• Develop environment policies, laws, rules and regulations such as environment impact assessment system and the "Three simultaneities" system and organize their implementation;
• Conduct environment impact assessment on key economic and technical policies, development plans, and major economic development plans; 
• Develop the inventory of categorized management of environment impact assessment;
• Take charge the examination and approval of EIA statements on major development and construction activities.
