Professor Huang Runqiu, Han Nationality, was born in August 1963 in Changsha, Hunan Province. He is a member of the Jiu San Society and holds a doctor's degree in Engineering.
He studied in the Hydrology Department of Chengdu Institute of Geology (currently known as Chengdu University of Technology) since September 1979 and obtained his Ph.D. in September 1988. Upon graduation, he worked in Chengdu University of Technology as Assistant to the President and then became Dean of the Hydrology Department and Dean of the College of Environment and Civil Engineering in the university. In November 1997 he was elected as Vice Chairman of Jiu San Society in Sichuan Province. In November 2001, he was appointed Vice President of Chengdu University of Technology and Director of State Key Laboratory of Geohazard Prevention and Geoenvironment Protection. He was elected as Chairman of Jiu San Society in Sichuan Province in May 2007 and as member of the Standing Committee of Central Committee of Jiu San Society in December 2007. In January 2008, he was elected as the Vice Chairman of Sichuan Committee of Chinese People's Political Consultative Conference. In January 2014, he was elected as Vice Chairman of the Standing Committee of Sichuan Provincial People's Congress. In March 2016, he was appointed Vice Minister of Ministry of Environmental Protection. He was a member of the Ninth, Tenth and Eleventh National Committee of the Chinese People's Political Consultative Conference.
