Huang Runqiu heads a delegation to the 15th “ASEAN+3” Environment Ministers Meeting

On Sept. 13, the 15th “ASEAN+3” Environment Ministers Meeting was held in Bandar Seri Begawan, the capital of Brunei. Vice Minister Huang Runqiu headed a Chinese delegation to the meeting, at the invitation of Brunei Ministry of Department and ASEAN Secretariat.

The meeting was chaired by Yang Berhormat Dato Seri Setia Awang Haji Bahrin bin Abdullah, Brunei Minister of Development. The environment ministers or delegates of Japan, Republic of Korea, ASEAN Secretariat, and 10 ASEAN member states presented at the meeting.

In his remarks, Huang introduced the latest developments in China’s environmental protection effort. In recent years, the Chinese Government has regarded the promotion of ecological progress as an integral part for running the country and implemented the “innovation-driven, coordinated, green, opening, and sharing-based” development concepts. The Ministry has enthusiastically undertaken and deepened the reforms in the environment sector, centered on the improvement of environmental quality, conducted ecological conservation, and accelerated the efforts to develop green development patterns and lifestyles. In the past few years, China has made unprecedented efforts in preserving the ecological environment, by taking the most solid measures in the most efficient and effective manner. This can be demonstrated by four facts: a. the environmental protection laws and regulations have been either promulgated or amended densely; b. the institutional reforms on ecological civilization have been carried out at a faster rate; c. intensifying efforts have been targeted at pollution control; d. the environmental quality has been improved remarkably.

To address the national environmental issues, the Chinese Government has ratified 30 plus multilateral conventions or protocols related to ecological conservation, taken the lead in releasing the China Country Programe for Implementing the 2030 Agenda for Sustainable Development, handed in the ratification paper for Paris Agreement to the UN, pressed ahead with the green belt and road initiative, and provided Chinese solutions and contributions to addressing the global environmental issues and securing the global ecological environment.

The China-ASEAN environmental cooperation has maintained good momentum and become an exemplary model in South-South cooperation, said Huang. The two sides renewed the action plan on bilateral environmental cooperation (2016-2020) recently, after adopting ASEAN-China Environmental Cooperation Strategy (2016-2020) last year. Moreover, they have initiated the ASEAN-China partnership on eco-friendly cities and started the development of ASEAN-China environmental information sharing platform.

The delegates of ASEAN member states appreciated China’s achievements in environmental protection and expressed gratitude for the tremendous efforts and generous supports of China to facilitate bilateral environmental cooperation, which has been notably effective in advancing sustainable development of the ASEAN region. Therefore, the environmental departments of the ASEAN member states hope to bring closer the bilateral cooperation, maintain the momentum, and conduct deeper cooperation in a wider range.

“ASEAN+3” Environment Ministers’ Meeting is an integral part of the “ASEAN+3” Leaders’ Summit and a high-level platform for regional environmental cooperation. Since 2002, MEP has been at all of the “ASEAN+3” environment ministers’ meetings.
