Department of Water Environmental Management

Major Responsibilities:

Be responsible for the supervision and administration on pollution prevention and control and the analysis of environmental situation; draw up policies, programs, laws, administrative regulations, rules, standards and criteria for prevention and control of pollution to waters, air, and land in urban areas and pollution caused by noise, light, odor, solid wastes, chemicals and vehicles, and organize their implementation; organize the comprehensive analysis of nationwide environmental situation; draw up plans for dividing special environmental function zones for water, air, noise and the sea; draw up plans for prevention and control of pollution to source water, national key regions, watersheds and sea areas, and underground water, and supervise their implementation; establish the systems for evaluation of water quality in sections of waters bordering provinces (countries) and organize their implementation; supervise and administer the environmental protection of source water areas; organize and guide the comprehensive environmental treatment in urban areas and be responsible for organizing the implementation of the systems for quantitative evaluation on the environmental comprehensive treatment in cities all over the country; be responsible for approvals from environmental aspects of new types of vehicle engines and vehicles, and establish the system for supervision and management of in-service vehicles and oil products; guide, coordinate, and supervise the marine environmental protection work; supervise the prevention and control of marine pollution caused by coastal projects, land-based sources and ship dismantling; organize the hazardous waste permitting, import licensing of solid wastes used as raw materials, export verification of hazardous wastes, registration for import and export of toxic chemicals, registration and approval of and supervision on new chemical substances for environmental management; organize the declaration and registration of industrial wastes such as hazardous wastes, medical wastes and e-wastes; be responsible for environmental inspection on businesses applying for going public and on listed enterprises applying for refinancing; organize the mandatory examination on cleaner production; participating in formulating the catalogue of production capacities, techniques and products to be restricted and phased out by the State, draw up national industrial policies for key industries, and propose the pollution prevention and control indicators for market access of the industries; supervise the prevention and control of land pollution in urban areas; be responsible for implementing relevant environmental conventions in China.
