurate, come up with scientific, efficient and economic solutions, carry out delicate source apportionment, prepare high spatiotemporal resolution emission inventory, identify the priority pollution sources and pollutants to be controlled, nail down the multiple pollutant co-control technologies and routes, and push for the environmental management to become delicate management. Moreover, the project needs to be carried out effectively and efficiently.
Last but not least, Li emphasized that as a systematic effort, the project needs the collaboration among different organizations, local areas, and departments. The six provinces and municipalities in the Beijing-Tianjin-Hebei region and surrounding areas should collaborate with the project team and offer guidance and support to the cities concerned. The “2+26” cities should provide convenience for the follow-up research team, reveal problems and propose their needs, and oversee and evaluate the team’s work.
Relevant leading officials with the member organizations of the leading group including MOST, MOA, NHFPC, CRAES, and CMA, staff of the Office of the Leading Group including the responsible officials with the environmental protection departments of Beijing, Tianjin, Hebei, Shanxi, Shandong, and Henan, the general expert panel, leaders of 28 task forces, leaders and key members of 28 follow-up research teams, and staff with the Project Management Office attended the meeting.
