Department of Policies, Laws and Regulations

Major responsibilities:

Be responsible for establishing and improving environmental laws, administrative regulations, and economic policies; draw up national guidelines, general policies and macro strategies on environmental protection; draw up law-making programs and plans on environmental protection and organize their implementation; organize the drafting of general laws, administrative regulations and rules on environmental protection; work as the focal point to coordinate and examine the topic laws, administrative regulations, and rules on environmental protection and submit them for approval; organize the collection of opinions on the draft laws and administrative regulations sent to MEP by National People's Congress, Legislative Affairs Office of the State Council, and other departments under the State Council on their environmental impacts; be responsible for the interpretation of environmental laws, administrative regulations and rules; organize the administrative reconsideration and compensation as well as response to litigation on environmental protection; guide the administrative reconsideration of the environmental protection system; cooperate with judicial departments on the handling of environmental criminal cases and the development of judicial interpretations in this field; organize the formulation of standards and specifications for determining environmental issues in civil, administrative and criminal cases; guide and supervise on the administration by law in environment field; guide the popularization of environmental laws in the country; take a leading role in promoting the building of an environment-friendly society; participate in developing the environmental economic policies in the fiscal, tax, trade, credit, securities, insurance, pricing, and fee-charging areas; organize the formulation of general catalogues in environment field, including catalogues of products, techniques, and equipment that cause heavy pollution and high environmental risks as well as catalogues of products, techniques, and equipment that are stimulated by national environmental policies; organize the post-evaluation of environmental policies and administrative regulations; guide and supervise on local environmental economic policies; work as the focal point to make domestic laws for implementing international environmental conventions.
