On Jun. 28, Minister Li Ganjie paid a visit to the trainees of the fourth training seminar on strict air pollution inspection in the Beijing-Tianjin-Hebei region and surrounding areas, and required them raising political awareness, always keeping the people in mind, addressing the pressing environmental problems of public concern, improving the efficacy of the strict inspection through the “five-step” approach, going all out to fight the air pollution in the Beijing-Tianjin-Hebei region, and providing strong support for promoting the ecological progress and the sustainable and heathy economic and social development.
Li noted that the Ministry decided to launch the yearlong strict inspection in the Beijing-Tianjin-Hebei region in order to help fight the regional air pollution and improve the regional air quality. Five rounds of strict inspection have been completed so far, as a result of which the air quality from March through May has been notably improved compared with the same months of the previous three years. However, this year marks the final year of the first-stage implementation of the action plan against air pollution, and the air pollution in this region remains a daunting challenge, so we must go all out to conduct the strict inspection, strictly implement the annual work plan for the regional air pollution control, and with greater efforts and tougher measures, improve the ambient air quality in this region.
Li proposed three requirements for the future strict inspection. First, to raise political awareness. We should take a clear-cut stand, uphold political integrity, keep in mind the bigger picture, follow the CPC as the core of the Chinese leadership, and act consistently with the CPC Central Committee policy. We should learn the guidelines of the important instructions of General Secretary Xi Jinping on air pollution control, and take real actions to move forward with the strict inspection and help improve the air quality. Also, we should always keep in mind the people’s interests and address the pressing environmental problems of the public concern.
Second, improve the efficacy. We should establish a thematic inspection mechanism, take a five-step approach (strict inspection-assignment-tour inspection-summon for talks-thematic inspection), and make the strict inspection complementary with the central government environmental protection inspection.
Third, to test our teams. The strict inspection is a tough and arduous fight, which presents both a challenge for the national environmental protection branches and an opportunity to test our teams. We should cultivate an ironclad team of environmental inspectors through the strict inspection, improve our ideological awareness, professional skills, and work styles, and live up to the people’s expectations for sound ecological environment.
Finally, Li asked the inspectors to alternate work with rest and mind personal safety, strictly observe the honesty and self-discipline regulations, and press ahead with the strict inspection in accordance with law.
