Responsible for the supervision and administration of the water environment protection across the country; draw up the policies, programs and plans, laws, administrative regulations, departmental rules, standards and specifications for the prevention and control of pollution to the waters, and organize their implementation; draw up the plans for delineating water environment functional zones and the offshore sea area environment functional zones; organize the measurement and determination of water environment capacity, and evaluate the water environment carrying capacity; draw up and oversee the implementation of the programs and plans for the prevention and control of pollution to key watersheds, major sea areas and underground waters; establish a system for assessing the water quality in the sections of cross-province (transboundary) waters; oversee and administrate the environmental protection of the drinking water sources, and the prevention and control of the pollution to the marine environment by coastal projects, land-based pollution sources, and ship dismantling; undertake the pollutant emission permit, total load control, and emission right trading of the water pollutants; organize and coordinate the rural environmental protection, organize and guide the integrated rural environment management, guide the development of eco-agriculture, and contribute to the efforts of other relevant State departments in the control of the agricultural non-point source pollution.
