Department of Human Resources Management and Institutional Arrangement

Main functions:

Responsible for the team building of the cadres and the human resources as well as the institutional restructuring, for improving the institutional regimes and mechanisms, and for enhancing the overall capacity in the environmental protection sector; select, appoint, supervise and manage the civil servants of the internal departments and the leading officials in the regional offices and affiliated institutions of the Ministry; draw up the departmental rules and institutions on the organizational structure, the staffing, the salaries and compensations, and the evaluation and the engagement of the professional and technical titles and positions, and organize relevant implementation; responsible for the administration of the organizational structure, staffing, salaries and compensations, evaluation and engagement of the professional and technical titles and positions, as well as selection and designation of the candidates as foreign representatives or visiting scholars or for overseas study or training programs, from the internal departments, regional offices, and affiliated institutions of the Ministry; organize the national administrative commendations in the environmental protection sector; undertake the institutional restructuring in the environmental protection sector; guide the institutional restructuring and personnel management in the national environmental protection branches; assist the Leading Party Members’ Group in the dual management of the leading officials in the national environmental protection branches; assist in the environmental performance evaluation of local Party and government leadership; work as the focal point for the team building of human resources, the training of cadres, and the assessment and granting of the vocational and practicing qualifications and certificates in the national environmental protection branches.
